Chapter 1 General Provisions


Article 1  In order to comprehensively implement the important ideas of General Secretary Xi Jinping on doing a good job in the new era of talent, to cast a firm sense of community of the Chinese nation as the main line of work, to accelerate the construction of the Helinger Talent Science and Technology Innovation Center, in-depth implementation of the strategy of strengthening the country's talent, to strengthen the cultivation of scientific and technological talent, to stimulate the endogenous impetus for innovation, and to provide a strong guarantee of talent for the development of the new quality productivity and the realization of high-quality development, combined with the new area of Inner Mongolia and Helinger ( Hereinafter referred to as "new area") the actual work, the development of this approach.

The second new area "Yungu Talent Card" (hereinafter referred to as "Yungu Talent Card") is an important carrier to provide integrated services to specific key talents, is the embodiment of the important value of talent and performance contribution of honorary documents. Chapter II: Scope, Methods and Conditions of Application

(3) Social Recognition. Priority is given to recommending eligible cardholders as candidates for "Model Worker", "May 4th Youth Medal" and other honors at all levels.

Article VIII Job Security

(1) Title Evaluation. Eligible cardholders can enjoy the green channel policy for title evaluation, and specialists will be arranged to provide guidance services.

(2) Talent Cultivation. Priority is given to recommending various types of cardholders to declare various types of talent selection.

(3) Project declaration. Priority is given to the various types of recognized talents to strive for various policies and special funds.

(4) Training services. Cardholders are given priority to participate in various training activities organized by the new district; they can enjoy various venue services in the new district free of charge or at preferential rates.

Article 9 Administrative Services

(1) Administrative Approval Services. By specialists to provide cardholders with full guidance and help, on behalf of the service.

(2) Tax services. Provide one-to-one personalized services to cardholders.

Article 10 Innovation and Entrepreneurship

(1) Entrepreneurship Support. Priority is given to cardholders for entrepreneurial registration, entrepreneurial employment guidance, and the provision of services such as innovation platforms, incubation bases and office space at all levels.

(2) Scientific research services. Cardholders can arrange for special guidance when declaring scientific research projects at all levels and when declaring scientific and technological achievements transformation projects, and provide all kinds of preferential conditions for the transformation of achievements.

Article 11 Life Services

(1) Housing Security. Eligible cardholders are given priority to apply for guaranteed rental housing and enjoy rent reductions and preferential policies on home purchase.

(2) Household registration policy. Cardholders will be given priority to apply for the collective household of talents in the new district.

(3) Children's education. Priority coordination to solve the problem of school enrollment, transfer issues, eligible cardholders children's enrollment issues within the city's main urban areas can be coordinated and resolved "one by one".

(4) Healthcare. You can enjoy the green channel of medical institutions and annual free medical checkup.

(v) Culture, tourism and sports. Cardholders can visit tourist attractions invested and managed by the new district for free, and enjoy preferential services at paid tourist attractions in the city and sports venues in the new district.

(6) Transportation. Cardholders can enjoy preferential services at airports, subways, buses, commuter buses, and special buses.

(7) Dining and Entertainment. Cardholders can enjoy the agreed price or preferential discounts when they enter, dine and play at the "Yungu Talent Card" alliance merchants.

Article 12: Eligible cardholders can enjoy one-on-one service. align: left;">Article 13 The "Yungu Talent Card" of the new zone is handled online.

(a) Application. The applicant submits the declaration materials through the "Yungu Talent Card" digital service platform before the 10th day of each month.

(ii) Promotion. Cardholders who meet the conditions for applying for Class A, Class B, and Class C "Yungu Talent Card" can apply for promotion according to the initial application process, and the service period will be recalculated after promotion.

(c) Cancellation. One of the following circumstances, the cardholder or employer through the "Yungu Talent Card" digital service platform, in accordance with the procedures for account cancellation and stop the "Yungu Talent Card" service function:

(c). Left;">1. The termination or dissolution of the labor and personnel relationship between the cardholder and the employer and the cardholder does not work in the new district;

2. The cardholder commits a crime;

3. The cardholder and his/her employer have not been able to apply for and use the "Yungu Talent Card" digital service platform. The cardholder and his/her employer have violated the law or acted in bad faith in the process of applying for and using the "Yungu Talent Card"

Article 15 The employer and the applicant shall ensure that the application materials and supporting documents provided are true and effective, and in case of fraud, the employer and the applicant shall not be allowed to apply for the "Yungu Talent Card" for three years, and in case of seriousness the employer and the applicant shall stop the "Yungu Talent Card". Article 17 These Measures shall be publicly released and shall come into force on the date of release.
