Original Title: Notice on Issuing the “Urumqi Business Environment Optimization and Improvement Plan”
To thoroughly implement the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council regarding the optimization of the business environment, and to carry out the work requirements of the Party Committee and People’s Government of the Autonomous Region as well as the Municipal Party Committee and People’s Government, in accordance with the “Notice of the General Office of the State Council on Replicating and Promoting Reform Measures from Pilot Programs for Business Environment Innovation” (State Council General Office Document [2022] No. 35),the “Notice of the General Office of the Autonomous Region Party Committee and the General Office of the Autonomous Region People’s Government on Issuing the ‘Three-Year Action Plan for Optimizing and Enhancing the Business Environment in the Autonomous Region (2022–2025)’” (Xin Dang Ban Fa [2022] No. 39), and in light of the actual conditions of our city, this plan has been formulated.
I. Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and its subsequent plenary sessions; implement the important speeches by General Secretary Xi Jinping on optimizing the business environment; implement the spirit of the 7th, 8th, and 9th Plenary Sessions of the 10th Autonomous Regional Party Committee and the 7th and 8th Plenary Sessions of the 12th Municipal Party Committee; fully, accurately, and comprehensively implement the Party’s strategy for governing Xinjiang in the new era; firmly focus on the overarching goal of social stability and long-term peace and security; and, based on the new stage of development,we will fully, accurately, and comprehensively implement the new development philosophy. With the promotion of high-quality development as the central theme, reform and innovation as the fundamental driving force, and the stimulation of market vitality and social creativity as the fundamental objective, we will strive to create a more optimized business environment characterized by marketization, rule of law, and internationalization.
II. Basic Principles
(1) Adhere to a problem-oriented approach. Focus on bottlenecks, difficulties, and pain points in the business environment; address prominent issues that are widespread across various sectors and frequently raised by enterprises and the public; further identify shortcomings and weaknesses; and implement robust measures to alleviate difficulties and boost momentum for market entities through pragmatic actions.
(2) Adhere to systematic planning. In accordance with the 18 primary indicators of the national business environment evaluation, we will carefully identify key priorities for business environment work, strengthen the systematic, holistic, and coordinated nature of business environment policies, and emphasize integrated coordination, targeted measures, and unified implementation to comprehensively enhance the quality and effectiveness of comprehensive business environment reforms.
(3) Benchmarking Against the Best. We will replicate the innovative pilot reform measures for the business environment promoted nationwide by the General Office of the State Council, learn from and draw on the successful experiences and innovative practices of leading cities across the country, and, in light of the actual conditions of our city’s business environment development, earnestly advance the implementation of reform measures, striving to align with leading regions.
(4) Uphold both tradition and innovation. Combine autonomy with distinctiveness; focus on key areas and weak links to deepen reform and innovation, solidify long-term mechanisms, and optimize policy measures; explore differentiated institutional innovations; and strive to develop a set of reform experiences and measures with our city’s unique characteristics.
III. Work Objectives
Through efforts to optimize and enhance the business environment, we aim to foster more mature and refined institutional mechanisms, significantly boost market vitality and development quality, ensure more standardized government services, fairer law enforcement and supervision, greater convenience in trade and investment, and stronger legal safeguards. Regarding the market-oriented business environment, we will continuously standardize administrative procedures, optimize government services, and improve operational efficiency to promote the establishment of a market characterized by smoother market entry, more orderly openness, fuller competition, and more standardized operations, thereby further enhancing the satisfaction and sense of fulfillment among market entities.Regarding the rule-of-law-based business environment, we will further strengthen the equal protection of market entities, reinforce judicial protection for business operations, and improve mechanisms for resolving commercial disputes. Through standardized and civilized law enforcement and fair and effective regulation, we will promote fair competition and the survival of the fittest, thereby better serving the development of market entities.Regarding the international business environment, we will focus on the high-standard, high-quality development of the Urumqi Sub-zone of the China (Xinjiang) Pilot Free Trade Zone and make every effort to ensure the effective implementation of all relevant policies. We will promote the further standardization of cross-border trade procedures and improve customs clearance efficiency. We will continuously expand high-level opening-up to help enterprises broaden their horizons, strengthen cooperation, better tap into international markets, and elevate the level of foreign trade and foreign investment development.
