Implementation Rules for the "Delivery to Rural Villages" Subsidy Policy for the Postal and Express Delivery Industry in Baotou City

Chapter 1 General Provisions

Article 1 To further strengthen the sense of community among the Chinese nation, and to implement the "Notice of the People’s Government of the Inner Mongolia Autonomous Region on Issuing the Autonomous Region’s 2024 Policy List for Upholding Stability While Seeking Progress, Promoting Stability Through Progress, and Driving High-Quality Industrial Development" (Nei Zheng Fa [2024] No. 6), the "Notice of the General Office of the Baotou Municipal People’s Government on Issuing the Work Plan for Accelerating the Construction of the Rural and Pastoral Delivery Logistics System in Baotou City" (Bao Fu Ban Fa [2023] No. 102),the “Notice of the Office of the Baotou Municipal People’s Government on Issuing Several Measures for Promoting E-commerce Development in Baotou City” (Baofu Ban Fa [2022] No. 122), and other relevant documents, to accelerate the sustained and stable development of the city-wide “Express Delivery to Villages” initiative, and to properly handle the application, acceptance, and disbursement of “Express Delivery to Villages” subsidies to ensure the proper use of funds, these Implementation Rules are hereby formulated in accordance with the actual conditions of our city.

Article 2 The purpose of disbursing “Express Delivery to Villages” fiscal subsidies is to better promote the establishment of a comprehensive three-tier express delivery and logistics service system at the county, township, and village levels throughout the city; to motivate postal and express delivery enterprises; to extend express delivery and logistics services to administrative villages; and to establish a rural and pastoral express delivery and logistics service system that facilitates the two-way flow of consumer goods from urban areas to rural villages and agricultural and livestock products from villages to urban areas, thereby contributing to rural revitalization.

Chapter II Scope and Standards of “Express Delivery to Villages” Subsidies

Article 3 “Express Delivery to Villages” subsidy funds refer to special funds allocated as comprehensive subsidies to postal, express delivery, and third-party logistics enterprises that actually provide “Express Delivery to Villages” delivery services. These subsidies are based on the actual volume of parcels delivered to villages by the enterprise during the period from January 1 to December 31 of each year.

Article 4: “Express Delivery to Villages” Subsidy Standards: For postal, express delivery, and third-party logistics enterprises implementing “Express Delivery to Villages” services, in accordance with principles such as overall break-even within the subsidized area and autonomous sustainable operations, and based on the volume of express deliveries to villages, unit cost, and service coverage area, a subsidy of 0.3 yuan per shipment shall be provided for “Express Delivery to Villages” services in Dameng Banner, Tu Right Banner, and Guyang County;and 0.2 yuan per shipment for such services in Kun District, Qingshan District, Donghe District, Jiuyuan District, the Rare Earth High-Tech Zone, and Shiguai District.

Article 5: The subsidy period for the “Express Delivery to Rural Villages” program shall run from October 1, 2022, to August 29, 2025. Subsequent policies shall be implemented in accordance with relevant requirements from higher authorities.

Chapter III: Application, Review, and Disbursement of Subsidy Funds

Article 6: Eligibility Criteria for Subsidy Claims

(1) The volume of “Express Delivery to Villages” refers to the volume of outbound express parcels where the actual recipient address on the shipping label is a village.

(2) “Express to Villages” parcels must be actually delivered to the village indicated on the recipient’s address.

(3) For parcels delivered to villages through “postal-express cooperation” or third-party enterprise partnerships—i.e., parcels from express companies at the county, district, or sub-district level that are transferred to postal enterprises or third-party enterprises for delivery to villages—the enterprise actually providing the “Express Delivery to Villages” service shall apply for the subsidy; duplicate applications are not permitted.

Article 7: Enterprises applying for subsidy funds shall submit the following materials through a legal entity or branch. Except for electronic data, all materials must be signed by the legal representative (or principal responsible person) and bear the official seal.

(1) Entity Qualifications

A copy of the business license of the applying entity, copies of express delivery business operation permits (Express Delivery Business Operation License, list of branches), and a copy of the ID card of the legal representative (or principal responsible person).

