Government Overview
Fengtai District is located in the central urban area of Beijing and borders eight other districts. It is adjacent to Chaoyang District to the east, Dongcheng District, Xicheng District, Haidian District, and Shijingshan District to the north, Mentougou District to the northwest, Fangshan District to the southwest, and Daxing District to the southeast.Adjacent to the Beijing-Tianjin and Beijing-Baoding-Shijiazhuang axes—which support the coordinated development of the Beijing-Tianjin-Hebei region—the district enjoys advantages in convenient transportation and coordinated industrial development.According to Beijing’s Master Plan, Fengtai District is positioned as “a key area for ensuring high-quality living services in the capital; a new business district for the capital; a zone for the integrated development of scientific and technological innovation and financial services; a high-level comprehensive transportation hub for international connectivity; and a new urbanization development zone led by historical culture and green ecology.”The four key development areas in Fengtai District are the Southern Central Axis Area, the Lize Financial and Business District, the Zhongguancun Fengtai Park, and the Hexi Area.

The district covers an area of 305.5 square kilometers, with terrain that slopes from west to east. A 14.3-kilometer stretch of the Yongding River, flowing from north to south, divides Fengtai District into eastern and western sections: the area east of the river covers 179.4 square kilometers, while the area west of the river covers 126.1 square kilometers.

In 2024, the district achieved a gross domestic product (GDP) of 2493.9 hundred million yuan and collected 163.5 hundred million yuan in district-level general public budget revenue. Both fixed-asset investment and total retail sales of consumer goods ranked among the highest in the city, with the quality and efficiency of economic development continuously improving.

Historical Development

Fengtai’s administrative history dates back to the Republic of China era, when it was established as a special zone within Wanping County, comprising Fengtai Town and the townships of Kandan, Yonghezhuang, and Xiaotun.In early 1949, Beiping was peacefully liberated, and district people’s governments were established in the three towns of Fengtai, Changxindian, and Nanyuan. In April of the same year, Beiping City implemented a unified district reorganization, dividing the city into 32 districts. The Nanyuan area became Beiping City’s 23rd District, the Fengtai area became the 25th District, and the Changxindian area became the 26th District.In June of the same year, Beiping City adjusted its administrative divisions, reorganizing the 32 districts into 26. Among these, part of the 14th District (headquartered in Nanyuan), the 15th District (headquartered in Fengtai), and part of the 18th District (headquartered in Changxindian) were located within the boundaries of present-day Fengtai District, while the southwestern portion still belonged to Liangxiang and Fangshan counties in Hebei Province.In 1952, the area was officially named Fengtai District. After undergoing several administrative adjustments, the district has retained this name to this day.

History and Culture

Regarding the origin of the name “Fengtai,” one theory suggests it was formed by combining characters: one character from “Fengyi Gate” of the Jin Dynasty and one from “Baijiao Terrace” outside the gate, resulting in “Fengtai”;Another theory suggests it is a homophone, noting that there was a “Yuanfengtai” during the Jin Dynasty and a “Fengtai Village” during the Ming Dynasty, with “Fengtai” being a homophone for “Fengtai.” Fengtai District has a long history and is rich in cultural resources.More than 3,000 years ago, the Yan capital of Jicheng began construction relying on the Lianhuachi water system. The renowned historical geographer Hou Renzhi once proposed the theory that “Lianhuachi existed before the city of Beijing.” More than 860 years ago, the splendor of the Jin Dynasty’s Zhongdu marked the beginning of Beijing’s history as a capital.The Lugou Bridge is the oldest and longest surviving eleven-span stone arch bridge in North China and is world-renowned as the “Marco Polo Bridge.” Wanping City, built during the Ming Dynasty, is the only fully preserved two-gate fortified city in North China.As an imperial garden used by five dynasties, Nanyuan has become a cradle of the ancient capital’s ecological and cultural heritage. With a rich heritage of opera and floral culture, the influence of distinctive cultural brands—such as the Chinese Opera Culture Week and the “Flowers Bloom in Fengtai” Dragon Boat Festival Cultural Fair—is growing ever more prominent.

Location and Boundaries

Fengtai District is located in the northern part of the North China Plain (40° N), bordered by mountains to the northwest and 150 kilometers from the Bohai Sea to the southeast.Fengtai District is situated in the southwest of Beijing, bordering Chaoyang District to the east, Daxing District to the south, and adjoining Fangshan District and Mentougou District to the west. To the north, it neighbors Dongcheng District, Xicheng District, Haidian District, and Shijingshan District. With a total area of 306 square kilometers, approximately 224 square kilometers consist of plains,with mountainous terrain covering 80 square kilometers.

Landform Characteristics

The terrain of Fengtai District slopes downward in a stepped pattern, with the northwest being higher and the southeast lower. The western part consists of low mountains, hills, and terraces; the eastern part is a plain, which accounts for three-quarters of the district’s total area. Based on topography, the district is divided into three landform zones:

Low mountains are distributed north of Yangquantou–Houpuying, covering an area of 800 hectares, two-thirds of which consists of limestone. The hills north of Liyuan Village and Dagou Village are clastic sedimentary hills, while those to the south are limestone hills.

The terraces are located west of the Yongding River, between the Babaoshan Fault and the Liangxiang–Qianmen Fault.

Plains: In the eastern part of Wangzuo Township and the eastern part of Changxindian Township west of the Yongding River—specifically in the villages of Dongheyan, Zhangguozhuang, Changxindian, and Zhaoxindian—the land area is 2,800 hectares.The area north of the Liangshui River in the east, bordering the urban district, lies at an elevation of 40 meters and belongs to the high-level plain of the ancient Yongding River alluvial fan, covering an area of 1,400 hectares.

Low-lying Plain: Located east of the Yongding River, covering an area of 15,700 hectares. The elevation ranges from 60 meters in the north to 35 meters in the southeast, with an average gradient of 1‰.

Climate

In winter, the region is influenced by high-latitude inland monsoons, resulting in cold and dry conditions;In summer, the climate is influenced by the marine monsoon, resulting in high temperatures and heavy rainfall, representing a typical warm-temperate, semi-humid, monsoon-type continental climate.

Hydrology

The Yongding River flows from north to south, passing through Shijingshan District into this district and then into Daxing District. This approximately 11.3-kilometer stretch of the river divides Fengtai District into eastern and western sections.The Yongding River, historically known as the Yushui, Zhishui, Lugou River, Hun River, Little Yellow River, and Wuding River, is part of the Hai River system—one of China’s four major flood-control river systems.Since the 1970s, due to global climate change, the Yongding River basin has experienced prolonged droughts and low rainfall, with the lower reaches frequently running dry. Beginning in 2010, ecological restoration efforts have been carried out in stages on sections of the river, including Wanping Lake and Yuanbo Lake.
