Haicheng District, belonging to Beihai City of Guangxi Zhuang Autonomous Region, is the political, economic, cultural and transportation center of Beihai City and the seat of the municipal government, with a total area of 141.24 square kilometers (of which 24.99 square kilometers are on Weizhou Island and 1.89 square kilometers are on Xiyang Island). Since January 1, 2011, Weizhou Town has been entrusted to the management of Beihai Weizhou Island Tourism Zone. As of the end of 2022, the resident population of Haicheng District was 535,600 people. Haicheng District is rich in marine resources. The neighboring Beibu Gulf is one of the four famous fishing grounds in China; there are two excellent natural harbors in the district, namely Waisha Inner Harbor and Weizhou South Bay; the coastline is 55 kilometers long, and there are 100,000 acres of shallow shoals that can be cultivated. Haicheng District is rich in natural resources. The neighboring Beibu Gulf is one of the six major oil and gas basins in China. It is rich in mineral resources, with abundant quartz sand ore, ilmenite, potter's clay ore and gypsum ore. The infrastructure is well developed, with the Qinbei Railway operating in parallel with the China Railway; the Yongbei Line refers to a high-speed railroad from Nanning to Beihai, with a design speed of 250 kilometers per hour, and is a Class I electrified railroad of the National Railway. It is a national railway class I electrified railway, forming a "1-hour urban economic circle" between Nanning, Beihai, Qinzhou and Fangchenggang, and was officially put into operation in January 2014. Nanning to Beihai is about 190 kilometers away, and can be reached in about 50 minutes; there is Beihai Port, one of the state-level ports in mainland China, which is the closest port to Southeast Asia, West Asia and Europe; there are many highways; and there is Beihai Airport, one of the three major airports in Guangxi. In 2022, Haicheng District's regional GDP was 56.303 billion yuan, up 2.1% year-on-year.
