In accordance with the spirit of the “Notice of the General Office of the People’s Government of Haicheng District, Beihai City, on Issuing the <Ten Measures for Supporting the Accelerated Development of Enterprises in Haicheng District in 2023>,” the following implementation rules are hereby established.
I. Categories and Eligibility Criteria for Financial Incentives
(1) Rewards for Meeting Scale and Inclusion in Statistical Reporting.
1. Scope of Applicable Policies.
"List of Policy Measures and Incentive Categories" (see Attachment 1).
2. Eligible Applicants.
(1) Industrial enterprises above designated size that were first included in the integrated statistical reporting system during the validity period of the applicable policy measures and remained in the database the following year. (Organized by the Haicheng District Bureau of Industry and Information Technology)
(2) Profit-making service enterprises above designated size that are included in the integrated statistical reporting system for the first time during the validity period of the applicable policy measures and remain in the database the following year. (Organized by the Haicheng District Development and Reform Bureau)
(3) Wholesale and retail enterprises above designated size that were first included in the integrated statistical reporting system during the validity period of the applicable policy measures and remained in the database the following year. (Organized by the Haicheng District Bureau of Commerce and Investment)
(4) Large-scale accommodation enterprises that were first included in the integrated statistical reporting system during the effective period of the applicable policy measures and remain in the database the following year. (Organized by the Haicheng District Bureau of Culture and Tourism)
(5) Large-scale catering enterprises that were first included in the integrated statistical reporting system during the effective period of the applicable policy measures and remain in the database the following year. (Organized by the Haicheng District Market Supervision and Administration Bureau)
(6) During the effective period of the applicable policy measures, enterprises in the multimodal transport and freight forwarding sector, as well as the loading, unloading, and warehousing sector, that are classified as large-scale enterprises for the first time in the integrated statistical reporting system and remain in the database the following year. (Organized by the Haicheng District Bureau of Municipal Affairs and Transportation)
3. Application Materials.
(1) A copy of the enterprise’s business license;
(2) Proof of the enterprise’s regular submission of statistical data reports to the statistics department (a printed hard copy of the data from the direct reporting system), stamped with the enterprise’s official seal;
(3) Funding application form (see Attachment 3);
(4) Proof of tax payment for the reporting year;
4. Additional Notes.
Rewards for enterprises meeting the criteria for inclusion in the statistical reporting system on a monthly or annual basis shall be administered in accordance with the principle of “selecting the most favorable option without duplication”; subsidies may not be claimed for the same achievement.
(II) Revenue Growth Incentives.
1. Scope of Applicable Policies.
"List of Policy Measures and Incentive Categories" (see Attachment 1).
2. Eligible Entities.
(1) District-level industrial enterprises above designated size with an industrial output value increase of 20 million yuan or more in 2023 and an annual growth rate of 25% or higher (including 25%), as well as district-level industrial enterprises above designated size with an annual industrial output value increase exceeding 100 million yuan. (Organized by the Haicheng District Bureau of Industry and Information Technology)
(2) Wholesale enterprises that were already on record or newly added to the registry in 2023, with an annual increase in sales of 30 million yuan or more. (Organized by the Haicheng District Bureau of Commerce and Investment)
(3) Retail enterprises in the statistical database in 2023 or newly added to the database on a monthly basis, with an annual increase in sales of 10 million yuan or more. (Organized by the Haicheng District Bureau of Commerce and Investment)
(4) Accommodation enterprises (including sole proprietorships) that were on record in 2023 or newly added to the registry during the month, with annual turnover of 6 million yuan or more and a turnover increase of 3 million yuan or more. (Organized by the Haicheng District Bureau of Culture and Tourism)
(5) Catering enterprises (including individual businesses) that were on record in 2023 or newly added to the database monthly, with annual turnover of 20 million yuan or more and a turnover increase of 8 million yuan or more. (Organized by the Haicheng District Market Supervision and Administration Bureau)
(6) Enterprises in the "other for-profit service industries" category (above designated size) that were on the registry in 2023 or newly added monthly, with an annual revenue increase of 10 million yuan or more. (Organized by the Haicheng District Development and Reform Bureau)
3. Application Materials.
(1) A copy of the enterprise’s business license;
(2) Proof of tax payment for the reporting year;
(3) Financial audit report for 2023 for enterprises above designated size; for individual businesses, proof of regular submission of statistical data reports to the statistics department (a printed copy of the data from the direct reporting system), stamped with the official company seal;
(4) Funding Application Form (see Attachment 3 for details).
(3) Nighttime Economy Support Category.
1. Scope of Applicable Policies.
"List of Policy Measures and Subsidy Categories" (see Attachment 1).
2. Eligible Applicants.
(1) Large shopping malls and supermarkets within the jurisdiction that conduct outdoor nighttime economic activities within their land use boundaries in 2023 will be exempted from or granted reductions in temporary urban road occupancy fees in accordance with regulations. (Organized by the Haicheng District Commerce and Investment Bureau)
(2) “Top-tier” enterprises (large shopping malls, supermarkets, shopping plazas, and commercial complexes) within the jurisdiction that engage in nighttime economic activities in 2023 (those with a year-on-year increase in operating revenue of 5% or more, or those that generate significant brand effects and are approved through a “case-by-case” review, will be granted a one-time support reward of 20,000 yuan). (Organized by the Haicheng District Commerce and Investment Bureau)
3. Application Materials.
(1) A copy of the business license for “Top 4” enterprises (large shopping malls, supermarkets, shopping plazas, and commercial complexes) within the jurisdiction;
(2) Proof of the enterprise’s engagement in nighttime economic activities;
(3) Proof of tax payment for the reporting year;
(4) Performance records regarding the enterprise’s models and business formats in conducting nighttime economic activities;
(5) Funding Application Form (see Attachment 3 for details).
(IV) Recognition and Incentive Category.
1. Scope of Applicable Policies.
"List of Policy Measures and Subsidy Categories" (see Attachment 1).
2. Eligible Applicants.
Areas designated in 2023 as autonomous regional-level or higher nighttime consumption clusters, pedestrian streets, cultural industry demonstration zones (bases), tourism and leisure districts, and four-star or higher hotels. (Organized and led by the Haicheng District Bureau of Culture and Tourism and the Bureau of Commerce and Investment)
3. Application Materials.
(1) A copy of the business license;
(2) Proof of tax payment for the application year;
(3) Certification of the enterprise’s (or project’s) designation;
(4) Funding application form (see Attachment 3 for details).
(V) Other Support Categories.
1. Scope of Applicable Policies.
"List of Policy Measures and Subsidy Categories" (see Attachment 1).
2. Eligible Applicants.
Automobile sales enterprises that have been approved to conduct automobile exhibition and sales activities at commercial plazas, community plazas, and similar venues between January 1, 2023, and December 31, 2023 (a subsidy of 50% of the venue rental fee for each auto show will be provided, with a maximum subsidy of 50,000 yuan per event). (Organized by the Haicheng District Commerce and Investment Bureau)
3. Application Materials.
(1) A copy of the enterprise’s business license;
(2) Tax payment certificate for the reporting year;
(3) Supporting documents for large-scale auto shows, including approval documents, expenditure records (e.g., venue rental agreements, invoices), details of exhibitor participation, and evidence of event effectiveness;
(4) Funding Application Form (see Attachment 3 for details).
II. Funding Application Process
(1) Project Application.
1. Submission of Application Materials.
Eligible enterprises, projects, and other applicants shall submit applications to the relevant industry authorities in accordance with the provisions of this document.
Specific application deadlines will be coordinated by the respective industry departments; failure to submit application materials by the deadline will be deemed a withdrawal of the application.
2. Implementation of the Authenticity Commitment System.
When submitting applications for funding and subsidies, applicants must provide a written commitment stating that the submitted materials are true and valid. The relevant industry authorities will conduct regular inspections; any violations of the authenticity commitment will be recorded in the social credit system in accordance with laws and regulations.
(2) Review of Materials.
The statistics and tax authorities are responsible for verifying statistical reports and tax payment certificates, while the relevant industry authorities are responsible for reviewing the application materials and publishing them for public notice for no less than five working days. After approval by the relevant industry authorities, the summary tables and application materials shall be submitted to the Haicheng District Finance Bureau via official documents. The list of enterprises included in the statistical reporting system shall be based on the list provided by the Haicheng District Bureau of Statistics; in principle, the review of application materials shall be completed by December 1, 2024.Revenue data shall be collected and compiled by the relevant industry authorities, who shall then seek the opinion of the Haicheng District Bureau of Statistics; in principle, the review of application materials shall be completed by March 1, 2024.
(3) Allocation of Budget Funds.
The Haicheng District Finance Bureau will issue funding allocation documents based on the review of project applications. Upon receipt of these documents, the relevant industry departments shall disburse the corresponding subsidy funds in a timely manner in accordance with regulations.
(4) Strict Fund Management.
Each competent industry authority shall review and disburse funds in accordance with relevant financial management regulations.
III. Supervision and Management
(1) Strengthening Supervision and Inspection. Each competent industry department shall conduct follow-up and supervision of project implementation and, within one month of the funds being allocated, submit a written report to the Haicheng District Finance Bureau detailing the use of funds and any existing issues. All enterprises shall actively cooperate with inspections of incentive and subsidy funds, voluntarily accept supervision, and ensure the lawful and compliant use of funds.
(2) Special funds shall be subject to full-process budget performance management. Each industry department shall, in accordance with its functional responsibilities, formulate performance targets for the special funds and submit them to the Haicheng District Finance Bureau for review. The Haicheng District Finance Bureau shall simultaneously issue the approved funds and performance targets to the respective industry departments. During budget execution, the Haicheng District Finance Bureau shall monitor the implementation of performance targets, urge implementing units to accelerate the progress of budget projects, conduct performance evaluations as necessary, and strengthen the application of evaluation results to effectively improve the efficiency of fund utilization.
(3) Strict Accountability. During policy implementation, if staff members of any department or enterprise are found to have engaged in illegal or disciplinary violations such as abuse of power, dereliction of duty, or malfeasance, they will be held strictly accountable in accordance with laws and regulations including the *Supervision Law of the People’s Republic of China*, the *Budget Law of the People’s Republic of China*, and the *Regulations on Penalties for Fiscal Law Violations*. Where criminal suspicion exists, cases will be transferred to judicial authorities for handling in accordance with the law.Enterprises found to have engaged in fraud or falsely claimed subsidies will have their eligibility for the policy revoked, and any subsidies already disbursed will be recovered in accordance with the law. Such enterprises will also be included in the credit reporting system in accordance with relevant regulations.
These Implementation Rules shall be implemented in accordance with the validity period and relevant requirements specified in the documents listed in Appendix 1. The Haicheng District Development and Reform Bureau, Commerce and Investment Bureau, Finance Bureau, Housing and Urban-Rural Development Bureau, Municipal Transportation Bureau, Culture and Tourism Bureau, Market Regulation Bureau, and Tax Bureau shall be responsible for interpreting and revising these rules.

