Original Title: Implementation Opinions on Carrying Out the Provincial Government’s Policy Measures to Promote an Early and Comprehensive Improvement in Economic Performance

To thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, fully carry out the arrangements made at the economic work conferences of the Central Committee, provincial Party committee, and municipal Party committee, refine, quantify, and operationalize the provincial government’s policy measures to promote an early and comprehensive improvement in economic performance, proactively adapt to the new stage, new situation, and new requirements of epidemic prevention and control, further boost market confidence and stabilize development expectations, focus on stabilizing economic growth, employment, and prices, and actively foster a development environment where “officials dare to act, localities dare to pioneer,enterprises dare to act, and the public dare to innovate,” and to make every effort to drive an overall and early improvement in economic performance, achieving effective qualitative improvement and reasonable quantitative growth, the following implementation opinions are hereby put forward in light of actual conditions.

I. Continuously Strengthen Fiscal and Tax Support

(1) For taxpayers in the accommodation and catering, culture, sports, and entertainment, transportation, tourism, retail, and warehousing sectors, as well as small-scale VAT taxpayers, property tax and urban land use tax for the first half of 2023 shall be temporarily exempted.Taxpayers in other industries facing genuine difficulties in production and operations may apply for reductions or exemptions from property tax and urban land use tax. For VAT small-scale taxpayers, small and micro-profit enterprises, and individual businesses, the reduction of “six taxes and two fees” will continue, effective until December 31, 2024. (2) From January 1 to December 31, 2023, VAT small-scale taxpayers with monthly sales of 100,000 yuan or less (inclusive) shall be exempt from VAT; for taxable sales revenue subject to a 3% VAT rate, VAT shall be levied at a reduced rate of 1%;For VAT prepayment items subject to a 3% prepayment rate, the prepayment rate shall be reduced to 1%; taxpayers in the production-oriented service sector are permitted to offset 5% of their current period’s deductible input VAT against their tax liability; taxpayers in the consumer-oriented service sector are permitted to offset 10% of their current period’s deductible input VAT against their tax liability. (3) Exempt eligible science and technology enterprise incubators, university science and technology parks, and maker spaces from VAT on incubation services, and exempt them from property tax and urban land use tax on real estate and land used for their own operations or provided to incubated entities. For eligible venture capital enterprises and angel investors who invest in early-stage technology-based enterprises, 70% of the investment amount may be deducted from taxable income. (4) Optimize and adjust the management measures for municipal-level special funds for enterprises. The municipal finance department will allocate 1.73 billion yuan in special funds for enterprises, focusing on 14 areas including industrial chain empowerment, strategic emerging industries, service sector development, technological innovation, talent development, and tourism development. (5) Accelerate the disbursement and fulfillment of fiscal funds. All municipal-level special funds for enterprises shall be fully disbursed by the end of June; among these, funds disbursed directly shall be paid out within two working days of receiving the basis for payment. For special funds for enterprises at the provincial level and above, funds shall be disbursed within two working days once the recipients and amounts are confirmed; if the recipients and amounts are not yet confirmed, funds shall be disbursed within 10 working days. II. Strengthening Financial Support for the Real Economy

(6) Guide banking institutions to stabilize existing credit and expand new credit, with a focus on the “5+2” strategic emerging industries and the 23 key industrial chains, ensuring that the growth rate of all loans in 2023 is no less than 15% and striving to achieve 150 billion yuan in new loans. Fully leverage the roles of the Municipal Comprehensive Financial Service Platform and the Yancheng Local Credit Reporting Platform to encourage banking institutions to increase the issuance of credit-based loans to small, medium, and micro enterprises based on corporate credit reports.(Responsible Units: Municipal Financial Regulatory Bureau, People’s Bank of China Yancheng Central Branch, Yancheng Banking and Insurance Regulatory Bureau)

