Huabei Town, a town under the jurisdiction of Huairou District, Beijing, is located between longitude 116°37′06″~116°44′08″ East and latitude 40°22′21″~40°33′19″ North. Located in the northern mountains and plains of Huairou District, it is bordered by Xitiangezhuang Town of Miyun District in the east, Beifang Town in the south, Yanqi Town in the southwest, Bohai Town in the west, and Liulimiao Town in the north. The town area is 104.35 square kilometers.
During the Ming Dynasty, the south of the Great Wall belonged to Huairou County, of which Dashuiyu and Hepingkou 2 villages belonged to Miyun County. To the north of the Great Wall belonged to the Doyen Department of Mongolia. During the Qing Dynasty, the south of the Great Wall still belonged to Huairou County, and the north of the Great Wall belonged to Luanping County of Chengde Province. After the first year of the Republic of China (1912), the south of the Great Wall belonged to Huairou County of Jingzhao District, of which Dashuiyu and Hefangkou belonged to Miyun County. To the north of the Great Wall, it belonged to Luanping County, Jehol Road, Jehol Special Region. In 1948, the north of the Great Wall belonged to the fifth district of Huairou County, and the south belonged to the sixth district; in December 1949, it belonged to the fifth district, and the district government was stationed in Toudou Village; in July 1956, it belonged to the third district, with the jurisdiction of Zaogulin, Liushuizhuang, Denggezhuang, and Toudou Townships, and was divided into Majiamen and Hebangkou Townships in July, and Hebangkou Townships were merged into Majiamen Townships in June 1958, and was merged into Dongfeng Commune in September. In May 1961, Tomb Head Commune was established, and was renamed Xizhuang People's Commune because the village site was in Xizhuang.In 1983, the commune was changed to township.In March 1990, the township was changed to township, and was named Huabei Township because of the Shatong Railway Huabei Station within its territory, and was still stationed in Xizhuang Village. As of the end of 2018, Huaibei Town has a household population of 11,816. As of October 2019, Huaibei Town has 1 community and 10 administrative villages under its jurisdiction, and the town government is located at No. 308, Xizhuang Village, Huaibei Town.
In 2011, the total industrial output value of Huaibei Town was 220 million yuan, 51.1% less than the previous year. Total fiscal revenue of 92 million yuan, an increase of 0.2% over the previous year. Of which 73 million yuan of local revenue, an increase of 0.2% over the previous year. From the point of view of each major tax, the completion of sales tax 35 million yuan, 5 million yuan of value-added tax, corporate income tax 38 million yuan.
