Haixing County belongs to Cangzhou City, Hebei Province, is located in the southeastern part of Hebei Province, the Bohai Sea, the county was founded in 1965 by the Wudi, Shandong Province, Hebei Province, Huanghua, Yanshan, three counties of the edge of the poverty-stricken villages merged into the meaning of "by the sea and Xing" and named. The county is located in east longitude 117°20′03″ to 117°58′09″, north latitude 37°56′10″ to 38°17′31″, east-west length of 57 kilometers, north-south length of 39 kilometers, with a total area of 960 square kilometers, as of 2022, the Haixing County jurisdiction of the five towns, two townships, and another three farms. Among them, 450,000 acres of arable land, 300,000 acres of saline and alkaline land, 500,000 acres of mudflats, with a coastline of 18 kilometers.

In April 2020, Haixing County was selected by the Hebei Provincial Sports Bureau as the "Outstanding County (City and District) for Sports Work in 2019".In 2020, the gross domestic product of Haixing County reached 5.876 billion yuan, which is 1.5 times of that of 2015.
