Bordering Pingshun, Miyun, and Ji’an, it lies at the geometric center of the Beijing-Tianjin-Hebei region, within close proximity to the Tongzhou Sub-center,Beijing Capital International Airport, and the Port of Tianjin. The Chengping Expressway is expected to be completed by the end of 2025, and Metro Line 22 is scheduled to open in 2026. II. Key Development Industries
In recent years, Pinggu District has earnestly implemented the “Three Zones and One Port” functional positioning assigned by the Municipal Party Committee and Municipal Government. Guided by the overarching goal of serving the capital’s development in the new era, the district has focused on the “Three Initiatives”—building an Agricultural Zhongguancun, establishing a Capital Logistics Hub, and creating the World Leisure Valley—while simultaneously fostering the development of three supporting industries: the Modern Food and Nutrition Valley,the Beijing (Pinggu) Live-Streaming E-commerce Industrial Zone, and the National Pilot Zone for “Dual-Use (Civil and Emergency)” Development. With great enthusiasm and vitality, we are accelerating the high-quality development of a “Grand, Advanced, and Sophisticated” Pinggu.
(1) Building the “Agricultural Zhongguancun.” Pinggu District has proactively taken on the strategic mission of achieving self-reliance and self-strengthening in science and technology within the agricultural sector,with a focus on serving the construction of Beijing’s International Science and Technology Innovation Center. While advancing the development of the Beijing-Wanhe Center, the National Modern Agriculture (Livestock and Poultry Breeding) Industrial Park, and the upgrade of the Agricultural High-Tech Zone, the district is accelerating the establishment of a new development pattern characterized by “one core, two wings, three towns, and comprehensive coverage across all scenarios.”The “One Core” refers to the National Agricultural Science and Technology Innovation Hub, which comprises 11 building clusters covering fields such as life sciences and nutritional health, intelligent technology and smart agriculture, and frontier science and future industries. Construction began in October, and upon completion, the hub will host nine national key laboratories from China Agricultural University, while simultaneously forming a “Three 1,000-mu”[3 areas of 1,000 mu each: a 1,000-mu campus, 1,000 mu of industrial land in the park, and 1,000 mu of experimental fields.]The “Two Wings” refer to the Transformation Wing and the Smart Manufacturing Wing. The “Transformation Wing,” located in Yukou Town, uses the innovation chain to drive the industrial chain and includes five major projects: the National Key Laboratory of Vegetable Biological Breeding at the Chinese Academy of Agricultural Sciences, the Charoen Pokphand Research Institute, and the Synthetic Biology Innovation Center;The “Smart Manufacturing Wing,” located in the Zhongguancun Pinggu Park, focuses on building a modern food and nutrition hub. It has already attracted 34 central smart kitchens and food enterprises, including the Unisplendour Park, and is dedicated to fostering a food industry cluster to promote an iterative upgrade from “eating enough and eating well” to “eating for health and eating with individuality.”The “Three Towns” initiative centers on Daxingzhuang Town, Yukou Town, and Machangying Town, aiming to build a concentrated hub for the National Agricultural High-Tech Industrial Demonstration Zone.“All-Area, All-Scenario” refers to leveraging the district’s vast agricultural production space. It has already established 117 “Ph.D. Farms” and 33 “Science and Technology Courtyards,” and is currently promoting the implementation of application scenarios such as the Beidahuang Modern Demonstration Farm, the Baiguoyuan “Three Zeros” Base, and the largest smart greenhouse cluster in North China.
