Baota District is named after the Yan'an Pagoda in the district. During the Western Zhou Dynasty, it was an area of Zhou people's activities. During the Spring and Autumn Period, it was once inhabited by the Bai Zhai tribe. In May 1935, the Soviet regime set up Yan'an County around Liangcun in the northern part of the district. In February 1937, Boshi County was merged into Yan'an County.In August 1975, Yan'an County was withdrawn to set up Yan'an City, which was subordinate to Yan'an Area.On December 26, 1996, Yan'an Area was withdrawn to set up a city, and the former Yan'an City was renamed Baota District.In 2022, Baota District was selected as a pilot unit for the integrated development of red tourism in the country.
