Chapter I General Provisions
Article 1 These Measures are formulated to implement the spirit of the “Guiding Opinions on Promoting High-Quality Regional Economic Development in Huairou District” (Huairou Government Document [2024] No. 16), serve the construction of the National Cultural Center, promote the aggregation of factors and resources in the cultural and related industries, and advance the high-quality development of the cultural industry in Huairou District.
Chapter II Support for Enterprise Growth
Article 2 Attract leading enterprises and high-growth enterprises in the cultural and related industries to build high-quality enterprise clusters. Based on factors such as innovation and growth potential, recommend eligible enterprises to apply for support from the government’s industrial guidance fund.
Article 3 Support for Enterprise Expansion and Strengthening. A one-time reward of 200,000 yuan shall be granted to enterprises in the cultural, sports, and entertainment sectors that align with the industrial positioning and meet the annual stable operation reward criteria.
Chapter III Support for Works and Talent
Article 4 Support shall be provided for influential film and television works in terms of creation, distribution, screening, and awards, as follows:
(1) For theatrical film works:
1. Projects ranked in the top 20 of the Beijing International Film Festival’s Project Market may apply for matching funds equal to the amount of municipal support funds received from the Beijing Municipal Publicity and Culture Guidance Fund, with a maximum of 500,000 yuan per project.
2. For films released in urban cinemas, the primary production entity (the entity responsible for filing and project approval) shall be awarded a grant based on the total number of screenings during the release period.For screenings totaling 600,000 (inclusive) to 1.5 million, a one-time reward of 1 million yuan will be granted; for screenings totaling 1.5 million (inclusive) to 2 million, a one-time reward of 1.5 million yuan will be granted; for screenings totaling 2 million or more, a one-time reward of 2 million yuan will be granted. (Each production entity may apply for only one film project per year.)
(2) For television series: For television series premiering on broadcast television, the primary production company (the entity that filed for project approval) will receive a reward based on the broadcast platform and time slot. For series premiering during non-prime time on local satellite TV stations, a one-time reward of 250,000 yuan will be granted;a one-time reward of 500,000 yuan for premieres on CCTV during non-prime time; a one-time reward of 500,000 yuan for premieres on local satellite TV during prime time (19:30–22:30); and a one-time reward of 1 million yuan for premieres on CCTV during prime time (19:30–22:30). (Each production entity may apply for only one television series per year.)
(3) For online audiovisual works: For web series and variety shows broadcast on online audiovisual platforms, the lead production company (the entity responsible for filing and project approval) will be awarded based on the highest annual viewership rating. For web series with an annual viewership rating of 50 million or more, a one-time reward of 500,000 yuan will be granted; for variety shows with an annual viewership rating of 30 million or more, a one-time reward of 500,000 yuan will be granted.The total number of works eligible for annual rewards shall not exceed 10.
(4) Support for Awards and Recognition:
1. A one-time reward of 1 million yuan shall be granted to the primary production entity (the entity responsible for filing and project approval) for audiovisual works that win the national “Five-One Project” Award; for films that win national awards such as the Huabiao Award, Hundred Flowers Award, or Golden Rooster Award, or international Category A film awards for Best Feature Film; and for television series that win national awards such as the Feitian Award or Golden Eagle Award.A one-time reward of 500,000 yuan shall be granted to recipients of the Best Director, Best Actor, or Best Actress awards in the aforementioned categories. If a single work wins multiple awards, the rewards shall not be duplicated.
2. Micro-short dramas selected for the State Administration of Radio, Film, and Television’s “Travel with Micro-Short Dramas” creation program will receive a one-time reward of 300,000 yuan;Micro-short dramas selected for the SARFT’s Annual Selection of Outstanding Online Audiovisual Works shall receive a one-time reward of 200,000 yuan; micro-short dramas selected for the Beijing Municipal Radio and Television Bureau’s Annual Selection Catalog shall receive a one-time reward of 100,000 yuan; micro-short dramas selected for an online audiovisual platform’s support program and featured on the homepage’s first screen shall receive a one-time reward of 50,000 yuan. If a single work is selected for multiple programs, the rewards shall not be duplicated.