(7) Actively seek support from central government interest subsidy funds and relevant provincial special funds, and continue to advance the implementation of policy-based and development-oriented financial instruments, medium- and long-term loans, and fiscal interest subsidy projects for equipment procurement and upgrading in key sectors. The municipal finance department will allocate special funds to support manufacturing enterprises in upgrading their equipment. For technical renovation projects with annual equipment investment exceeding 5 million yuan, a reward of 5% to 11% of the actual equipment investment will be provided.Implement the city’s loan interest subsidy policy for intelligent upgrading and digital transformation. In 2023, provide interest subsidies equivalent to 1.1% of the loan amount for “Intelligent Upgrading and Digital Transformation” projects. (8) Leverage the guiding role of the municipal government’s 350 million yuan Inclusive Finance Risk Compensation Fund to encourage financial institutions to offer preferential interest rates on loans to inclusive small, medium, and micro enterprises. In 2023, the disbursement volume of government-bank cooperation products such as “Micro and Small Enterprise Loans” and “SuKe Loans” will reach over 10 billion yuan.Government-backed financing guarantee institutions shall set guarantee fees for loans to SMEs and micro-enterprises at less than 1%; the Municipal SME Financing Guarantee Company shall waive guarantee fees for special loan products such as “Small and Micro Enterprise Loans” and “Credit Insurance Loans.” Develop specialized financial products and provide personalized financial services for industrial enterprises with annual sales exceeding 10 million yuan, service sector enterprises with annual sales exceeding 5 million yuan, star-rated construction enterprises, and the top 30 construction enterprises. (9) Support financial institutions in adjusting internal transfer pricing based on LPR trends to drive down actual loan interest rates further. Guide banks and payment institutions (UnionPay) to introduce distinctive fee-reduction and profit-sharing measures, and encourage banking institutions to “reduce all possible fees” for small, medium, and micro enterprises, thereby promoting a steady decline in enterprises’ overall financing costs. Encourage “specialized, refined, distinctive, and innovative” enterprises to launch plans for initial public offerings (IPOs) or listings on the National Equities Exchange and Quotations (NEEQ), and provide subsidies and rewards to enterprises completing IPOs or NEEQ listings.(Responsible Units: Municipal Financial Regulatory Bureau, People’s Bank of China Yancheng Central Sub-branch, Yancheng Banking and Insurance Regulatory Bureau)

(10) Establish an information-sharing mechanism between industry regulatory authorities and financial institutions to promptly compile lists of financing needs for key industries, key sectors, and major projects. Create a “whitelist” for the transportation and logistics industry to guide banking institutions in making full and effective use of special re-lending facilities for transportation and logistics, and reasonably increase financial supply to sectors such as transportation, warehousing and logistics, and postal and express delivery. III. Promoting the Integrated Development of Industrial Innovation Clusters

(11) Provide a reward of up to 100,000 yuan to enterprises newly added to the above-scale industrial enterprise list in the current year to help market entities grow and strengthen their operations. For enterprises leasing factory premises (or land) from state-owned enterprises that become above-scale industrial enterprises in the current year, support local industrial parks and state-owned enterprises in waiving or reducing rent for the current year. (12) Strengthen the integration of industrial and capital chains. Establish industrial funds centered on the “5+2” industries and promote the substantive operation of the “Yanchain Insurance” program, with effective disbursements to be achieved in the first quarter. Support upstream and downstream enterprises within the city’s industrial chains to engage in complementary collaboration, thereby enhancing the coordinated development capabilities of industrial and supply chains. Support manufacturing enterprises in purchasing insurance for their first product orders; the municipal government will subsidize 80% of the actual premiums paid during the insurance year. Support enterprises in procuring innovative products to create application scenarios, and award projects listed as outstanding demonstration application scenarios with a reward of up to 1 million yuan. (14) Support enterprises in pursuing “Specialized, Refined, Unique, and Innovative” development. Award 1 million yuan, 1 million yuan, and 300,000 yuan respectively to Single-Champion enterprises, National-level “Specialized, Refined, Unique, and Innovative” “Little Giants,” and Provincial-level “Specialized, Refined, Unique, and Innovative” SMEs. (15) Encourage high-quality domestic listed companies, large enterprise groups, "Specialized, Refined, Unique, and Innovative" "Little Giant" enterprises, unicorn companies, central state-owned enterprises in the construction sector, and high-quality large construction enterprises to relocate their comprehensive headquarters to Yancheng or establish functional headquarters with independent legal personality for sales, supply chain, export, and R&D operations, and provide appropriate rewards and subsidies. Launch the “Green Diagnosis for a Thousand Enterprises” initiative to provide enterprises with free energy-saving and carbon-reduction diagnostic services through government procurement of services and other means. IV. Strengthen Support for Enterprises and Job Stabilization