IV. Main Tasks
(1) Improving the Convenience of Starting a Business
1. Expand the scope of “one-stop online” services for business establishment. Incorporate procedures such as employee social security registration and employer registration for housing provident fund contributions into the “one-stop online” platform, enabling applicants to complete all business establishment services through a single identity verification. Promote the simultaneous issuance and application of electronic business licenses, fully digitized electronic invoices, and electronic seals to facilitate online business operations.
2. Streamline information updates for enterprise branches and chain stores. When large enterprises’ branches update information—such as personnel or business scope—that does not require new permits, such updates may be processed centrally and uniformly by the same registration authority; districts (counties) shall not impose restrictions.
3. Establish and improve the system for clearing and revoking “zombie” market entities. For market entities that have been listed on the business operations abnormality list or marked as having abnormal status as individual businesses for two consecutive years, and have failed to file tax returns for two consecutive years, the commercial registration authority shall carry out the clearance and revocation of such “zombie” market entities. After revocation, the market entity shall complete liquidation and deregistration in accordance with the law and shall not engage in activities unrelated to liquidation and deregistration.During the revocation period, the market entity remains in existence and may apply for administrative reconsideration or file an administrative lawsuit against the revocation decision.
(2) Deepening Reforms in the Bidding and Tendering Sector
4. Promote the full-process digitization of bidding and tendering. Comprehensively advance the full-process digitization of public resource transactions and the application of transaction data to increase the rate of full-process digitization for transaction projects. Implement full-process digital transactions for highway construction projects to enhance the transparency of bidding and tendering.
5. Eliminate hidden barriers and obstacles set for non-local enterprises in the bidding and government procurement sectors. Remove requirements that exclude non-local bidders, such as mandating that bidding entities establish branches or offices in the project location or the procuring entity’s location. Concurrently, improve regulatory models to align with a unified and open bidding and government procurement market.
6. Advance the supervision of “Internet Plus Public Resource Transactions.” Strengthen the use of electronic means to comprehensively record bid opening and evaluation activities, and promptly document, refer, and transfer leads regarding violations of laws and regulations during the bidding process.
(3) Optimizing the Order of Government Procurement
7. Strengthen special governance of bidding and tendering in the government procurement sector. Focus on illegal and non-compliant activities in government procurement, comprehensively eliminate all types of unreasonable restrictions and barriers in the bidding and tendering process, regulate the conduct of procurement agencies (including centralized procurement agencies) and evaluation experts in accordance with the law, promote the fulfillment of procurement entities’ primary responsibilities in accordance with the law, and effectively resolve prominent issues in government procurement bidding and tendering activities that have drawn strong criticism from market entities. Enhance transparency in the government procurement sector in accordance with laws and regulations.
8. Increase government procurement support for small and medium-sized enterprises (SMEs). Fully implement requirements for reserved procurement quotas for small, medium, and micro enterprises, as well as regulations on price deductions and preferential pricing for micro and small enterprises. Expand the scale of government procurement contracts awarded to SMEs and lower the barriers to their participation.
(IV) Enhance Access to Credit
9. Enhance the effectiveness of financial services. Consolidate and deepen strategic cooperation between government and financial institutions, compile and distribute a government-bank contact directory, and improve long-term communication mechanisms. Strengthen the promotion of industrial planning and policies, regularly organize “government-finance-enterprise” service activities, and compile and distribute a list of enterprises’ financial needs on a quarterly basis.
10. Support the development of credit-based financing service platforms. Support the establishment of a credit enhancement system covering factors such as quality, product excellence, and creditworthiness. Relying on the Xinjiang Enterprise Comprehensive Financial Service Platform, systematically roll out the “New Quality Loan” program to convert intangible assets reflecting enterprise quality standards into effective assets for obtaining credit lines. Improve the efficiency of the “Credit-Easy Loan” platform, guide financial institutions to match diverse financial products, and strengthen the role of credit information in supporting financing for small, micro, and medium-sized enterprises.
(V) Improving Access to Electricity Services
11. Improve transparency in electricity connection information. Continuously standardize electricity connection services, further optimize and adjust service standards—including workflows, processing timelines, procedures, and required documentation—as well as the catalog of fee items, and promptly disclose this information to the public.
