A national-level new area established in August 2019 with the approval of the State Council, it is located in the southeastern corner of Shanghai. The planned area covers 119.5 square kilometers (the initial development zone), while the overall planning scope encompasses Nanhui New City, the Lingang Equipment Industry Zone, Xiaoyangshan Island, and other areas, with a total area of approximately 873 square kilometers.The park focuses on developing cutting-edge industries such as integrated circuits, artificial intelligence, biopharmaceuticals, aerospace, new energy vehicles, smart devices, and offshore finance, aiming to establish a “Special Economic Function Zone” and a “Special Comprehensive Bonded Zone.” It is home to major projects including the Tesla Gigafactory, AMEC Semiconductor, Shanghai Aircraft Equipment, SenseTime, and the Dishuihu AI Innovation Hub.Direct access is provided via the G1503 Shanghai Ring Expressway, S2 Hulu Expressway, and Metro Line 16. It is approximately a 30-minute drive from Pudong International Airport, and Xiaoyangshan Deepwater Port is connected via the East China Sea Bridge. By 2025, the total industrial output value is projected to exceed 320 billion yuan, with the integrated circuit industry’s output value surpassing 80 billion yuan and new energy vehicle production reaching 850,000 units.The park implements a "Five Freedoms and One Convenience" institutional opening-up policy, offering enterprises benefits such as a 15% corporate income tax rate, tax-free import of equipment for self-use, and exemption of the portion of individual income tax for talent exceeding 15%. It is supported by high-end resources including a community for top scientists, international schools, a Grade A tertiary hospital (under construction), talent apartments, and the Lingang University Town.
