To implement the decisions and plans of the Central Committee of the Communist Party of China and the State Council regarding the promotion of artificial intelligence development, and to leverage Liaoning’s solid foundation in the digitalization of industries and the industrialization of digital technologies to promote the innovative development of artificial intelligence, the following implementation plan is hereby formulated.
I. General Requirements
Fully leveraging Liaoning’s strengths in robust industrial foundations, a comprehensive range of industrial sectors, and abundant application scenarios, we will adhere to the principles of government guidance, enterprise-led initiatives, reform-driven progress, scenario-driven development, and innovation-enabled growth. We will build a high-quality development ecosystem to promote the high-quality development of the AI industry, thereby injecting new momentum into the ongoing efforts to advance the “Three Major Initiatives” for structural adjustment, build “Digital Liaoning and a Strong Province of Intelligent Manufacturing,” and construct a modern industrial system with Liaoning’s distinctive characteristics.By 2027, we aim to establish a new hub for AI innovation and integrated applications, driven by the “dual-core” traction and influence of Shenyang and Dalian, with coordinated progress across all regions and deep empowerment across all sectors.The province’s computing infrastructure system will be largely established, achieving a computing capacity of over 5,000 PFLOPS, overcoming more than 100 key technological challenges, and fostering over 300 AI enterprises of a certain scale, at least five industry-leading enterprises, and eight AI-integrated industrial clusters.The level of scientific and technological innovation in the AI field will steadily improve, and the scope of application scenarios will be comprehensively expanded. We will cultivate more than 5 influential vertical large models, create a batch of high-quality industry datasets, establish more than 100 replicable and scalable benchmark application scenarios, release more than 200 integration demonstration cases, and foster a range of innovative best practices and industry applications. The scale of the core AI industry will reach 100 billion yuan.
II. Coordinated Promotion of Computing Infrastructure Construction
(1) Optimize the Computing Infrastructure Foundation. Optimize the layout of computing resources, coordinate the construction of computing centers, guide the intensive development of computing centers in regions such as Shenyang, Dalian, and Western Liaoning, promote diversified allocation of computing resources, and encourage the moderately forward-looking, phased deployment of general-purpose computing, intelligent computing, supercomputing, and edge computing based on demand.Support the development of domestic computing clusters, encourage the use of domestically produced chips for domestic applications, support the construction of fully domesticated full-stack software and hardware platforms, and carry out the construction of green computing centers. (2) Strengthen coordinated planning for computing and networking. Promote the construction of the Liaoning Provincial Computing Power Network Quality Monitoring System and advance improvements in computing power network quality. Plan and build a provincial computing power interconnection platform to establish an efficient, green, and coordinated computing power network system. Construct a “1–5–20 ms” low-latency computing power network zone and accelerate the construction of 10-gigabit optical broadband networks and 10-gigabit wireless networks.Strengthen the synchronized planning and construction of the Internet of Things (IoT) and sensing systems; build a digital low-altitude infrastructure network integrating low-altitude communication and sensing; and deepen the integrated development of intelligent connected vehicles, Beidou navigation, low-altitude satellite communication, and sensing systems. (3) Consolidate the foundation of data elements.Launch a special campaign to enhance public data supply capabilities, coordinate the construction of a province-wide integrated data resource management system, promote the aggregation and sharing of public data resources, and drive the integrated application of data resources across society. Explore the research and application of technologies such as trusted data spaces, blockchain, and privacy computing; establish data annotation bases; and build a series of industry-specific datasets. (4) Accelerate the Development of Large Models. Strengthen research on algorithmic theories—such as machine learning—and industry-specific application algorithms. Encourage the development of general-purpose large models; support universities, research institutions, and enterprises in jointly building autonomous and controllable general-purpose large models; promote the technological development of vertical large models in key sectors; and conduct driven R&D focused on critical areas.Focus on the training, application, and promotion of vertical large models in sectors such as petrochemicals, healthcare, and the marine economy to create a range of industry-leading vertical large model products. III. Continuously Strengthen Basic Research
(5) Explore cutting-edge technologies. Strengthen foresight in cutting-edge technologies and achieve original breakthroughs in fundamental theories in areas such as large-scale model architecture and algorithms, quantum computing, generative AI, and embodied intelligence; innovate in cutting-edge fields such as multimodal intelligence and brain-inspired intelligence; and conduct AI-driven scientific research focused on convergent technologies like intelligent molecular engineering and bioengineering, striving to achieve a series of original results.(Responsible Units: Provincial Department of Science and Technology, Provincial Department of Education)
(6) Tackle Key Technological Challenges. Actively seek to secure major national science and technology projects and undertake technological research in areas such as autonomous driving algorithms, embodied intelligence, and smart medical devices. Promote the R&D of critical foundational software, such as operating systems for key sectors, and facilitate the integration of AI technology with system software including robot operating systems, intelligent driving systems, and industrial software. (7) Build Science and Technology Innovation Platforms and Bases. Promote deeper cooperation between enterprises, research institutions, universities, and major innovation platforms; cultivate and build science and technology innovation platforms and bases; and develop and expand clusters of key artificial intelligence laboratories. Accelerate the construction of facilities such as proof-of-concept centers and pilot production bases in the field of artificial intelligence. IV. Expanding and Strengthening Industrial Clusters
