To thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the Communist Party of China and its subsequent plenary sessions, to emphasize the central role of innovation, to fully leverage the role of intellectual property in stimulating independent innovation, promoting high-quality development, and optimizing the business environment, to facilitate industrial transformation and upgrading, and to support high-quality industrial development, these incentive measures are hereby formulated.
I. Promoting High-Quality Intellectual Property Creation
(1) Encouraging the Creation of Invention Patents. For invention patents granted by the state, funding will be provided at a rate not exceeding 50% of the officially prescribed fees paid to obtain the patent rights.
(2) Encouraging the Overseas Deployment of Patents and Trademarks. For invention patents granted in foreign countries or regions through the Patent Cooperation Treaty (PCT) or other channels, a subsidy of up to 50% of the officially prescribed fees paid to obtain the patent rights shall be provided.For foreign patents granted in multiple countries, funding will cover entry into up to 10 countries or regions per patent. Enterprises that newly register two or more Madrid System international trademarks, covering a total of 10 countries or regions, will receive a one-time reward of 20,000 yuan.
(3) Encouraging the Development of Geographical Indication (GI) Trademarks (Products). For the applicants of newly approved GI-protected products and the rights holders of GI certification trademarks and collective trademarks, a reward of 200,000 yuan shall be granted per product; no duplicate rewards shall be granted for the same product.
II. Promoting the High-Efficiency Utilization of Intellectual Property
(4) Strengthening the Comprehensive Intellectual Property Capabilities of Enterprises. Promote the implementation of the national standard "Specifications for Enterprise Intellectual Property Management" (hereinafter referred to as "standard implementation") among enterprises, accelerate the achievement of full coverage of standard implementation for high-tech enterprises, industrial enterprises above a certain scale, and listed companies, and grant a reward of 20,000 yuan to enterprises that pass the performance evaluation or certification for standard implementation.
Enterprises approved as National Intellectual Property Demonstration Enterprises or National Intellectual Property Advantage Enterprises shall be awarded 100,000 yuan and 50,000 yuan, respectively.
(5) Implementing the Intellectual Property Value Enhancement Initiative. Support enterprises in implementing municipal-level intellectual property strategic advancement plan projects; those passing project evaluation will receive a reward of 100,000 yuan.
Support enterprises, universities, and research institutes in carrying out municipal-level high-value patent cultivation projects; those that pass the project review will be awarded 200,000 yuan. Support innovation entities in implementing patent commercialization and utilization to cultivate high-value invention patents.Additional rewards will be granted to entities that obtain 10 or more newly authorized invention patents in a given year, provided that high-value patents account for at least 30% of the total. Entities authorized to hold 10 (inclusive), 20 (inclusive), 30 (inclusive), 50 (inclusive), or 80 (inclusive) or more invention patents in a given year will receive rewards of 50,000 yuan, 100,000 yuan, 150,000 yuan, 300,000 yuan, and 500,000 yuan, respectively; the maximum reward for a single entity is 500,000 yuan.
(6) Encourage provincial-level or higher industrial parks to establish national intellectual property pilot and demonstration zones. Those approved as national intellectual property pilot or demonstration zones will receive rewards of 100,000 yuan and 200,000 yuan, respectively.
(7) Encourage and recognize patent and trademark holders who have generated significant economic and social benefits. Patent holders who receive the Municipal Patent Award Gold Prize or Silver Prize will be awarded 30,000 yuan and 10,000 yuan, respectively; those who receive the Provincial Patent Award Gold Prize, Silver Prize, or Excellence Award will be awarded 150,000 yuan, 100,000 yuan, and 50,000 yuan, respectively;For recipients of the National Patent Gold, Silver, or Excellence Awards, patent holders will be awarded 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively; for holders of trademarks recognized and protected as “China Well-Known Trademarks,” 500,000 yuan will be provided per trademark.
III. Promoting High-Standard Protection of Intellectual Property
(8) Support for the Legal Protection of Intellectual Property Rights. Support key export enterprises and key industries within the region in conducting overseas intellectual property risk assessments or early warnings, preparing risk assessment or early warning reports, and preventing risks of intellectual property infringement and being infringed upon. For risk assessment or early warning reports developed by key industries that are approved after review, a reward of 100,000 yuan will be granted to the relevant industry organization.For local high-tech enterprises that prevail in patent infringement disputes, based on effective legal documents such as administrative rulings or judicial judgments, funding of up to 50% of the verified actual costs incurred for rights protection—including litigation fees and attorney’s fees—will be provided. The maximum funding per case is 50,000 yuan; for the same enterprise, the annual funding cap is 100,000 yuan for domestic cases and 200,000 yuan for overseas cases.
