Wuling District (WulingDistrict), belonging to Changde City, Hunan Province, is located in the northern part of Hunan Province, north of the central part of Changde City, and is situated in the western part of Dongting Lake. The total area is 289 square kilometers. It is an ancient historical and cultural city located in the northwest of Hunan Province, the seat of Changde Municipal Government, and the political, economic and cultural center of Changde City and even the northwest of Hunan Province, which has a history of more than 2,280 years since Zhang Ruo, the governor of Shu County, Qin Dynasty, built a city here, and is known as Zhang Ruo City in history.
