Huairou District, a municipal district of Beijing, is located in the northeast of the city, 50 kilometers away from the city. With a total area of 2,122.8 square kilometers, it is bordered by Miyun District to the east, Shunyi District to the south, Changping and Yanqing Districts to the west, and Fengning, Luanping and Chicheng counties in Hebei Province to the north. As of 2023, it has jurisdiction over 2 streets, 12 towns and 2 townships, with a total of 35 communities and 284 administrative villages. The People's Government of the district is located at No. 15, Fuqian Street. As of the end of 2022, the district had a resident population of 439,000, and the urbanization rate of the resident population was 74.7%.
The name Huairou District comes from "Huairou Baishen" (怀柔百神), which means to invite and pacify, in the Book of Songs (诗经)-Chou Songs (周颂)-Shimai (时迈). Huairou County was established during the reign of Emperor Taizong of the Tang Dynasty. During the Spring and Autumn and Warring States Periods, Huairou was a strategic location for the state of Yan, and belonged to Yuyang County, whose capital was located in Liyuanzhuang Village, Beifang Town, Huairou District. In the first year of the Ming Dynasty (1368), the Ming Dynasty set up Huairou County, which has basically the same jurisdiction as today's Huairou District.On December 30, 2001, the State Council officially approved the withdrawal of Huairou County and the establishment of Huairou District. As of 2022, Huairou District has 2 streets, 12 towns, 2 townships and an economic and technological development zone under its jurisdiction. Within Huairou District, there are natural landscapes such as Qinglong Gorge and Yanqi Lake, as well as historical and humanistic landscapes such as Hongluo Temple, Mutianyu Great Wall and Huanghuacheng. Huairou District has 17 rivers above grade 4 and 16 large, medium and small reservoirs. Five townships in the north are the main water sources for Miyun Reservoir.In 2014, the APEC meeting was held at Yanqi Lake in Huairou District.In October 2023, Huairou District was named the third batch of National Agricultural Product Quality Safety County by the Ministry of Agriculture and Rural Development.
In 2022, Huairou District realized a gross regional product of 45.15 billion yuan, a per capita disposable income of 47,150 yuan, and an annual general public budget revenue of 4.35 billion yuan.