(6) Improving Access to Water and Gas Services
12. Improve the efficiency of water and gas services. For water services, promote the transition of water supply contracts from “paper-based” to “electronic” formats, and fully implement online signing of water supply contracts. For gas services, vigorously advance information technology development, promote and guide online project registration, and shift business processing from offline to online channels. Gradually increase the number of secondary service halls and secondary maintenance service stations to reduce service coverage areas and improve service efficiency.
13. Improve the complaint handling mechanism. For water services, establish and improve a statistical analysis mechanism for handling user complaints, compile the “Customer Complaint Statistical Report,” and continuously track and monitor the resolution of complaints to ensure that both the resolution rate and follow-up rate reach 100%. For gas services, continue to strengthen the investigation and supervision of complaint leads gathered through various channels, establish a follow-up mechanism, and link it to the service evaluation system.
(VII) Strengthen Mechanisms for Inclusive and Universal Innovation
14. Continue to increase support for scientific and technological innovation. Continuously improve policies supporting the development of high-tech enterprises and guiding enterprises to increase R&D investment, encouraging enterprises to transition toward high-tech fields. Encourage, support, and guide enterprises to apply for national and autonomous region-level science and technology projects, develop new products and technologies through these projects, and promote the enhancement of enterprises’ core competitiveness.Leveraging existing innovation platforms, we will intensify efforts to integrate and upgrade them, and build a number of comprehensive innovation complexes. We will establish entrepreneurship, innovation, and maker bases as well as technology transfer centers targeting the Central Asian region, and construct science and technology achievement incubation bases and science and technology enterprise incubators. We will accelerate the construction of the Xinjiang Science and Technology Achievement Trading (Exhibition) Center (China Technology Exchange—Xinjiang Workstation), promote the establishment of 2–3 new offshore incubators in the Central Asian region, and conduct technology matching and exchange activities with neighboring countries.
15. Streamline channels for labor supply and demand information. Conduct precise surveys of market entities’ labor needs and publish and update job vacancy information in real time. Carry out a citywide labor force survey to comprehensively understand the labor market situation. Actively cultivate the employment market, fully leverage the role of employment guidance, strengthen policy direction, and establish a platform for supply and demand through the public employment service system. Strengthen the management of employment agencies and fully utilize their role in facilitating two-way communication between employers and job seekers.
(VIII) Strengthen Labor Market Regulation
16. Expand career development opportunities for talent in private enterprises. Enrich and improve measures for professional title evaluation in private enterprises, prioritizing the following as key evaluation indicators: performance in professional technical roles, ability to resolve technical challenges, and contributions to transforming scientific and technological achievements into economic and social benefits.
17. Conduct specialized evaluation sessions for private enterprises. Explore the organization of dedicated evaluation sessions for private enterprises to broaden channels for professional title applications. Each district (county) shall establish service points for professional title applications to provide guidance and support to professional and technical personnel.
(IX) Optimizing Government Services
18. Promote the standardization of government service matters. Clarify the scope of service matters, establish a review system for the basic catalog and a dynamic management mechanism, and dynamically adjust the basic catalog of government service matters, implementation lists, and procedural guidelines to ensure that the same matters are accepted without discrimination, processed according to uniform standards, and approved through standardized procedures. Implement the four-tier government service system to enable more government service matters to be handled “nearby,” “immediately,” and “online.”
19. Further expand the scope of application for electronic certificates and electronic seals. Promote the use of online identity verification, electronic certificates, and electronic seals in business areas such as customs clearance, bank loans, project applications, and bidding and tendering. Gradually achieve mutual recognition and interoperability in government services to meet the business needs of enterprises and individuals for identity verification, electronic certificates, and documents bearing electronic seals when conducting affairs online.Leveraging the National Integrated Government Data Sharing Hub, support system interconnectivity and promote the orderly sharing of government data. Encourage certification authorities to promote the use of electronic seals in areas such as certification certificates. Support public utility enterprises (including water, electricity, gas, and heating) in accessing the license and certificate information required for business transactions by enterprises and individuals through government service platforms.
20. Implement “One-Window” Public Security Services. Conduct “minimal-impact” upgrades and renovations of existing service counters at government service centers, public security service halls, and police stations based on local conditions. Rationally plan service areas to maximize the utilization of existing counter equipment and establish a scientifically sound counter layout.Progress from “pilot” to “full-scale” implementation, focusing on building a modern public security “comprehensive service window” cluster. Roll out pilot reforms for “one-stop service” at public security service windows in government service halls across all districts (counties) in batches. Each district (county) shall provide comprehensive support to ensure hardware meets the construction requirements for “one-stop service.”