(2) Subsidy Application Materials

1. Three copies of the “Express Delivery to Rural Villages” Subsidy Application Form (including the Commitment Letter).

2. Supporting documentation for “Express Delivery to Rural Villages” shipment volumes. Provide electronic data for the “Express Delivery to Rural Villages” shipment summary table and detailed shipment list. The legal representative (or principal responsible person of the operating enterprise) must review and confirm the data in the shipment summary table, and sign and affix the official seal. The detailed shipment list must be data exported from the business system, and the information must be complete (including tracking number, recipient’s address, recipient’s name, contact number, and time of receipt).

3. For parcels delivered to villages through “Postal-Express Cooperation” or third-party partnerships, the postal enterprise or third-party enterprise must provide proof of the cooperating express brand (letter of authorization or cooperation agreement), as well as electronic data for the summary table of parcel handover lists and detailed parcel lists, both of which must be signed and stamped by both cooperating parties.

4. Provide the bank account number and bank information of the enterprise undertaking the “Express Delivery to Rural Villages” initiative.

Article 8: “Express Delivery to Rural Areas” subsidy funds are ex-post subsidies, and the transportation departments of each flag, county, and district, as well as the Rare Earth High-Tech Zone, are responsible for accepting subsidy applications.

Subsidy funds for January–December 2023: Each enterprise shall submit its “Express Delivery to Rural Villages” subsidy application to the county-level transportation department by August 10, 2024.

Subsidy funds for January–December 2024: Each enterprise shall submit the “Express Delivery to Rural Villages” subsidy application to the county-level transportation department by the end of March 2025.

Subsidies for January 1–August 29, 2025: Enterprises must submit their “Express Delivery to Rural Villages” subsidy applications to the flag/county-level transportation departments by the end of October 2025. The application form (see attachment) must be completed by the enterprise and accompanied by relevant supporting documentation.

Applications submitted by postal, express delivery, or third-party logistics enterprises after the deadline will not be accepted.

Article 9: Upon receipt of the application materials, the county-level transportation department shall conduct a preliminary review of the authenticity and completeness of the materials and submit the preliminary review results to the Municipal Postal Administration within two weeks.

The Municipal Postal Administration, in consultation with the Municipal Transportation Bureau and the Municipal Finance Bureau, shall determine the review procedures and methods, exclude data from “urban villages,” and publish the review results on the official website of the Municipal Postal Administration for five working days. Upon the expiration of the public notice period without objection, the results shall be submitted to the Municipal Government for approval.

Article 10: The transportation departments of each flag, county, and district, as well as the Rare Earth High-Tech Zone, shall request the local finance department to disburse funds based on the subsidy amounts approved by the municipal government. The municipal-level finance department and the flag, county, and district-level departments shall each bear 50% of the “Express Delivery to Villages” subsidy funds. The flag, county, and district-level departments shall disburse the full amount in advance, and at year-end, the municipal government shall provide incentive subsidies to the flag, county, and district-level departments through the institutional settlement process.

Chapter IV: Supervision and Responsibilities

Article 11: Entities applying for subsidy funds shall be responsible for the authenticity of the application materials and must ensure that parcels are delivered to the villages. Any entity failing to fulfill the commitments made in the application materials shall have its eligibility for subsidies revoked.

Article 12: The Municipal Postal Administration and the Municipal Transportation Bureau, in conjunction with the Municipal Finance Bureau, shall conduct full-process supervision and track the effectiveness of the subsidy fund implementation.

Article 13: The Municipal Postal Administration and the flag/county-level transportation departments shall strengthen the supervision of subsidy funds and the oversight of express delivery services to villages. They shall conduct unscheduled inspections of subsidized enterprises. Any instances of “nominal village coverage,” “agreement-based village coverage,” or failure to deliver to the specified addresses within villages discovered during inspections shall be strictly handled in accordance with relevant laws and regulations.

Article 14: For enterprises found to have falsely reported, fraudulently claimed, withheld, or misappropriated fiscal subsidy funds, the subsidy funds shall be immediately recovered, the applicant’s eligibility to apply for subsidies shall be revoked for three years, and penalties shall be imposed in accordance with the law; in serious cases, the matter shall be referred to judicial authorities for handling.

Article 15: These Implementation Rules shall take effect upon issuance and shall be interpreted by the Municipal Postal Administration. Should relevant subsidy policies be adjusted, these Implementation Rules shall be amended accordingly based on actual circumstances.