(17) Continue to adopt methods such as “apply and receive immediately” and “receive without application” to promptly implement policies such as social insurance premium reductions and job retention rebates. For flexibly employed individuals participating in basic medical insurance for employees, continue to implement the policy of reducing the contribution ratio by 1 percentage point based on the sum of the employer contribution rate (excluding the maternity insurance contribution rate) and the individual contribution rate for basic medical insurance for employees. In accordance with the principle of balancing revenue and expenditure, the employer contribution rate for employee medical insurance may be appropriately reduced on a phased basis upon approval.(Responsible Units: Municipal Human Resources and Social Security Bureau, Municipal Medical Insurance Bureau, Municipal Finance Bureau, Yancheng Municipal Tax Bureau)

(18) To encourage enterprises to maintain continuous and stable production, one-time rewards of 100,000 yuan, 300,000 yuan, and 500,000 yuan will be granted to industrial enterprises above designated size in the urban districts (Tinghu District, Yandu District,Yannan High-Tech Zone, Yancheng Economic and Technological Development Zone, and Dafeng District) that achieved sales of 25 million yuan, 50 million yuan, or 100 million yuan or more in the first quarter of 2023 with a growth rate of 15% or higher, will be granted one-time rewards of 100,000 yuan, 300,000 yuan, and 500,000 yuan, respectively, to support job retention and workforce stability. The municipal and district-level governments will each bear 50% of the cost.Leading agricultural product processing enterprises whose annual main business revenue exceeds 500 million yuan, 1 billion yuan, or 2 billion yuan for the first time, with a year-on-year growth rate of 8% or higher, will be granted one-time rewards of 100,000 yuan, 200,000 yuan, or 400,000 yuan, respectively. Localities are encouraged to provide similar incentives. (19) Launch the “100 Events, 1,000 Enterprises, 10,000 Jobs” recruitment campaign, organizing more than 500 online and offline recruitment activities—including on-site recruitment, online recruitment, and live-streamed job fairs—and posting more than 100,000 job openings.Localities are encouraged to provide employment service subsidies to human resources service agencies that offer free job placement and achieve successful employment outcomes. The scale of existing urban and rural public welfare positions will be maintained, and efforts to create new positions will be continuously intensified, with the goal of creating more than 3,000 new urban and rural public welfare positions and 6,600 youth employment internship positions. (20) Strengthen labor cooperation with labor-sending regions. Local governments shall provide a 50% subsidy on chartered bus costs—up to a maximum of 200,000 yuan per enterprise—to companies that organize “point-to-point” transportation for out-of-town employees returning to work between January 25 and February 5, 2023, by chartering (including shared chartering) buses from companies with valid operating licenses;For individuals who come to Yancheng for employment for the first time between January 1 and February 28, 2023, and sign a labor contract, a one-time transportation subsidy will be provided based on actual public transportation expenses, with a maximum of 1,000 yuan. V. Reducing Enterprise Production and Operating Costs

