Article 4 The identification of scientific and technological innovative enterprises in Gansu Province follows the principles of highlighting the main body of enterprises, encouraging technological innovation, and adhering to the principle of fairness and impartiality.

Article 5 The process of recognizing scientific and technological innovative enterprises in Gansu Province mainly includes enterprise declaration, city and state recommendation, formal review, expert evaluation, comprehensive review, public announcement of recognition, and issuance of certificates.

Article 6 The scientific and technological innovative enterprises in Gansu Province shall generally meet the following conditions:

(1) Resident enterprises that have been registered for more than one year in Gansu Province, and are able to accurately attribute R&D expenses, have sound accounting and implement the checking of accounts and levies. The enterprise.

(2) The technology that plays a core support role for the main products (services) belongs to the scope of the "National Key Support for High-tech Fields".

Article 7: Application by enterprises.

Article 11: Newly recognized scientific and technological innovative enterprises in Gansu Province shall be granted subsidies in accordance with relevant policies. Re-recognized innovative enterprises in Gansu Province are not entitled to subsidies.