(8) Building Emerging Pillar Industries. Promote the deep integration of AI scientific and technological innovation with industrial innovation, assist in the transformation and upgrading of traditional industries, and open up new avenues for strategic emerging industries and future industries. Build emerging pillar industries around strategic emerging industries and future industries, as well as related industrial chains for intelligent connected new energy vehicles, AI-enabled mobile phones and computers, and intelligent robots.Building on the province’s trillion-yuan industrial bases and key industrial clusters, we will accelerate the “intelligent transformation, digital transition, and network connectivity” of enterprises. (9) Strengthening and Extending Industrial Chains. Strengthen supporting products such as servo motors and sensors. (10) Promote industrial agglomeration and development.Establish platforms and bases such as AI incubation and innovation communities, and accelerate the construction of the National New-Generation AI Public Computing Power Open Innovation Platforms in Shenyang and Dalian. Support Shenyang in accelerating the development of the National New-Generation AI Innovation and Development Pilot Zone and striving to become a National AI Innovation and Application Pioneer Zone; support Dalian in building a nationally leading intelligent computing ecosystem and conducting customized optimization and application of vertical large models for sectors such as chemicals and marine industries. Leverage the advantages of Liaoning’s urban agglomerations and industrial clusters to establish smart industrial parks tailored to local conditions and build prefecture-level AI empowerment centers.Cities such as Anshan, Benxi, Liaoyang, Panjin, and Huludao will create demonstration application scenarios centered on smart steel, smart mining, digital and intelligent oilfields, and smart chemical industries; cities such as Fuxin, Tieling, and Chaoyang will explore AI applications in the wind power and photovoltaic sectors. Implement the Liaoning State-Owned Assets “Embrace AI” Special Action. Attract and cultivate diverse entities such as data source providers and data service providers.Dynamically establish a tiered database of AI enterprises to promote the quality upgrade of small and medium-sized enterprises, expand the ranks of leading enterprises, and accelerate the cultivation of a cohort of specialized, refined, distinctive, and innovative “Little Giants,” gazelles, and unicorns. (12) Empower industrial development.
AI+Manufacturing. Focus on intelligent connected vehicles, industrial machine tools, intelligent robots, petrochemicals, shipbuilding, steel and metallurgy, and aviation equipment to build eight industrial clusters for the integrated development of AI. Implement the Industrial Full-Process Intelligence Multiplication Plan to accelerate intelligent transformation and strengthen the application of AI in industrial design.Encourage the application and promotion of technologies such as human-machine collaborative manufacturing, flexible production line configuration, and virtual validation and pilot testing. Strengthen the industrial internet infrastructure, promote the full coverage of second-level identification and resolution nodes across the province’s 22 key industrial clusters, and accelerate enterprises’ transition to “cloud adoption, data utilization, and AI empowerment.” Promote the application of large language models in the pharmaceutical sector to shorten drug R&D cycles. Promote the digital transformation of the entire agricultural industry chain. Expand application scenarios and establish smart agriculture application bases. Relying on the Provincial Comprehensive Digital Service Platform for Rural Revitalization, build a collaborative innovation system for agricultural and rural big data, and apply software tools such as the platform foundation to advance the digitization of management services and the assetization of data. (13) Empowering Public Services.
AI + Education. Promote AI education across all educational stages and general education throughout society. Deepen the development of application scenarios where AI empowers teaching and learning, examination and evaluation, and educational management. Fully leverage the role of AI technology in tailored instruction, promoting the all-round development of students through the integrated development of moral, intellectual, physical, aesthetic, and labor education, and enhancing teachers’ capabilities. AI + Healthcare. Accelerate the high-level application of AI technology in healthcare sectors such as medical services, traditional Chinese medicine management, and health management. Utilize technologies like natural language processing and image recognition to assist in clinical diagnosis and post-discharge patient management; advance the construction of AI-assisted diagnosis and treatment systems in medical institutions; and enhance the service capabilities of primary-level medical institutions. AI + Transportation.Accelerate the construction of smart highways, promote the intelligent expansion and enhanced safety and efficiency of highway infrastructure, establish an integrated operational command system for public security traffic management at the provincial and municipal levels, and advance reforms to the high-sensing patrol system on expressways. Promote the development and application of low-altitude air traffic scenarios. Expand new scenarios for autonomous driving and facilitate the promotion and application of intelligent connected vehicles in Shenyang and Dalian. AI + Culture, Sports, and Tourism. Build a smart culture, sports, and tourism infrastructure system and optimize smart culture, sports, and tourism platforms. Promote scenario-based applications such as smart guided tours, smart customer service, and targeted marketing. Develop digital cultural and tourism performance products, innovate the design of cultural and tourism creative products, and create experiential cultural integration tours. (15) Empowering Social Governance.
AI + Government Services. AI + Safety. Build a “Smart Emergency Brain” to enhance capabilities in accident and disaster risk forecasting and early warning, perception and monitoring, analysis and assessment, as well as regulatory enforcement, decision-making, command, and dispatch. Establish an AI service architecture for public security and explore AI-enabled regulatory and supervisory systems for industry oversight, administrative law enforcement, and criminal justice. VI. Building a High-Quality Industrial Ecosystem
(17) Intensify efforts to attract and cultivate talent. Strengthen the interdisciplinary integration of “AI+,” enhance the independent cultivation of multidisciplinary talent, and grant enterprises the authority to independently recognize talent. Make effective use of national policy funds, coordinate provincial funds, strengthen government procurement guidance, and increase support for startup projects. Based on the actual conditions of various industries and sectors, we will implement precise, tiered, and differentiated management to ensure data security, privacy protection, and cybersecurity. We encourage all types of entities to participate in the formulation of AI-related standards and specifications. Establish a coordination mechanism led by the principal leaders of the provincial government, with responsible leaders advancing work in specific sectors and the Provincial Development and Reform Commission providing comprehensive coordination.
