Several Measures to Promote the Sustainable and Healthy Development of the Beef Cattle Industry

To accelerate the transformation and upgrading of the city’s beef cattle industry and promote its sustained and healthy development, the following measures have been formulated in light of the city’s actual conditions.

I. Strengthen Municipal Coordination to Promote Industrial Upgrading

(1) Accelerate Digital Transformation

1. Promote beef cattle data collection. Coordinate the digitalization of the city’s beef cattle industry, establish an intelligent data collection system, complete the entry of information for over 1 million foundation cows by 2024, achieve full coverage of beef cattle data collection by 2025, integrate the collected data into the city’s beef cattle industry big data platform, and establish a comprehensive digital ecosystem for the beef cattle industry.For cattle covered by policy-based insurance, data collection will be completed through the insurance underwriting process. For cattle not covered by policy-based insurance, the operator of the city-wide beef cattle industry big data platform will provide free data collection services to farms through market-oriented approaches such as digital industry services. The municipal government will provide a subsidy of 10 yuan per head. 2. Implement beef cattle quality traceability. Leveraging the computing power of the city-wide beef cattle industry big data platform, establish a comprehensive product identification and traceability system covering the entire process from breeding, slaughter and processing, packaging, transportation, to sales. Promote full-chain traceability of beef cattle—encompassing “breeding stock + breeding + fattening + slaughter and processing + market sales”—to achieve digitalization of supply chain management, market transactions, processing and sales, and service support.Strengthen the operation and maintenance of the city-wide beef cattle industry big data platform. Ensure real-time data updates, regular backups, and data cleansing and integration. Expand the scope of data collection to incorporate more multidimensional data and enrich the platform’s content. Implement a user feedback mechanism and establish a data monitoring and evaluation system to continuously improve digital management capabilities. The Municipal Finance Bureau will provide a one-time subsidy of 2 million yuan for big data operation and management. (2) Promote the “Tongliao Beef Cattle” and “Tongliao Beef” Brands

3. Improve brand planning and design. Using “Tongliao Beef Cattle Are Excellent, Tongliao Beef Is Excellent” as the core slogan, accelerate the planning and design of the “Tongliao Beef Cattle” and “Tongliao Beef” brands and the formulation of group standards. Establish a brand communication symbol system and coordinate brand licensing management. Promote the “four unifications” of standards, brands, logos, and publicity to form a brand matrix comprising “regional public brands + corporate brands + product brands.”(Responsible Units: Municipal Publicity Department, Municipal Agriculture and Animal Husbandry Bureau, Municipal Finance Bureau)

4. Strengthen Brand Promotion and Marketing. Conduct city-wide promotional campaigns by leveraging media platforms such as the news channel of Tongliao Radio and Television Station and “Voice of Transportation” to broadcast brand promotional audio and video content at high frequency; utilize Tongliao Airport, Tongliao Railway Station, as well as parks, squares, and large billboards to showcase the brand image across multiple dimensions.Focus on external publicity by placing brand print advertisements on outdoor transportation media such as Hohhot Baita Airport, Beijing Capital International Airport, Beijing Daxing International Airport, and the carriages of the Tongliao-Beijing high-speed rail. Strengthen publicity on national-level media by airing brand promotional videos during prime time on the News Channel of China Media Group. Conduct new media campaigns by continuously publishing short videos, infographics, and high-quality micro-animations across all online platforms, and encourage live streamers and influencers to creatively present brand content.Organize the 17th Cattle Industry Development Conference to a high standard, enhancing the brand awareness and influence of “Tongliao Beef Cattle” and “Tongliao Beef.” (Responsible Units: Municipal Publicity Department, Municipal Agriculture and Animal Husbandry Bureau, Market Supervision Administration, and Finance Bureau)

(3) Implement the “Retain High-Quality Cows and Preserve Breeding Stock” Initiative and Expand High-Quality Breed Reproduction