(10) Advance Reforms in the Field of Building Permit Processing
21. Further strengthen the transfer of “clear-title” land. Prior to land transfer, complete land expropriation, compensation, and resettlement to ensure clear ownership and the absence of disputes. Planning conditions—including plot location, land use designation, and floor area ratio—must be clearly defined, and the land must meet the basic conditions for construction commencement.
22. Conduct separate joint acceptance inspections for individual construction units that have met functional requirements. For construction projects that obtained a single construction planning permit but involve multiple construction units, provided the project meets overall quality and safety requirements and satisfies safety usage conditions, individual construction units that have met functional requirements may undergo separate joint acceptance inspections. Upon passing the acceptance inspection, such units may be put into use separately. Establish and improve completion acceptance standards for individual construction units, strengthen risk management, and ensure the project as a whole complies with planning requirements and quality and safety standards.
23. Simplify the completion acceptance filing procedures for construction projects implementing joint acceptance. For construction projects that undergo joint acceptance after obtaining an electronic construction permit, a joint completion acceptance opinion shall be issued on-site, and the completion acceptance filing shall be completed simultaneously; relevant departments such as real estate registration shall obtain the acceptance results online.
(XI) Promoting Cross-Border Trade Facilitation
24. Ensure that foreign-invested enterprises enjoy equal access to support policies. Improve the service and support mechanisms for foreign investment to effectively ensure that foreign-invested enterprises participate fairly and in accordance with the law in government procurement, bidding, and standard-setting. Support eligible enterprises in equally benefiting from industrial and regional development policies.
25. Establish and improve the roundtable meeting system for foreign-invested enterprises. Further improve mechanisms for protecting the rights and interests of foreign investors, strengthen service support for foreign-invested enterprises, and promptly coordinate to resolve difficulties and issues encountered in business operations and project construction. Handle complaints from foreign-invested enterprises in a lawful, timely, fair, and effective manner to protect the legitimate rights and interests of such enterprises and their investors.
26. Promote information sharing in rail, road, and air multimodal transport. Break down information barriers hindering the development of multimodal transport, promote the integration and sharing of information across rail, road, and air transport segments, and achieve traceable transport capacity information and real-time tracking of goods throughout the entire journey, thereby fostering coordinated interaction among various modes of transport.
27. Enhance the cargo consolidation capacity of inland port zones.Leverage the policy advantages of the China (Xinjiang) Pilot Free Trade Zone to accelerate the construction of the Urumqi Land Port-Type National Logistics Hub. Actively build the brand of Xinjiang’s China-Europe (Central Asia) freight trains, launch premium scheduled trial runs to Uzbekistan and Kazakhstan, and enhance the brand influence of Xinjiang’s freight trains. Optimize the efficiency of terminal services, establish reasonable, open, and transparent fee standards, adjust terminal handling charges based on market conditions, and reduce enterprises’ logistics costs.
(12) Optimize Taxpayer Services
28. Expand the scope of data openness regarding enterprise tax-related information. Promote the sharing and utilization of information from the tax bureau’s public notices on tax arrears, records of non-compliant taxpayers, and lists of high-risk taxpayers (such as those involved in fraudulent tax refunds or issuing false invoices), as well as information from the administrative law enforcement information disclosure platform, to further improve tax collection and administration efficiency.
(13) Improving the Convenience of Property Registration
29. Enable electronic invoicing for existing residential property transactions. Implement a service for issuing electronic ordinary VAT invoices on behalf of individuals in existing residential property transactions, allowing natural persons to obtain electronic ordinary VAT invoices after paying taxes online, and promote the full online processing of all business procedures.
30. Implement “one-stop online processing” for real estate registration, transactions, and tax and fee payments. Advance “one-stop online processing” for all business types, and implement “single-window acceptance and parallel processing” for real estate registration, transactions, and tax and fee payments. Accelerate the implementation of online tax and fee payments, and promote the online collection of taxes, fees, and registration fees in a single transaction, with automatic back-end allocation and posting to accounts (or treasury).
31. Launch visual query services for real estate registration information and cadastral maps. Utilize the internet to expand online visual search and query services for real estate registration information; after identity verification, any person may legally query information such as the physical condition of real estate, restrictions on rights, and cadastral maps on electronic maps.