Chapter IV Support for Innovation in New Film and Television Technologies
Article 5 Strengthen the integration of culture and technology and enhance innovation capabilities to promote technological R&D in fields such as audiovisual technology, gaming, and animation. Support relevant enterprises in applying for recognized R&D platforms, such as municipal-level or higher technology centers and laboratories. A one-time reward of 1 million yuan will be granted for platforms recognized at the municipal level, and a one-time reward of 2 million yuan will be granted for those recognized at the national level.
Chapter 5: Support for Film and Television Production Crews
Article 6: To showcase the spirit of Huairou in the new era and tell the story of Huairou’s development, the filming of audiovisual works in Huairou is encouraged. Based on the scale of the production crew and the depth of content reflecting Huairou’s elements, a one-time reward of 100,000 yuan will be granted, with no more than 20 production crews receiving rewards annually.
Article 7 The Huairou International Film and Television Production Service Center’s administrative service station shall fully leverage its functions by adopting an “offline assistance + green channel” model to efficiently process administrative approval applications for the film and television industry and provide approval tracking services for key projects.
Article 8 For film and television projects that have obtained administrative approvals or formal filings within the industry, dedicated personnel will be assigned to provide production support services. Free access to public spaces for filming will be provided, and full cooperation will be offered in coordinating production resources and efficiently matching the needs for extras.
Article 9: Relying on relevant associations and organizations, we will actively coordinate resources in areas such as film and television costumes, props, equipment, vehicles, catering, and accommodation, and work with rental providers to offer preferential rates.
Chapter 6: Support for Cultural Spaces
Article 10: Enterprises are encouraged to renovate cultural parks and cultural consumption spaces through intelligent, digital, and green approaches. Where such projects are certified as compliant with planning and industrial positioning, the primary investor will receive a reward equivalent to 10% of the fixed-asset renovation investment, up to a maximum of 3 million yuan.
Article 11 Support industrial parks in applying for designation as municipal-level or higher key cultural parks. Those approved as municipal-level cultural parks shall receive a one-time reward of 500,000 yuan; those approved as national-level cultural parks shall receive a one-time reward of 1,000,000 yuan.
Chapter 7: Support for Creating New Cultural Consumption Scenarios
Article 12: Support is provided for enterprises to integrate cultural elements into public spaces, develop new consumption scenarios, and host activities such as esports and sports events, virtual reality interactive experiences, and theatrical performances. Where such initiatives are recognized as having significant social benefits and considerable influence, the primary investor shall be granted a reward equivalent to 30% of the total investment amount, up to a maximum of 1 million yuan.
Chapter 8 Supplementary Provisions
Article 13 Enterprises or projects receiving support under these measures shall not concurrently receive support from other similar policies in Huairou District.
Article 14 Enterprises receiving support under these measures shall adhere to the principle of integrity. If it is discovered that they have provided false materials or concealed relevant information, the support and incentive funds shall be recovered in accordance with laws and regulations, and strict accountability shall be enforced.
Article 15 The scope of application and duration of these Measures shall be implemented in accordance with the "Guiding Opinions on Promoting High-Quality Regional Economic Development in Huairou District" (Huairou Government Document [2024] No. 16). The Huairou District Cultural Industry Development Promotion Center is responsible for interpreting these Measures. Should relevant national or Beijing municipal policies be adjusted during the implementation period, corresponding adjustments will be made.These Measures shall take effect upon publication. The District Government’s “Notice on Issuing the Special Policies for Promoting Industrial Agglomeration in the China (Huairou) Film and Television Industry Demonstration Zone (Trial)” (Huairou Government Document [2018] No. 18) is hereby repealed.