5. Intensify efforts to “retain high-quality cows and preserve breeding stock.” Leveraging the central government’s project for expanding and improving the quality of the foundation cow herd, implement subsidies for raising high-quality foundation cows to increase the inventory of breeding cows and the annual growth rate of new heifers. Conduct registration of high-quality foundation cows, perform grading and appraisal of high-quality cows, and prevent the loss of genetic resources. Establish standardized family farms with unified signage and standardized management to enhance the level of standardized breeding of foundation cows.(Responsible Units: Municipal Agriculture and Animal Husbandry Bureau, Municipal Finance Bureau)

6. Accelerate the propagation of high-quality breeds. Remain steadfast in the direction of improving the Simmental beef cattle breed and vigorously promote embryo transfer technology. For beef cattle breeding enterprises or farmers that use embryo transfer technology for high-quality breeding, a one-time subsidy of 1,000 yuan will be provided for each female calf born, subject to the “calf-and-record” verification process.Explore the establishment of a mechanism linking the interests of farms and households eligible for subsidies with core breeding farms and embryo production and marketing enterprises. Support core breeding farms and large-scale breeding operations in using imported Simmental beef cattle embryos and frozen semen to expand high-quality breeding stock. (IV) Assisting Livestock Producers in Overcoming Difficulties

7. Provide high-quality financial services. Encourage financial institutions to implement risk mitigation measures for maturing loans. For financing entities in the beef cattle industry, adopt approaches such as rollover loans without principal repayment, reasonable extensions, and adjustments to repayment schedules to alleviate short-term repayment pressures. Avoid indiscriminately reducing, suspending, withdrawing, or cutting off loans, and ensure a 2–3-year transition period.Appropriately increase regulatory tolerance; for beef cattle industry loans where the non-performing loan ratio exceeds the overall loan non-performing ratio by 3 percentage points or less, this shall not be considered a deduction factor in performance evaluations. Support local legal-person banking institutions in appropriately waiving or reducing penalty interest by 50% for beef cattle industry borrowers who face temporary difficulties due to market price fluctuations but possess production capacity and the willingness to repay.Leverage the role of policy-based beef cattle breeding insurance by dynamically adjusting coverage limits based on market prices and expanding insurance coverage. (5) Expand Beef Markets Outside the Region

8. Expand sales channels. Implement the Beijing-Inner Mongolia Collaboration “Agricultural and Livestock Product Sales Doubling Plan” to promote beef products to central government ministries, state-owned enterprises, universities, supermarkets, and restaurants, while increasing support for online sales through live-streaming and e-commerce platforms.Encourage and guide beef production and processing enterprises to open directly operated stores and develop franchise outlets in economically developed regions outside the city—such as the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Pearl River Delta—using the unified authorized image of the Tongliao Beef regional brand to expand sales channels. A one-time reward of 50,000 yuan will be granted to each enterprise authorized to open a directly operated store or franchise outlet. 9. Expand dining consumption. Organize beef cooking competitions to explore both traditional and innovative Tongliao beef dishes, thereby continuously expanding the market share of beef consumption. Support the establishment of Tongliao beef hotpot demonstration stores under the unified authorized image of the Tongliao beef regional brand, using these as focal points to drive the development of specialty beef dining. II. Strengthen the Responsibilities of Banners and Counties to Safeguard the Industry’s Foundation