Rewards for Meeting Statistical Thresholds
For enterprises that first meet the criteria for inclusion in the statistical reporting system on an annual basis in the current year and remain in the database the following year: industrial enterprises will receive a one-time reward of 40,000 yuan; enterprises in wholesale, retail, accommodation, food services, other for-profit services, multimodal transport and freight forwarding, and loading, unloading, and warehousing will receive a one-time reward of 20,000 yuan; and individual food service operators will receive a one-time reward of 5,000 yuan.
Incentives for Enterprises Meeting Statistical Reporting Thresholds
IV. Promoting Automobile Consumption
Increase support for automobile exhibitions and sales, and continue to organize activities to bring automobiles into enterprises, government agencies, and communities. Provide subsidies to automobile dealers approved to hold automobile exhibitions and sales events in commercial plazas, community plazas, and similar venues. Encourage the hosting of large-scale auto shows by providing a subsidy covering 50% of the venue rental costs for each event, with a maximum subsidy of 50,000 yuan per event.
Other Support Measures
V. Revitalizing the Nighttime Economy
Support large shopping malls and supermarkets within the jurisdiction in conducting outdoor nighttime economic activities within their property boundaries, and provide exemptions or reductions in temporary road occupancy fees in accordance with regulations.
Nighttime Economy Support Category
For "Top 4" enterprises (large shopping malls, supermarkets, shopping plazas, and commercial complexes) engaged in nighttime economic activities, a one-time support grant of 20,000 yuan will be awarded to those with a year-on-year increase in operating revenue of 5% or more, or those that have generated a significant brand effect and have been approved through a "case-by-case" review.

