Qin'an County, part of Tianshui City, Gansu Province, is located in southeastern Gansu Province, north of Tianshui City, downstream of the Hulu River, a tributary of the Wei River; centered at latitude 34°51′ north and longitude 105°40′ east; it has a total area of 1,604 square kilometers. As of 2015, Qin'an County has 12 towns and 5 townships under its jurisdiction. As of the end of 2022, the resident population of Qin'an County was 407,500 people. Qin'an County belongs to the temperate semi-temperate climate of south Longzhong, with an average annual temperature of 10.4℃ and an average annual precipitation of 507.3 millimeters in a normal year. Qin'an County belongs to the western Liangxuan gully area of the Loess Plateau in Longzhong, with many mountains and few rivers, and is one of the eighteen arid counties in Gansu Province. As of 2015, 72 Neolithic cultural sites such as Yangshao, Majiayao, and Qijia cultures have been discovered in Qin'an County, including 3 national key cultural relics protection units, namely, Dadiwan, Xingguo Temple, and Dacheng Hall of the Temple of Literature, 4 provincial-level cultural relics protection units, and 65 county-level cultural relics protection units.In February 2020, the leading group of the Gansu Provincial Poverty Eradication and Attack Group finalized that Qin'an County meets the conditions for the exit of the poverty-stricken counties and approved the Exit. In 2022, Qin'an County realized a GDP of 9.399 billion yuan, an increase of 4.7% over 2021 at constant prices.
