Xinbin Manchu Autonomous County, belonging to Fushun City, Liaoning Province, is located in the eastern part of Liaoning Province and the southeastern part of Fushun City, between latitude 41°14′10″ and 41°58′50″ north and longitude 124°15′56″ and 125°27′46″ east, with a total area of 4,432 square kilometers; its territory has a continental monsoon climate of the temperate zone of East Asia and the four seasons are distinct. As of October 2021, Xinbin Manchu Autonomous County has jurisdiction over 9 towns and 6 townships. The government of Xinbin County is located in Xinbin Town. As of October 2021, the total population of Xinbin Manchu Autonomous County was 301,000 people.
During the Warring States period, Xinbin Manchu Autonomous County was a part of the state of Yan; in 1985, the State Council approved the abolition of Xinbin County and the establishment of Xinbin Manchu Autonomous County; in 2021, Xinbin Manchu Autonomous County has a highway running through the east and west, and the highway is well connected with the villages, covering the whole county. The main attractions include Hetualla City, Monkey Stone Forest Park, and Chinese Manchu Style Park.
In 2020, Xinbin Manchu Autonomous County will realize a regional GDP of 5.21 billion yuan, public finance budget revenue of 569 million yuan, total retail sales of consumer goods of 1.303 billion yuan, per capita disposable income of rural residents of 15,767 yuan, and investment in fixed assets of the whole society of 1.409 billion yuan.