By 2025, Pinggu District will fully advance the construction of the National Agricultural Science and Technology Hub, achieving the organic integration of campuses, industrial parks, urban districts, and communities, accelerating the development of supporting municipal infrastructure, and building an agricultural science and technology city along the Ruhe River.The district will accelerate infrastructure development in the Agricultural Zhongguancun Park, completing projects such as the road network, the main construction of the international community, and Phase I of the Yukou Town Energy Center, while promoting the commencement of construction on the Green Dragon Agricultural Science and Technology Innovation Corridor. It will also build customized industrial facilities to enable enterprises in fields such as food nutrition and smart manufacturing equipment to “start a business right away.”We will strengthen the authorization and protection of agriculture-related patents and establish the Pinggu Branch of the Beijing Intellectual Property Protection Center. We will advance the construction of the Beijing Agricultural and Food Synthetic Biology Innovation Center, actively participate in the formulation of city-wide standards for the alternative protein industry, and establish a benchmark for synthetic biology in the city’s agricultural and food sectors.Pinggu will accelerate the development of the International Innovation Research Institute for Agricultural Microbiology, leverage the platform functions of the Beijing (Pinggu) Bio-Seed Industry Innovation Center, and attract a number of innovative seed industry enterprises to establish operations there.Actively establish the Key Laboratory of Biological Breeding of Breeding Pigs under the Ministry of Agriculture and Rural Affairs, and facilitate the implementation of projects such as the Capital Animal Gene Editing Research Institute and the Beijing Key Laboratory of Maize Biological Breeding. Focusing on resolving “bottleneck” issues in the seed industry, carry out joint research and development efforts in seed industry technology innovation, promote the approval of a number of new livestock and poultry breeds, develop a range of new crop varieties, and build a Center for Intelligent Crop Breeding Innovation.
(2) Building a Capital Logistics Hub. Pinggu District is seizing opportunities for the development of the modern logistics industry, accelerating the construction of the Beijing-Pinggu Comprehensive Logistics Hub, and adhering to the principle of “what others lack, we have; what others have, we excel at; where others excel, we are faster; where others are fast, we innovate.”with a focus on effectively reducing logistics costs across society. Sixteen leading logistics enterprises, representing a total investment of 33 billion yuan, have successively established operations in Pinggu, and the district is systematically implementing the modern logistics “321” strategy.The “3” refers to the launch of “three freight train services.” The first is the China-Europe freight train, which operates regularly between Beijing Pinggu and Moscow, Russia, opening a new channel for rapid international freight transport for the capital. Concurrently, a cluster of import commodity exhibition halls is being developed to promote in-depth reforms and high-quality development through high-level opening-up;The second is the intercity freight train. While maintaining regular sea-rail intermodal service between Tianjin Port and Pinggu, Pinggu has also launched a pilot intercity freight train service between Qingdao Port and Pinggu. This initiative deeply integrates with high-quality domestic supply chains, supporting Beijing’s development as an international consumption hub and the construction of the “Two Zones”;The third is the intra-city freight service. In collaboration with leading enterprises such as Shoufa Group and SF Express, we are building a green urban distribution system, exploring the layout of logistics forward depots, and improving the “microcirculation” of the capital’s logistics system. Relying on large suburban warehouse bases, we are supporting the construction of the national pilot zone for “dual-use (peacetime and emergency)” development. The “2” refers to advancing the “two forms of automation” at terminals andwarehouse areas; taking the planning and advancement of the Beijing-Pinggu “H”-shaped railway capacity expansion project as an opportunity, we are strengthening the application of new equipment and technologies, accelerating the transformation toward a digital supply chain, fostering the development of new-quality productive forces in logistics, driving cost reduction and efficiency gains in the logistics sector as well as the transformation and upgrading of manufacturing, and striving to create a “Beijing model” for the integrated development of these two industries.The “1” refers to establishing “a comprehensive service system” by optimizing processes and mechanisms for approval, regulation, and service provision, and strengthening the supply of functional services “beyond the factory walls.”At the same time, leveraging the supply chain advantages of leading logistics enterprises, we are using the aggregation of “goods” to drive the aggregation of “people” and “facilities,” accelerating the development of the Beijing (Pinggu) Live-Streaming E-commerce Industrial Zone. We are focusing on building a spatial layout of “one academy, five zones, and multiple sites,” and have formulated and released “one plan, one scheme, and one set of measures.”and launched the operation of distinctive parks such as the Village Live-Streaming Academy Headquarters Base, the Guonong Port Supply and Marketing Village Live-Streaming Industrial Park, and the Modern Food and Nutrition Valley Live-Streaming E-commerce Base. These initiatives have attracted leading enterprises such as ByteDance, Dongfang Youxuan, and Yuhui Tongxing. By 2024, more than 300 live-streaming e-commerce enterprises had been introduced and established in the area, and a cluster-based development trend is taking shape.
