Through years of development building upon the foundation of the Shenyang Huishan Agricultural High-Tech Development Zone, the Shenyang Huishan Economic Development Zone has expanded its planned area from an initial 12 square kilometers to 89.8 square kilometers. It was among the first to be designated by the Ministry of Agriculture as a “National Demonstration Base for Deep Processing of Agricultural Products” and has been approved by the Ministry of Science and Technology and the Liaoning Provincial Government as the “Northeast Asia Agricultural Science and Technology Innovation and Transformation Base.” It is also the only provincial-level agricultural high-tech development zone in Liaoning Province.As a National Agricultural Product Deep Processing Demonstration Base, it enjoys municipal-level economic management authority and county-level administrative management authority, implementing closed-loop management while operating on an open-market basis.
