Kaiyuan, a county-level city under the jurisdiction of Liaoning Province, administered by Tieling City, is located in the northern part of Liaoning Province and the central part of Tieling City, in the middle part of the Songliao Plain, with a north-temperate continental monsoon climate, adjoining seven counties and districts, and covering a total area of 2,813 square kilometers. As of October 2022, Kaiyuan City has 3 streets, 16 towns, and 1 ethnic township under its jurisdiction. As of the end of 2021, the total household population of Kaiyuan City was 543,000 people.
In the twenty-first year of Hongwu of Ming Dynasty (1388), the seat of Kaiyuan Road was moved to Hampyeongfu (present-day old city of Kaiyuan), and the name was given to Kaiyuan because it was changed from Kaiyuan to Kaiyuan to avoid the taboo. Qing Kangxi three years (1664), set up Kaiyuan County; in August 1954, to Liaoning Province; in September 1984, under the jurisdiction of Tieling City; in March 1989, the abolition of Kaiyuan County, the establishment of Kaiyuan City (county-level), by the Tieling city administration.
The main attractions of Kaiyuan include Elephantine Mountain, Bailuzhou Wildlife Sanctuary, and Kaiyuan Grand Theater, etc. In March 2019, Kaiyuan was selected to be on the "List of Basic Balanced Counties (Municipalities and Districts) for the Development of Compulsory Education in the Nation in 2018".On November 25, 2020, Kaiyuan was selected to be on the "List of Third Batch of On November 25, 2020, Kaiyuan City was selected as one of the "third batch of counties (districts) that have reached the standard of water-saving society construction".In August 2022, Kaiyuan City was selected as one of the "2022 list of agricultural modernization demonstration zones to be created".