(14) Strengthen Market Regulation
32. Strengthen interdepartmental “double random, public disclosure” supervision. Fully implement a differentiated regulatory model that combines enterprise credit risk classification management with “double random, public disclosure” supervision. Rationally allocate regulatory resources, coordinate the formulation and implementation of annual interdepartmental “double random” inspection plans, strengthen supervision and evaluation, and consolidate and expand the coverage of cross-departmental “double random” supervision.
33. Promote “Internet Plus Regulation.” Organize regulatory agencies across the city to identify and compile regulatory items, implementing dynamic and standardized management. Relying on the “Internet Plus Regulation” system, complete data aggregation, ensure real-time data updates, and achieve full coverage of regulatory items, comprehensive recording of regulatory processes, and shareable regulatory data.
34. Establish a “credit-plus-risk” regulatory system in the field of tax supervision. Explore and advance dynamic “credit-plus-risk” tax monitoring; simplify tax-related procedures for risk-free and low-risk enterprises; issue reminders, warnings, or directly block tax-related procedures for high-risk enterprises; strive to transition from “tax management based on invoices” to “tax governance based on data” through precise, categorized supervision; and comprehensively enhance tax enforcement, service, and regulatory capabilities.
35. Implement electronic management of certificates for special equipment operators. Develop electronic certificates for special equipment operators by incorporating employment status, violation records, and other professional information onto the existing paper certificate template. These electronic certificates will be used in parallel with paper certificates. Relevant information will be aggregated onto the market supervision department’s platform and published online through data exchange and other means to strengthen the management of personnel in this sector.
36. Launch a metrology service initiative for small and medium-sized enterprises (SMEs). Provide “diagnostic” policy guidance and legal consultations on metrology to small, medium, and micro-enterprises. Leverage our city’s metrology technical capabilities to effectively support SMEs. For eligible enterprises, prioritize on-site mandatory inspection services for measuring instruments.
37. Continue to advance the special campaign to prevent and resolve overdue payments to small and medium-sized enterprises. Streamline complaint channels for overdue payments to SMEs, establish ledgers for debt recovery leads and identified issues, and resolve them centrally. Regularly monitor progress in preventing and resolving overdue payments to SMEs, promptly organize “look-back” reviews of debt recovery efforts, and conduct follow-up visits and on-site verifications as appropriate.
(XV) Strengthen Reforms in the Creation, Protection, and Utilization of Intellectual Property
38. Promote the creation and utilization of intellectual property. Advance the construction of high-value patent cultivation centers and high-value patent transfer and commercialization coordination centers, and achieve phased results. Include patent transfer and licensing, as well as the commercialization of patent technologies, as key performance indicators to promote multi-party cooperation among key enterprises, universities, research institutes, and service providers to achieve these goals collaboratively.
39. Establish and improve risk-sharing mechanisms and collateral disposal mechanisms for intellectual property pledge financing. Improve government-guided risk-sharing and compensation mechanisms for intellectual property pledge financing, and comprehensively utilize guarantees, risk compensation, and other methods to reduce credit risks. Encourage and support financial institutions to strengthen the matching of supply and demand, better assist the innovative development of science and technology-based small, medium, and micro enterprises, and promote the continuous expansion of the coverage and accessibility of intellectual property pledge financing.
40. Improve the specialized intellectual property adjudication system. Develop case handling guidelines for punitive damages, strengthen the application of the punitive damages system for intellectual property, and increase penalties for acts such as malicious infringement, repeated infringement, and severe infringement. Advance the classification of intellectual property cases based on complexity, and continue to deepen the “three-in-one” adjudication mechanism for civil, criminal, and administrative intellectual property cases.
(XVI) Optimizing Bankruptcy Service Procedures
41. Simplify bankruptcy proceedings. For bankruptcy cases where creditor-debtor relationships are clear, the debtor’s financial status is transparent, and the simplified proceedings apply, expedite the adjudication of straightforward cases by shortening procedural timelines, setting time limits for hearings, compressing the trial cycle, and rationally allocating judicial resources. Improve the efficiency of convening creditors’ meetings and conducting votes to facilitate the prompt adjudication of bankruptcy cases in accordance with the law.
