Original Title: Notice of the General Office of the People’s Government of Hebei Province on Issuing the Hebei Province Action Plan for Promoting “AI+” (2025–2027)
To implement the national “AI+” initiative, fully leverage our province’s advantages—including leading computing power capacity, a robust industrial foundation, diverse application scenarios, and vast market potential—and promote the extensive and in-depth integration of artificial intelligence with all sectors of the economy and society, with a focus on industry, education, science and technology, people’s livelihoods, and governance, we will comprehensively empower our province’s eight key industries,integrate R&D breakthroughs, application iterations, and ecosystem cultivation, create a series of application scenarios, break down barriers to industry-AI integration, deepen AI industry collaboration within the Beijing-Tianjin-Hebei region, develop new-quality productive forces tailored to local conditions, and build a powerful engine for the province’s high-quality development, this Action Plan is formulated in accordance with actual conditions.
I. Promoting Applications in Key Sectors
(1) AI + Steel. Focusing on key scenarios such as R&D and design of high-end new steel materials, pilot verification in critical processes, production process control, improvement of energy efficiency, intelligent defect detection, and quality control, we will support enterprises in developing large-scale models for the steel industry. We will create high-value, innovative application solutions with full-stack autonomy and controllability across cloud, edge, and endpoint systems to facilitate the transformation and upgrading of our province’s steel enterprises and lead the intelligent development of the national steel industry.
(2) AI + Chemical Industry. Targeting innovative application scenarios such as process optimization, production safety management, and environmental monitoring, we will support enterprises in developing large-scale models for the chemical industry. We will advance breakthroughs in key technologies including chemical data processing, process simulation and optimization, chemical mechanism discovery, and intelligent monitoring of industrial parks, systematically promoting upgrades across the entire industrial chain to build a world-class chemical industry chain.
(3) AI + Automotive Manufacturing. Focusing on key innovative application scenarios such as driver assistance, smart cockpits, smart manufacturing, vehicle-road-cloud coordination, and full-lifecycle product quality control, we will support enterprises in developing large-scale models for smart manufacturing. We will promote the innovative application of AI technologies in areas such as the R&D and validation of driver assistance systems, multimodal interaction systems, smart factory upgrades, and digital twin operations and maintenance, thereby driving the transformation of our province’s automotive industry toward intelligence, environmental sustainability, and high-end development.
(4) AI + Robotics. To build a robotics industry driven by deep intelligence and focused on practical functionality, support robotics enterprises in collaborating with AI firms to tackle key technological challenges in vertical large-scale models, thereby enhancing robots’ capabilities in environmental perception, task planning, behavioral control, human-robot interaction, and autonomous learning. Support enterprises, universities, and research institutes in jointly establishing robotics training grounds and building application-scenario-based large-scale model training databases to improve the reliability and intelligence of robotic products.
(5) Artificial Intelligence + New Energy. Focusing on key innovation scenarios such as intelligent monitoring of wind farms, optimization of photovoltaic (PV) operation and maintenance, and full-cycle management of energy storage, we will support enterprises in tackling technical challenges related to wind speed and direction prediction for wind farms, automatic cleaning of PV power stations, and analysis and lifespan prediction of energy storage equipment. We will accelerate the innovative application of intelligent dispatch and energy storage technologies to provide the Hebei model for the nation’s low-carbon transition of the energy structure.
(6) AI + Agriculture. Fully explore innovative AI application scenarios in smart plant protection, smart breeding, and quality and disease identification. Encourage and support joint innovation among crop and livestock enterprises, agricultural social service providers, AI R&D firms, and innovation platforms. Develop AI applications such as adaptive field sensing, precise phenotypic identification, breeding strategy analysis, and agricultural machinery behavior control. Support eligible regions in establishing smart farms and ranches to build a robust digital foundation for high-quality agricultural development in our province.
(7) AI + Education. Strengthen the construction of national and provincial AI education bases for primary and secondary schools. Encourage regions with the necessary conditions to establish new learning spaces, innovate teaching and learning support services, and enhance students’ AI literacy. Key provincial universities should take the lead in promoting the implementation of large language models in educational settings and explore innovative models for personalized teaching, precision management, and intelligent services.
