Park Overview
The Fushun High-Tech Zone is a provincial-level high-tech zone established in 2010 with the approval of the provincial government. It has a planned area of 42.77 square kilometers, and its Administrative Committee is integrated with the Dongzhou District Government of Fushun City.Fushun High-Tech Zone has been awarded titles such as “National-Level Specialized Industrial Base for Fine Chemicals,” “National Demonstration Platform for Innovation and Entrepreneurship Integrating Large, Medium, and Small Enterprises,” and “Shenyang-Anshan-Fushun Transformation and Upgrading Demonstration Zone.”In 2019, Fushun High-Tech Zone achieved a regional gross domestic product (GDP) of 20.3 billion yuan; public fiscal budget revenue of 1.85 billion yuan; and research and experimental development (R&D) expenditure of 550 million yuan, accounting for 2.7% of regional GDP. It held 775 valid invention patents, representing a year-on-year increase of 0.2%.According to the 2019 performance evaluation results for provincial-level high-tech zones across the province, Fushun High-Tech Zone ranked second, down one place from 2018. The process of establishing a National High-Tech Zone was launched in 2017, and the provincial government has now formally submitted the application to the State Council.

Leading Industries. With the goal of “establishing a National High-Tech Zone,” Fushun High-Tech Zone focuses on fostering new drivers for the transformation and development of resource-based cities. It centers on improving the quality and efficiency of traditional industries and cultivating emerging industries, while guiding the petrochemical industry toward “high-end, differentiated, and green” development. The zone is advancing the clustering of distinctive industries and the scaling up of leading industries,and the industrialization of modern services. It is committed to building a high-quality industrial system led by scientific and technological innovation, characterized by the petrochemical industry, focused on cultivating two emerging industries—high-end fine chemicals and new materials—and strategically supported by modern services,We will open up industrial and scientific resources to foster clusters, vigorously cultivate a community of innovative enterprises, optimize the innovation and entrepreneurship ecosystem, rationally plan industrial development space, and comprehensively create a high-quality business environment. Our goal is to build the High-Tech Zone into a world-class hub for petrochemical innovation that leads the revitalization of Northeast China, thereby providing crucial support for Fushun’s transformation as a resource-based city and the transition from old to new growth drivers.

Key Enterprises. Fushun High-Tech Zone is home to 166 enterprises of various types, including 38 high-tech enterprises, 43 enterprises above designated size, one wholly-owned subsidiary of a listed company, and 24 enterprises with annual sales revenue exceeding 100 million yuan.Through the implementation of policies such as the “High-Tech Enterprise Doubling Plan” and the “Interim Measures for Attracting High-Level Talent,” as well as the establishment of platforms like the “C4 Olefins Professional Technology Innovation Platform,” the zone has attracted high-level talent—including academicians and PhDs—to continuously enhance the scientific and technological innovation capabilities of its key enterprises.Enterprises such as Tongyi Petrochemical, Qilong Chemical, Ikos New Materials, Dongke Fine Chemicals, Donglian Anxin, Fangda High-Tech, Jiahua Chemical, and Fushun Geliaohao rank among the nation’s leaders in technological capability; among them, Tongyi Petrochemical and Donglian Anxin have achieved internationally advanced levels in process technology.

Innovation Platforms. The province has established 12 provincial-level engineering and technology research centers—such as the Liaoning Provincial Engineering Research Center for Comprehensive Utilization of C5 Resources—10 provincial-level key laboratories—such as the Liaoning Provincial Key Laboratory for Fine Petrochemicals—and three national industrial technology innovation strategic alliances—such as the National Strategic Alliance for Resin-Based Composite Materials.Two public R&D service platforms have been built, including the Liaoning Carbon Fiber Industrialization Base; two specialized technical innovation platforms, such as the Liaoning C4 Olefins High-Efficiency Utilization Platform; and three comprehensive industrial service and technical innovation platforms, such as the Liaoning Provincial Industrial Cluster Public Testing Platform.We are accelerating the construction of new R&D institutions, such as the “Fushun Fine Chemicals Research Institute,” and have planned the construction of two R&D and experimental buildings, as well as five standardized factory buildings.

Entrepreneurial Ecosystem. The Fushun High-Tech Zone has introduced more than 10 innovative policies, including the “Implementation Plan for Developing Production-Oriented Services to Promote the Optimization and Upgrading of the Industrial Structure” and the “Measures for Revitalizing the Old Industrial Bases in Northeast China.”Six co-working spaces and technology business incubators have been established, including the “Fushun Petrochemical Beitian Maker Space,” the Fushun Tsinghua Star Incubator, and the Fushun High-Tech Entrepreneurship Incubator, hosting 61 companies and teams.Enterprises in the park employ 2,230 R&D personnel, including one individual at the “Thousand-Person Level” of the provincial “Hundred-Thousand-Million” Talent Program, two recipients of the provincial “Talent Excellence Program,” and eight recipients of the municipal talent program.The park has organized innovation and entrepreneurship events such as the “Entrepreneurship Tour,” “Health Industry Forum,” “Carbon Materials Accelerator Camp,” and “Science and Technology Innovation Policy Training Session.” It has developed two technology service agencies and established two equity investment institutions.