42. Further improve the system for appointing bankruptcy administrators. Relevant rights holders of the bankrupt enterprise may recommend candidates for bankruptcy administrator, and the People’s Court shall select the most suitable candidate in accordance with relevant laws.
43. Further facilitate the bankruptcy administrator’s access to information regarding the bankrupt enterprise’s assets. Allow bankruptcy administrators, after identity verification through online registration and login, to lawfully access information regarding the bankrupt enterprise’s assets held by relevant agencies (including land management, real estate management, vehicle management, tax, market regulation, social security, and other departments and units), thereby improving the efficiency of bankruptcy proceedings.
(XVII) Protecting the Legitimate Rights and Interests of Small and Medium-Sized Investors
44. Strengthen the protection of the legitimate rights and interests of small and medium-sized investors.Handle cases involving the rights and interests of small and medium-sized investors—such as disputes over shareholders’ right to information, liability for damages to shareholders’ interests, and liability for damages to corporate interests—in accordance with the law. Provide small and medium-sized investors with one-stop litigation services both online and offline to improve the convenience of litigation. In accordance with laws, regulations, and relevant judicial interpretations, properly address conflicts and disputes in the capital market involving small and medium-sized investors, with a focus on protecting their rights to information, participation, and decision-making in accordance with the law. Conduct legal publicity campaigns on the protection of small and medium-sized investors’ rights and interests through various online and offline channels.
45. Explore models for resolving mass securities disputes. Implement a mechanism for model judgments in mass securities disputes, fully leverage the guiding role of model cases, and establish a dual-track adjudication model combining “model judgments + centralized adjudication” and “model judgments + professional mediation” to achieve the diversified resolution of mass securities disputes.
(XVIII) Strengthening Judicial Safeguards for Contract Enforcement
46. Continuously improve electronic litigation services. Supported by the development of smart courts, fully implement a multi-dimensional litigation service system integrating “hall, web, line, and patrol” services. Promote online case filing, online mediation, online hearings, electronic service of process, and online enforcement. Adjudicate all types of cases efficiently in accordance with the law, and establish a new digital litigation service framework that integrates litigation services, case filing and registration, and the integration of litigation and mediation.
47. Promote the “differentiated handling of complex and simple cases” in civil and commercial litigation. Relying on the full-process online case management system, implement a “system algorithm + human review” model for case classification, further strengthening the centralized and efficient handling of simple enforcement cases as well as case workflow management to enhance judicial efficiency. Through the “green channel” for enterprise-related cases, prioritize the filing, processing, and enforcement of litigation cases involving private enterprises, and provide one-stop online and offline filing services.Leverage the coordinated role of case filing, adjudication, and enforcement to expedite workflows such as case filing review, litigation-mediation integration, and settlement mediation, thereby preventing litigation delays from affecting enterprises’ production and operations.
48. Efficiently handle cases involving overdue payments to small and medium-sized enterprises. Include cases involving overdue payments to small, medium, and micro-enterprises in the “green channel” for expedited filing, adjudication, and enforcement; strengthen management of trial deadlines; and improve the efficiency of adjudication and enforcement.
(XIX) Strengthening the Construction of the Integrity System
49. Strengthen the construction of government integrity. Government departments shall play an exemplary role in demonstrating government integrity, comprehensively advancing law-based administration, government transparency, diligent and efficient governance, keeping promises, and building government integrity. They shall take the lead in signing government integrity commitment letters and publicly display them on government websites and Credit China (Urumqi).
50. Fully implement the credit commitment system for market entities. Industry-specific regulatory authorities shall formulate detailed rules for the credit commitment system in their respective sectors based on practical work requirements. They shall vigorously promote the “six types” of credit commitments—including voluntary disclosure, approval substitution, industry self-regulation, credit repair, acceptance with missing documents, and notification of required certifications—to guide market entities in voluntarily making credit commitments when handling relevant matters. Such commitment information shall be publicly disclosed on government websites and Credit China (Urumqi).

Adhering to the principle of “whoever imposes the penalty is responsible for the repair,” guide entities with poor credit records to carry out credit repair in accordance with laws and regulations. Encourage, guide, and assist all credit entities to proactively correct illegal and dishonest behaviors, eliminate adverse impacts, and rebuild good credit.