(21) Strengthen the supply of production factors such as water, electricity, and gas. For micro and small enterprises and individual businesses facing temporary payment difficulties, upon application and approval, water, electricity, and gas services will not be suspended due to arrears, and late payment penalties incurred during this period will be waived. External power connection projects will be fully constructed for small, medium, and micro enterprises with voltages of 10 kilovolts or below, without requiring user investment.Users with a registered capacity of 200 kilowatts or less may use low-voltage connections. For enterprises requiring increased power capacity to maintain continuous production after the Spring Festival, a "green channel" service for electricity supply will be provided. (22) Temporary deferral of project quality retention deposits: For various types of project quality retention deposits due between January 1 and June 30, 2023, for ongoing construction projects in housing, municipal works, transportation, and water conservancy, payment may be deferred for one quarter from the due date. Project owners shall not collect such deposits by withholding project payments or other means. Construction companies shall promptly make up for the deferred project quality retention deposits after the deferral period expires.Payment may be made through letters of guarantee (or insurance) issued by financial institutions or guarantee agencies; no entity may restrict or refuse such payments. (23) Reduce by half the fees for periodic and supervisory inspections of elevators, boilers, and pressure vessels in the accommodation and catering industry; the fees for product quality inspections and metrological testing commissioned by small and micro enterprises; and the fees for product quality inspections, metrological testing, and special equipment inspections commissioned by individual business operators.Water and soil conservation compensation fees, drug re-registration fees, and medical device product modification and renewal registration fees shall be charged at 80% of the current standards; the provincial portion of water resource fees shall be charged at 80% of the current rate; and the standard for civil air defense basement relocation construction fees shall be reduced by 20%. (24) Support small and medium-sized enterprises (SMEs) in participating in government procurement. For goods and services procurement projects under 2 million yuan and engineering procurement projects under 4 million yuan, where services can be provided by SMEs, all procurement shall be directed toward SMEs. For goods and services procurement projects exceeding 2 million yuan and engineering procurement projects exceeding 4 million yuan, where services can be provided by SMEs, at least 30% of the total project budget shall be reserved for procurement from SMEs.For goods and services procurement projects not specifically reserved for SMEs, a 20% price deduction shall be granted to bid quotes submitted by eligible micro and small enterprises. VI. Reducing Logistics Costs

(25) Strictly implement the road toll reduction and exemption policies specified by the provincial government. Promptly assist passenger buses on scheduled routes with 30 or more monthly trips in applying for the 15% ETC toll discount, and promptly process the "Yunzheng Sutong Card" for freight vehicles to enjoy the 15% discount. Support the development of intermodal transport, increase rail-water intermodal transport volume, and actively apply for provincial subsidies for transport structure adjustment.Accelerate the launch of the Yancheng-Europe feeder train service, formulate and implement subsidy policies for container cargo sources, and enforce the policy of fully waiving tolls for container transport vehicles entering and exiting the Yancheng-Europe feeder train collection points. (26) Encourage e-commerce and postal/express delivery companies to increase commission rates and establish delivery incentives, and to purchase appropriate insurance and provide necessary meal support for delivery personnel and food delivery riders. Support the postal and express delivery industry in ensuring uninterrupted operations; make full use of the 1 million yuan Postal and Express Delivery Personnel Care Fund to distribute necessary epidemic prevention supplies to postal and express delivery staff. (27) The municipal government will allocate 50 million yuan in special funds for container development to encourage port enterprises such as Yancheng Port Group to continue strengthening cooperation with liner companies under the Shanghai Port Group and Jiangsu Port Group, and to sign contracts for routes to Busan, Japan, Southeast Asia, Shanghai, Bengbu, Chongqing, and other destinations.Support road passenger transport hubs such as the Jiangsu Yanfu Highway Transport Group in enhancing their comprehensive service functions, and facilitate the transformation of passenger transport hubs like Yancheng High-Speed Rail Station into urban complexes. Make full and effective use of provincial urban transportation development incentive funds to increase support for all-electric buses, taxis, and all-electric vessels. VII. Focus on Restoring and Boosting Consumption

