Xinhai Town, under the Shanghai Chongming District, is located in the northwestern part of Chongming District, neighboring the town of Gangxi in the east, bordering the town of Samsung in the south, bordering the northern branch of the Yangtze River in the west and the city of Haimen in Nantong City, Jiangsu Province, across the river, and the north and the new village township connected. The town people's government is 35 kilometers away from the district people's government. The administrative area is 105.04 square kilometers. As of the end of 2020, Xinhai Town has a household population of 10,649.
Xinhai Town, Chongming County, Shanghai (referred to as Xinhai Town) was formerly known as the Shanghai Xinhai Area Community Management Committee, formed in February 2004 by the merger of the then Xinhai Community (Xinhai and Yuejin) and the Changzheng Community (Changzheng and Hongxing).On August 6, 2008, with the approval of the People's Government of Shanghai Municipality, the town was established as Xinhai Town, Chongming County. As of October 2021, Xinhai Town has five communities under its jurisdiction, and the town's people's government is located at 3366 Beiyan Highway.

On July 29, 2020, Xinhai Town was reconfirmed by the National Patriotic Health Campaign Committee as a national sanitary township (county).
