Toutunhe District is subordinate to Urumqi City in Xinjiang Uygur Autonomous Region, located in the northwest of Urumqi City, and is the deputy center of Urumqi City. Founded in April 1961, the district was named after the western neighbor of the Toutun River.

On September 15, 2021, Toutunhe District was recognized as the second batch of national experimental areas for marriage reform, with a three-year experimental period from September 2021 to September 2024.
In October 2021, Tutunhe District was selected as one of the "Top 100 Smart Cities in China in 2021".