(28) Launch the “146 Consumption Boost Initiative” to promote circulation and expand consumption. Continue to successfully organize the “515 Yancheng Consumption Festival.” Encourage localities to collaborate with commerce and distribution enterprises to issue consumption vouchers in batches or conduct promotional activities such as spend-and-save offers and discounts based on key consumption periods.Organize “New Energy Vehicles to the Countryside” events; encourage localities to organize large home appliance and furniture retailers to conduct trade-in programs and promotions for green and smart products; support consumers in purchasing Class 1 energy-efficient green home appliances or participating in trade-in programs. Support the distribution of digital yuan red packets and encourage banks to conduct digital yuan experience and promotion activities. (29) Support localities in providing appropriate rewards to enterprises above a certain scale whose sales growth via public networks ranks among the top in their region. Support the development of rural e-commerce; business entities with Yancheng agricultural product e-commerce sales reaching 3 million yuan or 5 million yuan will receive one-time subsidies of 50,000 yuan and 100,000 yuan, respectively. Encourage the development of the “first store, first launch” economy and support well-known domestic and international brands in establishing their first stores, flagship stores, and experience stores in Yancheng.(Responsible Units: Municipal Bureau of Commerce, Municipal Finance Bureau, Municipal Cyberspace Administration Office, Municipal Market Regulation Bureau, Municipal Bureau of Agriculture and Rural Affairs, and other relevant departments)

(30) Accelerate the development of a modern commerce and distribution system, promote the creation of distinctive night market districts, the renovation and upgrading of pedestrian streets, and the development of urban and rural community commercial systems, and expedite the construction and renovation of “15-minute convenience living circles.” Implement the “County-Level Commercial Development Initiative” to enhance the construction and upgrading of county-level commercial projects, including township commercial centers, farmers’ markets, and county-level logistics distribution centers.Municipal and county-level finances shall allocate no less than 10 million yuan in special funds for the development of the Supply and Marketing Cooperatives to support the renovation and upgrading of agricultural product markets, the construction of service outlets, and other initiatives. Activities such as centralized logistics distribution of agricultural products, live-streamed sales, and exhibition and sales events will be carried out to strengthen the rural market system. (31) The municipal government will allocate 10 million yuan from the municipal budget as special funds for cultural industry development, focusing on supporting “Six Ones” projects such as distinctive cultural districts, as well as the construction of provincial “14th Five-Year Plan” key cultural industry projects and municipal key cultural belt projects. Support will be provided for the commercialization of award-winning works from provincial and municipal cultural and creative competitions; high-quality cultural and creative enterprises will be encouraged to participate in various exhibitions such as the Nanjing Financial and Investment Fair, the Shanghai Cultural Expo, and the Shenzhen Cultural Expo; and support will be provided for the construction of emerging model digital cultural industry parks (enterprises).(Responsible Units: Municipal Publicity Department, Municipal Bureau of Culture, Radio, Television, and Tourism)