(1) Coordinate and Integrate Agriculture-Related Funds. Banners, counties, and districts are responsible for integrating funds from agriculture and animal husbandry projects—including rural revitalization transition funds and Beijing-Mongolia assistance funds—to focus on the beef cattle industry. Priority support will be given to park development, large-scale breeding of dairy cows, standardized fattening, slaughter, and deep processing. The fund integration ratio in key banners and counties must reach 50% or higher. (2) Strengthen Policy Implementation and Project Acquisition. Banners, counties, and districts are responsible for fully implementing policies to benefit the people and alleviate difficulties. They must disburse all project funds from various levels of government allocated to beef cattle farming entities since 2022, completing payments by the end of the year to ensure that all eligible subsidies and payments are fully disbursed, thereby realizing the benefits of these policies. At the same time, efforts to secure project funds from higher-level governments should be intensified. (3) Support the Expansion and Increase of the Breeding Cow Herd. Implement the Central Government’s Project for Expanding and Improving the Quality of the Breeding Cow Herd. In counties and districts covered by the project, subsidies will be provided to farming entities raising high-quality breeding cows according to the principle of “subsidizing after expansion and subsidizing the mother cow upon the birth of a calf.” Newly added heifers must, in principle, be raised in the same county or district for at least 12 months. (4) Enhance the Level of Standardized Livestock Farming. Each year, construct 100 standardized family farms in accordance with the “Five Standards and Ten Requirements” criteria. Explore the establishment of a profit-sharing mechanism between standardized family farms and fattening enterprises, facilitating the sale of calves that meet the standards to these enterprises. (5) Intensify efforts to attract investment.Banners, counties, and districts such as Horqin District, Left Zhong Banner, Left Hou Banner, Naiman Banner, Kulun Banner, and Zhalute Banner must comprehensively strengthen industrial park development. Coordinate and integrate agriculture- and animal husbandry-related projects such as “Rural Revitalization” and “Beijing-Inner Mongolia Cooperation.” Based on corporate needs, construct standardized production facilities and lease them to newly registered enterprises within the jurisdiction—including those engaged in beef product processing, prepared meal production, and by-product processing—to facilitate processing operations and promote the clustering of enterprises within industrial parks.Leveraging production capacity advantages, actively attract slaughter and processing enterprises to settle in the area, and make every effort to revitalize idle capacity. Following the principle of “one policy per enterprise and continuous advancement,” strive to fully revitalize all large-scale raw beef cattle slaughter enterprises within the year. (6) Support Data Collection and Brand Promotion. Each flag, county, city, and district shall mobilize grassroots breeding improvement officers and disease prevention officers to assist in ear-tagging and the collection of beef cattle big data, integrating data collection with disease prevention and breeding improvement efforts. They shall guide livestock farms to use professional ranch management software to advance the digital and intelligent development of the beef cattle industry.Flags, counties, and districts shall be responsible for promoting the “Tongliao Beef Cattle” and “Tongliao Beef” brands using unified slogans and logos on billboards, overpasses, culverts, and outdoor advertising spaces along national and provincial highways and expressways within their jurisdictions, as well as through flag- and county-level media, to enhance brand awareness, reputation, and influence. III. Strengthening Market Entities and Playing a Leading Role

(1) Support enterprises in establishing forage and feed supply systems. Encourage the development of a “central kitchen” model for forage and feed supply, reducing rearing costs through centralized feed procurement, centralized processing of standardized formulations, and centralized distribution of fully mixed fermented feed. Within the year, strive to achieve the commercial application of online data with insurance institutions, financial institutions, input supply enterprises, and slaughter and processing enterprises; fully establish intelligent data collection, intelligent operation, and intelligent service systems to realize digital empowerment. (3) Support enterprises in brand promotion. Leveraging Tongliao’s beef product resources, develop new products tailored to consumer demand in regions such as the Beijing-Tianjin-Hebei, Yangtze River Delta, and Pearl River Delta areas. (4) Support enterprises in developing intensive fattening operations. Actively support large-scale, standardized intensive beef cattle fattening. Implement a “one enterprise, one policy” approach to resolve practical issues for established enterprises, providing comprehensive assistance in expanding sales channels and optimizing market布局. (5) Support enterprises in developing deep processing. Encourage deep-processing enterprises to cluster in industrial parks. Reduce operational costs and attract enterprises to settle in by offering preferential site rental rates and providing free construction of factory buildings. The Office of the Municipal Leading Group for the High-Quality Development of the Beef Cattle Industry shall strengthen overall coordination and provide professional guidance. It shall be responsible for supervising and inspecting the implementation of beef cattle industry policies and measures, regularly conducting special coordination meetings, coordinating overall efforts, and urging the rectification of issues, while promptly summarizing relevant information and reporting it to the Municipal Party Committee and Municipal Government.

This policy shall take effect from the date of issuance and remain in force until the end of 2025. Where this policy overlaps with other similar policies of our city, support shall be provided in accordance with the principle of “selecting the most favorable, applying the highest standard, and avoiding duplication.”