(8) AI + Medicine and Health. Fully tap into innovative application scenarios such as drug R&D, pharmaceutical manufacturing, the exploration and inheritance of traditional Chinese medicine, and the evaluation of medicinal properties. Encourage enterprises to tackle key technological challenges such as molecular structure prediction, intelligent formula optimization, and digital analysis of ancient medicinal formulas, thereby boosting the innovation capacity of our province’s pharmaceutical industry.Aiming at healthcare services, traditional Chinese medicine specialties, health management, public health services, quality control for medical insurance claims review, and medical research, we will support our province’s medical resources in tackling key scenarios such as intelligent analysis of medical imaging data, intelligent decision support for specific clinical conditions, and intelligent medical record quality control. This will drive the innovative application of AI in the healthcare sector and reshape healthcare service models.
(9) AI + Commerce and Logistics. Focusing on key innovative application scenarios such as bulk commodity trading, intelligent supply chains, efficient transportation networks, and smart warehouse management, we will encourage the development of large-scale models for the commerce and logistics industry. We will support the development of AI applications to optimize inventory management, transportation route planning, cargo retrieval sequencing, and delivery resource allocation, providing the industry with “new infrastructure” for digital transformation.
(10) AI + Transportation. Centered on core innovative application scenarios such as road safety, smart traffic management, and autonomous driving, support enterprises in developing large-scale models for the transportation sector. Conduct technical research and application demonstrations in areas such as drone-based traffic law enforcement, integrated vehicle-road-cloud systems on expressways, smart road inspections on expressway sections, port yard management, and digital management of ports and shipping, accelerating the development of a transportation powerhouse province and a strong port-based industrial province.
(11) AI + Social Governance. Strengthen the application of AI in work safety supervision, disaster prevention, mitigation, and relief, environmental monitoring and sensing, public safety early warning, social order management, and market regulation. Focusing on key business scenarios such as farmland protection, environmental monitoring,mine management, hazardous chemical monitoring, tailings pond supervision, regulation of “three types of goods and one special category,” intellectual property protection, and fair competition reviews. We will explore the implementation of penetrative supervision and remote supervision to enhance the effectiveness of monitoring and early warning, regulatory enforcement, command and decision-making, on-site rescue, and social mobilization, thereby effectively advancing the modernization of the regulatory governance system and social governance capabilities.
(12) AI-Driven Innovation Across Multiple Sectors. Explore a research paradigm driven by AI and integrating multiple disciplines. Support the application of AI in the natural sciences, humanities, and social sciences, and promote the “human intelligence + machine intelligence” R&D model in key industrial sectors such as biomedicine and new materials. Promote the application of AI in commercial scenarios including wholesale and retail, catering and accommodation, and cultural tourism, and develop applications for creative marketing generation, multimodal advertising optimization, consumer risk early warning, and travel itinerary planning.Strengthen “AI + Internet Governance” to enhance risk prevention capabilities and foster a clean and orderly cyberspace environment. Enrich and deepen innovative application practices across multiple sectors—including government affairs, commerce, finance, law, and international cooperation—to build an AI-native application innovation ecosystem with Hebei’s distinctive characteristics.
II. Strengthening Innovation Application Demonstrations
Focusing on regions within our province that boast abundant data resources and comprehensive industrial systems, we will establish leading zones for AI innovation and development to accelerate the large-scale implementation of AI. The Xiongan New Area will expedite the construction of public AI R&D platforms, the Xiongan AI Research Institute, comprehensive AI training bases, and AI industrial parks to build an open, full-stack industrial ecosystem.Langfang City will accelerate the construction of nodes within the Beijing-Tianjin-Hebei Intelligent Computing Power Corridor and promote the deep integration of AI technology with industries such as modern commerce and logistics, electronic information, health and elderly care, and the low-altitude economy. Cities including Shijiazhuang, Baoding, Tangshan, and Zhangjiakou will leverage their advantages—such as abundant application scenarios, data annotation bases, and clusters of computing power centers—to drive the deep integration of AI with distinctive industries including mass consumption, smart manufacturing, sports and cultural tourism, and new energy.
