Objects of evaluation

(a) The operating units of innovation carriers are enterprises with legal personality registered in the Urumqi Economic and Technological Development Zone (Tudunhe District).

(2) The evaluation object refers to the actual operation of the state-level, autonomous region-level science and technology business incubators and crowdsourcing spaces in the region (the same filed carrier has more than one place of operation, according to the unified whole as the evaluation object); according to the "On the issuance of <Economic and Technological Development Zone (Tuantunhe District) science and technology innovation complex construction to promote The notice on the issuance of <Measures to Promote the Construction of Science and Technology Innovation Complexes in Jingkai District (Toutunhe District) (Trial)> (Wu Jingkai Investment and Promotion Development [2023] No. 5) operates the science and technology innovation complex.

(3) The scope of the evaluation is that the data involved in the evaluation indicators come from enterprises registered in the carrier address.

Two, evaluation content

(a) the level of economic benefits. The main evaluation of the innovation carrier tax revenue, the ability to incubate enterprises, the output benefit situation.

(ii) Innovation capacity level. Mainly evaluates the growth of technology contract turnover of incubated enterprises, the growth of authorized patents owned by enterprises, and the cultivation of incubated science and technology enterprises by innovation carriers.

(3) Incubation service level. It mainly evaluates the reduction and exemption of rent, energy, network and other expenses for the enterprises in the innovation carrier, the construction of the public service platform of the carrier, and the quality of public services.

(4) Social benefit level. It mainly evaluates the operating efficiency of the incubatees and the employment driven situation.

Three evaluation procedures

(a) Organization declaration. The District Science and Technology Bureau is responsible for issuing the notice of the evaluation of the operational performance of innovation carriers, and the innovation carriers will submit the evaluation materials according to the requirements.

(2) Comprehensive evaluation. After a formal review by the District Science and Technology Bureau, experts or third-party agencies commissioned to verify the data and materials of the innovation carrier and give a comprehensive score, after the District Science and Technology Bureau of the party group meeting will be the results of the evaluation reported to the management committee (district government) for approval.

(c) Results announcement. Performance evaluation results are publicized without objection to be issued and published.

Four, evaluation results

(a) Evaluation grade. The results of the annual performance evaluation of innovation carriers are divided into four grades: excellent, good, qualified and unqualified, with an evaluation score of 80 points or more as "excellent", 79-70 points or more as "good", 69-60 points or more as "good" and 69-60 points or more as "good". The evaluation score of 80 points (including) is "excellent", 79-70 points (including) is "good", 69-60 points (including) is "qualified", and the score of 59 points or do not participate in the annual performance evaluation is "unqualified".

(ii) performance rewards and penalties. Evaluation grade "excellent", according to the local financial contribution of 30% to the operational performance subsidies, up to a maximum of 1 million yuan. If the evaluation grade is "good", the operation performance subsidy will be given according to 20% of the local financial contribution, with a maximum of 500,000 yuan. If the evaluation grade is "qualified", 10% of the local financial contribution will be granted as operational performance subsidy, with the maximum amount not exceeding RMB 300,000 yuan. If the innovation carrier has already obtained the subsidies from the local policy funds (e.g. rent reduction, operation subsidy, investment by the state-owned enterprises of the district in the renovation and expansion of the innovation carrier, etc.) during the evaluation cycle, the annual performance evaluation subsidy will be offset by the same amount. If the evaluation grade is "unqualified", it will no longer enjoy the preferential policies at the district level.

(c) Application of results. District Science and Technology Bureau from time to time each year to carry out performance evaluation of the subsidy funds, identified carriers need to report annually on the use of financial subsidies, after all the use of funds to submit a performance self-assessment report. District Science and Technology Bureau of the innovation carrier business guidance, annual audit and dynamic management, commissioned the relevant professional organizations to provide policy advice for the innovation carrier, and to carry out data statistics, evaluation and assessment work.

V. Relevant Requirements

(a) State-owned enterprises operating innovation carriers to participate in the annual performance evaluation, but do not enjoy the policy award.

(2) The innovation carriers should submit the performance evaluation information according to the specified time and requirements, and the performance evaluation of the year that is not submitted on time is regarded as "unqualified".

(3) Each science and technology business incubator and crowdsource space should report timely and accurate statistical data in accordance with the relevant requirements of the National Torch Statistical Survey, and any failure to do so will be regarded as a failure in the performance evaluation of the year.

(4) The science and technology business incubators and crowdsourcing spaces should ensure the authenticity of the evaluation materials, and if they provide false materials, they will be disqualified from evaluation, not be evaluated for two years, and the legal person and legal representative of their operating companies will be put on the list of bad credit records of scientific research.

(e) If an innovation carrier has a major security incident or a criminal case in the field of financial investment, the annual performance evaluation will be considered as "unqualified".

Sixth, bylaws

This approach is explained by the District Science and Technology Bureau, from May 15, 2024 onwards, effective for two years.
