Changxingying Manchu Township, under the jurisdiction of Huairou District, Beijing, lies between longitude 116°34′57″~116°52′51″E and latitude 40°41′57″~40°54′38″N. It is located in the northern part of Huairou District, east of Ma'aozi Village in Luanping County, Hebei Province. It is located in the north east of Huairou District, east of Luanping County, Hebei Province, adjacent to the Ma Circle Village, southeast of Miyun District, Fengjiayu Township, southwest of the border with Tanghekou Township, northwest of the northwest, north of the horn goumen Manchu Township, diagonal goumen village, northeast of the Luanping County, Hushia Township. The area of the township is 241.56 square kilometers.
In the 34th year of Guangxu in Qing Dynasty (1908), Changxingying area belonged to Luanping County of Chengde Prefecture. In the second year of the Republic of China (1913), it was part of Luanping County of the Jehol Special Region of Jehol Road. During the Anti-Japanese War, the area was transferred to Pseudo-Manchukuo, and after the surrender of the Japanese, it belonged to the 11th District of Luanping County, Jehol Province. From 1947 to 1951, it belonged to Sihai County, and in July 1952, it belonged to the Seventh District of Huairou County, and in 1956, it was reorganized into Changxinying and Beiwanzi Townships, and in July 1958, Beiwanzi Township was merged into Changxinying Township, and in September 1958, it belonged to Changxinying Management Area of Iron and Steel People's Commune, and in March 1960, the three communes of Changxinying, Tanghekou, and Liulimiao were merged to form the Qingshi Ling People's Commune, and in May 1961, it became the Qingshiling People's Commune. In May 1961, Changzhuangying People's Commune was established.In 1983, the commune was changed to a township. As of late 2018, Changzhouying Manchu Township had a household population of 9,891. As of October 2019, Changzhouying Manchu Township has 24 administrative villages under its jurisdiction, with the township government residing in Changzhouying Village, Changzhouying Manchu Township.
In 2011, the total industrial output value of Changzhouying Manchu Township was 270,762,000 yuan, a decrease of 1.6% from the previous year, accounting for 77.3% of the GDP. The total financial income of 39.37 million yuan, an increase of 30% over the previous year. From the point of view of each major tax, the completion of sales tax of 17.67 million yuan, value-added tax of 8.15 million yuan, corporate income tax of 7.49 million yuan, respectively, an increase of 78%, 56%, 46% over the previous year. Per capita financial income of 3,900 yuan, an increase of 30% over the previous year. At the end of the year, one bank and financial institutions opened a branch or set up an office. Per capita savings of residents was 5,390 yuan.
