The Fushun Shengli Economic Development Zone in Liaoning Province (hereinafter referred to as the Shengli Development Zone) is located in the southern part of Fushun City’s built-up area. It is bounded by the Pingding Mountain Museum to the east, Qiantai Mountain in Wanghua District to the west, the southern edge of the West Open-Pit Mine to the north, and the Huangdigou Ridge to the south. It is 7 kilometers from Daguantun Railway Station, 35 kilometers from Shenyang Taoxian International Airport, 15 kilometers from the Shenfu Expressway, and 200 kilometers from Yingkou Port.The development zone covers an area of 10.3 square kilometers, with 6.4 square kilometers already developed and 5.8 square kilometers fully built-up. The permanent resident population of the area is nearly 32,000.
The Fushun Shengli Economic Development Zone is a special-type development zone established by the Fushun Mining Bureau, relying on super-large enterprises. It does not occupy farmland or arable land; all development land is state-owned.The development zone’s mission is to rely on and serve the mining area while pursuing rolling development. Primarily, in the context of gradually depleting resources in the Fushun mining area and the implementation of rapid industrial restructuring, the zone fully utilizes the land, resources, facilities, and equipment of large enterprises, while exercising government management functions. It aims to develop an export-oriented economy and successor industries, accelerate the pace of industrial restructuring, resolve employment and resettlement issues for laid-off workers, and serve as a “base” for industrial relocation and re-employment as well as a “window” for opening up to the outside world.