III. Strengthening Support Capacity Building
(1) Consolidating the Foundation of Computing Power Supply.Coordinate the planning and layout of computing infrastructure, focus on advancing the construction of the Zhangjiakou-Langfang computing supply corridor, and accelerate the development of an intelligent computing cluster in the Beijing-adjacent region. Promote the establishment of a Beijing-Tianjin-Hebei public computing service platform, and encourage governments, universities, research institutes, hospitals, and small and micro enterprises to utilize intelligent computing through cloud services. Drive the integration of idle computing resources through business models such as computing equity participation, computing resource sharing, and off-peak computing.
(2) Strengthen data system development. Encourage enterprises to provide high-quality data products and specialized data services, release a series of high-quality datasets and corpora, and promote value collaboration and business partnerships between trusted data space operators and data service providers. Support the establishment of independent entities for data operations, expand the authorized operation of public data, and promote the efficient integration and utilization of public and social data. Accelerate the construction of the Baoding National Data Annotation Base.
(3) Establish Application Empowerment Platforms. Build a number of innovation platforms, including provincial-level engineering research centers, manufacturing innovation centers, and technology innovation centers. Strengthen and effectively utilize technology transfer and industrialization platforms such as the Hebei Provincial Computing Power Industry Technology Research Institute; support the development of empowerment platforms such as “AI+” industrial innovation centers; and promote the use of AI technology to empower research into generic technologies, the development of scientific equipment, and the establishment of pilot production platforms.
(4) Attract and Cultivate High-Quality Enterprises in Stages. Attract and cultivate a group of innovative enterprises with strong research capabilities, high competitiveness, and strong brand recognition; designate a group of high-tech enterprises with strong innovation and technology transfer capabilities and good growth potential; incubate a group of technology-oriented small and medium-sized enterprises with strong technological attributes and significant development potential; strive to create a group of national-level “Specialized, Refined, Unique, and Innovative” (SRI) “Little Giants”; and accelerate the integrated development of the AI industry cluster.
(5) Intensify efforts to attract and cultivate talent. Strengthen the exchange and recruitment of high-end talent in the AI field, and improve mechanisms for AI research support, career development, and talent evaluation. Encourage universities to establish interdisciplinary programs, adjust and optimize their academic structures, advance AI education across all educational levels and promote general AI literacy throughout society, and strengthen the training of highly skilled professionals. Establish a number of AI industry incubators to accelerate the aggregation of specialized talent and teams in the AI sector.
IV. Work Requirements
(1) Strengthen Organizational Coordination. Fully leverage the role of the provincial coordination mechanism for promoting the development of the AI industry to comprehensively advance the implementation of the action plan and organize the development of innovative application demonstration projects. All industry departments must adopt a systems-based approach, pool the industry’s superior innovative resources, and ensure effective implementation of tasks. Promote deeper cooperation among Beijing, Tianjin, and Hebei in areas such as large-scale model development, scenario applications, computing power supply, and dataset construction to form a complementary and differentiated industrial development landscape.
(2) Optimize the Industrial Ecosystem. Implement provincial-level science and technology programs to specifically support research and development of innovative AI application technologies and products. Support the establishment of a provincial-level AI industry venture capital fund. Utilize policies such as ultra-long-term special government bonds and new policy-based financial instruments to support the construction of high-quality projects. Encourage the organization of high-level AI exhibitions, competitions, forums, and other activities to build platforms for industrial exchange and cooperation.
(3) Strengthen Safety and Regulatory Oversight. Respect the laws of AI industry development, safeguard personal privacy and data security, prevent and combat illegal activities in accordance with the law, and build a safe and orderly development environment. Strictly implement the graded and categorized management system for generative AI services and the security assessment system, and support independent third-party institutions in conducting routine evaluations of large-scale model applications. Optimize and improve the filing mechanism for large-scale models, and ensure security risk assessments are conducted before the launch of large-scale model services and during their operation.