VI. Promoting Comprehensive Quality Improvement in Culture and Tourism
A one-time reward of 30,000 yuan will be granted to entities designated in the current year as autonomous regional-level or higher nighttime consumption clusters, pedestrian streets, cultural industry demonstration zones (bases), tourism and leisure districts, and four-star or higher hotels.

VII. Promoting the Healthy Development of the Real Estate Sector
Real estate companies that actively participate in various real estate expos or sales fairs during the current year and whose sales projects are located in Haicheng District will be provided with event subsidies as appropriate, with a maximum subsidy of 20,000 yuan per company.
Other Support Measures
VIII. Supporting Enterprises in Improving Quality and Enhancing Efficiency
1. For enterprises at the district level with an annual industrial output value of 20 million yuan or more and an annual growth rate of 25% or higher (including 25%), a one-time reward of 1‰ of the net increase will be granted, with a maximum of 50,000 yuan per enterprise. For increases exceeding 100 million yuan, a case-by-case basis will be applied.

For wholesale enterprises currently on the registry or newly added to the registry each month, a reward will be granted based on the increase in sales: if the annual increase in sales is between 30 million yuan and 80 million yuan, a reward of 20,000 yuan will be granted; if the annual increase in sales is 80 million yuan or more, a reward of 30,000 yuan will be granted.

For retail enterprises already on the list or newly added monthly, incentives will be provided based on the increase in sales: if the annual increase in sales is 10 million yuan ≤ annual increase in sales < 20 million yuan, a 10,000 yuan incentive will be granted; if the annual increase in sales is 20 million yuan ≤ annual increase in sales < 30 million yuan, a 20,000 yuan incentive will be granted; if the annual increase in sales is ≥ 30 million yuan, a 30,000 yuan incentive will be granted.