(20) Advancing the Construction of a Digital Government
52. Accelerate the construction of the digital infrastructure. Accelerate the construction of municipal-level government cloud nodes, establish a disaster recovery and backup system for the government cloud, and actively promote the construction of big data centers to provide data support for “one-stop online services, online collaboration, and unified online management.”
53. Strengthen the consolidation of government data. Accelerate the aggregation of government data from all districts (counties) and departments onto the integrated data resource service platform, and continuously advance the consolidation of government data resources. Continuously improve the dynamic update and management mechanisms for the city’s foundational data, including population, legal entities, geospatial, electronic certificates, and credit information.
V. Support Measures
(1) Strengthen Coordinated Implementation. The Municipal Leading Group for Optimizing the Business Environment is responsible for coordinating citywide efforts to optimize and improve the business environment. It shall promptly convene meetings to study innovative measures, coordinate the resolution of key and difficult issues, and ensure the effective implementation of all reform measures. Each specialized task force shall strictly implement the Leading Group’s work requirements, focusing on planning, coordination, progress, and implementation. They shall thoroughly study each task and propose quantifiable, assessable, and trackable work objectives and measures.
(2) Reinforcing Primary Responsibility. Each lead agency must effectively enhance its sense of responsibility, strengthen follow-up guidance and support for responsible units, and foster a collaborative effort.Each responsible unit must exercise initiative and proactively coordinate with the lead unit regarding the progress of their work. The Municipal Business Environment Office must continuously monitor and coordinate efforts, establish a work ledger, and promptly track the implementation progress of all tasks and measures. For units where implementation is inadequate or progress is slow, timely follow-up is required to guide and urge them to implement measures as soon as possible. Best practices and innovative approaches from various units during the implementation process should be promptly collected and organized for replication and promotion as model experiences.
(3) Strengthen Supervision in Accordance with the Law. All departments and districts (counties) must actively cooperate with the Municipal People’s Congress Standing Committee’s law enforcement inspections regarding the implementation of business environment optimization efforts. Adhering to a problem-oriented and goal-oriented approach, they must promptly address issues and shortcomings identified during these inspections, further refine measures, clarify responsibilities, and earnestly ensure the rectification and implementation of all feedback.
(4) Strengthen Democratic Oversight. We must earnestly implement the Municipal Party Committee’s deployment requirements regarding support for the municipal committees of the democratic parties in conducting democratic oversight of business environment optimization. We must vigorously support the democratic parties in carrying out research and oversight activities related to business environment optimization, fulfill their democratic oversight functions, and contribute to the creation of a market-oriented, law-based, and internationalized business environment.All departments and districts (counties) shall promptly brief the democratic parties on our city’s policies regarding the optimization of the business environment, proactively report on the progress and key measures of business environment optimization within their respective systems, departments, and jurisdictions, earnestly study and address the opinions and suggestions put forward by the democratic parties, and promptly provide feedback on the results of such actions.
(5) Strengthen Social Oversight. Improve the mechanism for handling complaints regarding the business environment. Relying on platforms such as the Municipal Business Environment Supervision and Reporting Center, accept complaints and reports from all sectors of society regarding illegal acts that harm the business environment. Through online platforms such as WeChat official accounts and Weibo, as well as news media, widely solicit opinions and suggestions from market entities and the general public regarding the implementation of policies. Actively accept oversight, carefully study and optimize measures in response to the issues and suggestions raised, and take effective measures to make improvements.
(6) Strengthen Follow-up and Accountability. Fully leverage the role of industry associations and chambers of commerce to regularly conduct business environment satisfaction surveys. Through channels such as the Urumqi Chamber of Commerce and various associations, invite all types of market entities across the city to participate online to dynamically monitor enterprises’ satisfaction with the business environment work of various departments, and use this as a basis for year-end performance evaluations. The Municipal Business Environment Office will regularly verify the implementation of all measures.
(7) Strengthen Public Opinion Guidance. All districts (counties) and departments shall fully identify, summarize, and distill best practices and exemplary cases. They shall make full use of media such as television, newspapers, the internet, and social media to comprehensively, multi-dimensionally, and in-depth publicize the city’s policies and measures for optimizing the business environment, as well as the achievements of reforms.We will continue to enhance policy interpretation, accurately promote business environment policies and measures to the public of all ethnic groups and market entities across the city, correctly guide social expectations, continuously improve the perceived quality and influence of the business environment, and actively foster a positive atmosphere of widespread social support and participation in business environment development.