(9) Building a Stronghold for Intellectual Property Protection. Guide commercial districts, specialized markets, and industry associations to implement the “Genuine Products” Commitment Promotion Plan. Projects under the municipal-level “Genuine Products” Commitment Promotion Plan that are jointly recognized by the Municipal Intellectual Property Office, the Municipal Copyright Bureau, and the Municipal Federation of Industry and Commerce will be awarded 30,000 yuan per project.
IV. Promoting High-Level Intellectual Property Services
(10) Promote the Development of Intellectual Property Pilot and Demonstration Schools. Encourage primary and secondary schools to conduct intellectual property education; schools undertaking municipal-level intellectual property education pilot projects will receive a reward of 30,000 yuan. Enterprises and institutions recognized by the National Intellectual Property Administration as national intellectual property information public service centers will receive a reward of 100,000 yuan. Those undertaking national-level intellectual property pilot and demonstration school projects will receive rewards of 100,000 yuan and 150,000 yuan, respectively.
(11) Cultivating High-Quality Intellectual Property Agencies. Local intellectual property agencies that are recognized as national-level intellectual property service brand agencies or national patent operation pilot enterprises will be awarded 300,000 yuan; agencies receiving both designations will not be awarded duplicate prizes.Outstanding patent agencies (including branches) will be awarded 100,000 yuan, provided they meet the following conditions: handling 100 invention patent applications in the city during the current year and obtaining 40 invention patent grants; achieving a 100% electronic filing rate for patents; generating annual professional service revenue exceeding 1 million yuan; and employing at least 2 patent agents and 3 or more other staff members.Patent agencies (excluding branches) will receive a one-time subsidy of 20,000 yuan for each new employee hired who holds a patent agent qualification. Agencies that pass performance evaluations or certifications for intellectual property standardization, such as the "Patent Agency Service Standards" and "Trademark Agency Service Standards," will receive a reward of 20,000 yuan.
(12) Support for Intellectual Property Operation Projects. Enterprises that obtain loans from financial institutions using patents or trademarks as collateral and repay them on schedule shall receive an interest subsidy reward equal to 50% of the one-year Loan Prime Rate (LPR) in effect during the month of collateral registration (if the actual loan interest rate is lower than the LPR, the subsidy shall be 50% of the actual interest incurred); the maximum annual interest subsidy for a single high-tech enterprise shall not exceed 300,000 yuan; for other enterprises, the maximum annual interest subsidy shall not exceed 200,000 yuan.
For intellectual property appraisal fees incurred when commissioning qualified institutions for intellectual property pledge financing, enterprises will receive a subsidy equivalent to 30% of the appraisal fee, up to a maximum of 15,000 yuan; the annual subsidy for a single enterprise shall not exceed 50,000 yuan.
Enterprises, universities, research institutes, and other organizations are encouraged and supported to purchase intellectual property insurance. A subsidy of 50% of the actual premium paid will be provided, with a maximum of 10,000 yuan per policy and a maximum annual subsidy of 20,000 yuan per enterprise.
Promote the securitization of intellectual property. For innovative intellectual property securitization products that demonstrate a certain exemplary effect, a reward of 2% of the actual issuance amount will be granted to the issuing entity, with a maximum annual reward of 2 million yuan per entity.
(13) Support the role of intellectual property research societies or associations. Enterprises, universities, research institutes, and intellectual property service providers are encouraged to establish intellectual property research societies or associations to conduct activities such as intellectual property cultivation, assessment, evaluation, surveys, training, and exchanges. Upon review, a maximum reward of 100,000 yuan will be granted per project.
These incentive measures apply to the urban area of the city, with municipal and district-level finances sharing the costs on a 50-50 basis. No duplicate awards will be granted from special fiscal funds for the same matter. Counties (cities) may formulate corresponding policies based on local conditions. This policy is effective retroactively to January 1, 2021, and this document remains valid until December 31, 2023.