In 2025, the city will actively strive to become a national logistics hub of the “land port” type, fully leverage the resource advantages of its suburban warehouse bases, and accelerate the construction of key projects such as the railway port supervision facility, the smart supply chain base for ensuring supply in major cities, andthe Dongjiu Xinyi Smart Logistics Valley, and promote the construction of 2.6 million square meters of high-standard warehouses. This will integrate urban daily necessities supply chain resources and play a role in ensuring supply and stabilizing prices.We will also maintain stable operations of international freight trains such as the China-Europe and China-Laos routes, plan fruit freight trains to ASEAN countries like Thailand, and promote cooperation with source-port hubs such as the Port of Qingdao and Shapingba to ensure the efficient and unimpeded flow of both international and domestic logistics channels.
(3) Building a World Leisure Valley. Pinggu District has actively expanded the multifunctional role of agriculture and deeply explored the diverse value of rural areas. It has continuously refined the development layout of “one lake, two rivers, one belt, multiple valleys, and multiple sites,” advanced a number of high-quality rural leisure complexes, and hosted a series of events—such as the Peach Blossom Festival and the Arts Season—that integrate agriculture, culture, and tourism.At the same time, with a focus on establishing a strategic hinterland for the capital’s development and security, the district has built the nation’s first “dual-purpose (peacetime and emergency)” hotel and created the country’s first “dual-purpose” new-style rural community. In particular, by joining hands with strategic partners such as Beijing Energy Group, Greenland Group, and China Travel Service Group, the district has jointly accelerated the construction of the Jinhai Lake Core Area—a “dual-purpose” rural revitalization project.In 2024, the Jinhai Lake Culture and Tourism Joint Venture—established jointly by Pinggu District and Beijing Energy Group—was officially inaugurated. The company announced five major priorities, including the plan to apply for national-level tourist resort status for the Jinhai Lake Scenic Area, the planning for the Beijing-Tianjin-Hebei National Forest Park project, the competition schedule for the leisure sports cluster, the design plan for the Jinhai Lake Service Area on the Chengping Expressway,and the overall upgrade and renovation plan for the Jinhai Lake Scenic Area. These five key tasks aim to organically integrate commercial, cultural, tourism, and sports resources, actively explore new business formats, scenarios, and models, and strive to transform the Jinhai Lake area into a smoke-free leisure hub and a desirable destination for urban residents seeking a high-quality rural lifestyle.In 2025, Pinggu District will further leverage the leading role of the Jinhai Lake leisure industry, comprehensively develop waterfront infrastructure such as the lakeside road, and commence construction of a health checkup and wellness center. It will fully utilize the capabilities of the Beijing Energy Jinhai Lake Culture and Tourism Company to implement key projects such as the upgrade of the Jinhai Lake Scenic Area and the construction of a comprehensive water sports center.We will revitalize the development of commercial plots around Jinhai Lake and strive to ensure that some plots meet the conditions for commissioning. We will establish country-specific pavilions for imported goods from Asia, Africa, and Central and Eastern Europe to support the development of the “Two Zones.” In collaboration with the China Supply and Marketing Group, we will successfully organize the “Local Specialties” Expo and implement a number of key projects, such as the Yongle Grand Market.We will build the “Fudi Yajishan” brand, advance the renovation and upgrading of the Peach Museum and its surrounding areas, and comprehensively develop the Huangsongyu and Shandongzhuang gully-based economies. We will refine and strengthen the “One Town/Street, One IP” initiative across 18 towns and subdistricts.
In February 2025, the Beijing (Pinggu) Pet Economy Industrial Park was officially unveiled at the Rui E Space in the Zhongguancun Pinggu Park. It will focus on multiple sub-sectors such as pet food, supplies, healthcare, and grooming, attracting a group of innovative and market-competitive enterprises to set up operations there.At the same time, a special fund will be established to provide strong support for technological R&D and the commercialization of research outcomes. The goal is to build a distinctive industrial park integrating comprehensive sectors such as pet nutrition and health, functional foods, and leisure and entertainment, striving to become a national benchmark for innovation and development in the pet economy.
