Ringshui, administratively subordinate to the city of Yancheng, Jiangsu Province. 1942 April, the establishment of Chao Nan County, Chao Nan County was renamed Binhai County. 1966 March, approved by the State Council will be the Binhai County, Zhongshan River North area to build Ringshui County. Because the county government is located in the town of Ringshui, but also because of the waterfront irrigation river, the riverbed is deep and broad, the tide rise and fall of the water level drop is large, the tributaries converge into the sound of falling water boom, so the name of Ringshui. As of 00:00 on November 1, 2020, the county's resident population was 459,156 (7th Census).

Ringshui has a long history, deep cultural heritage, Ming Taizu years due to "Hongwu catching dispersal" moved to a large number of immigrants, rely on cooking salt fishing for a living. The "Ancient Yunti Pass" located in the territory of Huangwei Town is the entrance to the sea of the ancient Huaihe River, which is a provincial key cultural relics protection unit. The culture of Ringshui belongs to Jianghuai culture, and the people of Ringshui belong to the Huaiyang folk system and use the official language of Jianghuai.On April 12, 2018, the China Tianhan Research Association awarded Ringshui County the title of "the hometown of China's small opera art".
Xiangshui County is a national open county, a national ecological demonstration area, a national advanced county for grain and cotton production, a national advanced county for plain greening, a hometown of Chinese shallow lotus root, a hometown of Chinese eucalyptus, a pilot county for comprehensive reform in Jiangsu Province, a top 100 county for small and medium-sized cities with the most investment potential in China, and a basic balanced county for the development of compulsory education in the whole country.
In October 2018, it was selected as one of the top 100 counties and cities with investment potential in 2018.In March 2019, it was listed as one of the first batch of counties in the area of revolutionary cultural relics protection and utilization.
In 2020, the Gross Regional Product of Lingshui County will be 40.574 billion yuan, an increase of 6.1% over the previous year at comparable prices.