(32) Integrate cultural and tourism resources from districts, scenic areas, travel agencies, and other entities to vigorously promote key product itineraries, and collaborate with Ctrip to establish the “Have a Great Weekend in Yancheng” brand. Support the development of bases for health and wellness (convalescence), educational tours, and sports tourism, and promote key scenic areas (resorts) such as the Dutch Flower Sea and the Yellow Sea Forest Park to become the preferred health and wellness destinations in the Yangtze River Delta.Leverage the role of signed platforms such as Yancheng Rural Commercial Bank to increase support for cultural and tourism enterprises. Continue implementing the policy of 100% provisional refund of tourism service quality deposits, extending the deadline for replenishing deposits to March 31, 2023. (33) When government agencies, enterprises, public institutions, and social organizations at all levels conduct official or mass-based activities, they shall entrust travel agencies and other cultural and tourism enterprises to arrange transportation, accommodation, catering, and conference services, with a prepayment ratio of no less than 50%.Local cultural and tourism departments are encouraged to strengthen cooperation with trade unions to include eligible tourist homestays, rural tourism industrial clusters, characteristic towns, and revolutionary tourism sites within the scope of employee convalescence and recreation programs. For households where all members meet the loan eligibility criteria, the maximum loan limit for purchasing or constructing owner-occupied housing in urban areas (Tinghu District, Yandu District, Yannan High-Tech Zone, and Yancheng Economic and Technological Development Zone) is adjusted from 600,000 yuan to 1,000,000 yuan; for purchasing or constructing owner-occupied housing in other areas, the maximum loan limit is adjusted from 600,000 yuan to 800,000 yuan.The maximum loan term for housing provident fund loans has been extended from 20 years to 30 years. For families with two, three, or more children purchasing or constructing owner-occupied housing in our city, provided all family members meet the loan eligibility criteria, the maximum loan amount will be increased by 100,000 yuan and 200,000 yuan, respectively, based on the current standards;For families with two, three, or more children who meet the conditions for rental housing fund withdrawals, the monthly withdrawal limit for rent payments will be increased by 20% and 40%, respectively, based on the current standard. Accelerate the COVID-19 vaccination of the elderly, focusing on safeguarding health and preventing severe illness.For COVID-19 patients treated at any designated medical institution, after medical expenses incurred during hospitalization—which comply with the treatment protocols established by health authorities—have been covered by basic medical insurance, critical illness insurance, and medical assistance in accordance with regulations, the portion remaining to be borne by the individual will be subsidized by the government. This policy will remain in effect until March 31, 2023. Hospitalization, outpatient, and emergency expenses incurred by patients at qualified networked hospitals in other regions will be uniformly included in direct network settlement.For facilities not yet equipped with the necessary capabilities, insured patients may submit relevant outpatient expense receipts to the medical insurance administration agency in their place of enrollment to apply for manual reimbursement, with the special outpatient and emergency care coverage policies for patients with COVID-19 or suspected symptoms in their place of enrollment uniformly applied. Ensure 100% coverage of comprehensive business service windows in government service halls at the municipal and county levels, and establish a “15-minute + 24-hour” government service network.Improve the efficient response mechanism for business inquiries via the 12345 hotline, enhance the “One-Stop Business Service” zone and the online “Express Lane” for enterprises, and ensure that all business-related issues are promptly addressed and effectively resolved within 1–3 working days.Deeply advance the “One-Stop Service” reform for market entities, routinely providing free, integrated “one-stop” services for business registration, official seal engraving, tax-related procedures, housing provident fund contributions, and social security services. (55) Implement a tolerant and prudent regulatory approach. Organize administrative law enforcement departments to formulate and implement “three lists” regarding lenient penalties, reduced penalties, and non-penalties for enterprises. Market entities that have been fined but face genuine financial difficulties may apply for deferral or installment payments in accordance with the law. Implement a credit repair service mechanism covering pre-, during, and post-administrative penalty stages, and enable city-wide processing of credit repair applications to help enterprises promptly restore their reputation.Continue to strengthen the “dual disclosure” system, raising the proportion of Grade A tax-paying enterprises to a level above the national average, with such enterprises accounting for no less than 15% of the total number of active enterprises. We will explore the establishment of corporate lawyers in private enterprises where conditions and demand permit. We will set up windows for resolving enterprise-related disputes at non-litigation centers and actively promote the establishment of people’s mediation committees or mediation offices (stations) within industry chambers of commerce (associations) and private enterprises.In response to enterprises’ demand for arbitration services, establish the “Yancheng Arbitration Commission Workstation at the Federation of Industry and Commerce (Chambers of Commerce)” and set up arbitration liaison points across various regions and industries. Strengthen full-chain legal services for intellectual property protection; incorporate the construction of trade secret notarization platforms into government procurement of services; and utilize “blockchain + notarization” technology to provide enterprises with full-lifecycle notarization protection for trade secrets. These guidelines shall take effect upon issuance. Unless otherwise specified, they remain valid until December 31, 2023. Should the central or provincial governments issue similar policies, the “higher standard, no duplication” principle shall apply. Existing relevant municipal policies shall be adjusted accordingly in accordance with these guidelines during implementation.All responsible departments shall formulate specific implementation rules by February 10, optimize and enhance services, strengthen publicity and interpretation, establish direct-access and information-sharing mechanisms, and ensure that all policies reach the grassroots level and directly benefit market entities. At the municipal level, a joint conference system shall be established, and the policy implementation evaluation mechanism shall be improved, with a focus on resolving existing issues at the next lower level.
