To implement the requirements of the “Notice of the General Office of the People’s Government of the Inner Mongolia Autonomous Region on Issuing Several Policy Measures to Promote High-Quality Development of the Dairy Industry” (Nei Zheng Ban Fa [2023] No. 58),in accordance with the work arrangements of the Municipal Party Committee and Municipal Government regarding the construction of a national key agricultural and livestock product production base, and focusing on addressing current issues such as high production costs in the dairy industry, loose links between production and sales, an unreasonable product structure, and low-quality industrial development, we will further increase policy support for the revitalization of the dairy industry, accelerate the transformation and upgrading of the dairy sector, and make every effort to create a new pattern of high-quality development across the entire industrial chain—"from a blade of grass to a glass of milk." Based on the actual conditions of our city, the following policy measures are formulated.
I. Adhere to the principle of “growing for livestock” and integrating crop cultivation with animal husbandry to accelerate the construction of high-quality forage bases. For dairy farms and dairy farmers’ cooperatives in counties, banners, and districts outside the scope of the “grain-to-forage conversion” project that locally store and procure forage such as silage corn, a subsidy of 20 yuan per ton will be provided from the municipal fiscal budget—in addition to the 30 yuan per ton subsidy from the autonomous region—based on a calculation of 5.5 tons per dairy cow.Silage alfalfa and hay will be calculated on a proportional basis, and dairy sheep, dairy camels, and dairy horses will be calculated on a proportional basis. II. Support large-scale dairy farms in conducting production performance testing. For each dairy cow tested by a dairy production performance testing center and for which valid data is uploaded, in addition to the 70 yuan per head subsidy provided by the autonomous region’s finance department, the remaining portion will be jointly covered by the municipal and county-level finance departments. III. Continue to support the development of newly established large-scale dairy farms.For large-scale dairy farms that commenced construction or signed investment agreements after 2019 but prior to the issuance of this policy, and which maintain a herd size of 3,000 head or more (excluding calves), the municipal and banner-level governments will jointly provide a matching subsidy equivalent to 20% of the autonomous region’s subsidy. This is in addition to the autonomous region’s subsidy of 6 million yuan for farms reaching 3,000 head, with an additional 1 million yuan provided for every 500 head increase.The subsidy funds shall primarily be used for the “three utilities and one leveling” (water, electricity, and roads; land leveling), infrastructure construction, equipment procurement, and the development of “digital and intelligent” dairy farms. IV. Subsidies for New Dairy Farms with a Capacity of 300–3,000 Head. For dairy farms with a capacity of 300 head (excluding calves) completed after 2021, the municipal and banner levels will provide a subsidy of 600,000 yuan, with an additional 200,000 yuan granted for every 100 head added.Subsidy funds shall primarily be used for “Three Utilities and One Leveling” projects, manure treatment, infrastructure construction, and equipment procurement at large-scale dairy farms. Subsidy funds will be disbursed once the dairy cattle inventory reaches the subsidy threshold. (Lead Departments: Municipal Agriculture and Animal Husbandry Bureau, Municipal Finance Bureau)
V. Implement matching subsidies for imported high-quality dairy cattle. Subsidies will be provided for imported high-quality dairy cattle voluntarily reported by registered dairy farms (households) and dairy farmer cooperatives within our city; the municipal government will provide a subsidy of 2,000 yuan per head of imported high-quality dairy cattle. VI. Continue to support dairy processing enterprises in expanding processing capacity. Using the previous year’s raw milk processing volume as the baseline, for every additional ton of raw milk processed by an enterprise, the municipal and banner-level governments will provide a matching subsidy of 100 yuan per ton, in addition to the 100 yuan per ton subsidy provided by the autonomous region. VII. Continue to support dairy processing enterprises in fully purchasing milk during the off-season sales period from March to May. For enterprises using raw milk for spray-drying, based on 10% of the purchase volume, in addition to the 500 yuan per ton subsidy provided by the autonomous region, the municipal and banner levels will provide a matching subsidy of 500 yuan per ton. VIII. Continuously provide funding to support technological innovation in the dairy industry. Focus on key technological breakthroughs and the commercialization of research outcomes across the entire dairy industry chain, organizing and implementing science and technology projects through open competition and “challenge-based” initiatives. Support research on key technologies for Sanhe cattle breeding and reproduction, high-yield, stable, and healthy dairy cattle farming techniques, the R&D and application of technologies for grassland ecosystem restoration and conservation,research on forage variety selection and cultivation techniques, research on the processing, utilization, and storage of grass products, research on key technologies for the dairy processing industry and the development of product lines, research on key technologies for the comprehensive utilization of dairy by-products, research and development of processing technologies for local specialty dairy products and standardized production equipment, and the construction of smart farms. IX. The Hulunbuir City Entrepreneurship Park Live Streaming Base will strengthen cooperation with dairy product enterprises and merchants. By providing venue and equipment support, as well as assistance with product display design, promotional data analysis, and operational support, it will comprehensively enhance online sales of dairy products. X. Further Strengthen Financial Support.Implement Hulunbuir City’s incentive policies for enterprise listings to support eligible dairy enterprises in going public; regularly organize financing matchmaking events between government, financial institutions, and enterprises, and encourage financial institutions to innovate financial products and services; advance pilot programs for raw milk price index insurance and explore expanding the scope of coverage; vigorously promote financial products such as guaranteed loans, livestock loans, and silage loans; reasonably determine loan terms for dairy farms; provide medium- to long-term loans at preferential interest rates; and moderately increase risk tolerance for agriculture-related loans.Continue to advance the development of the policy-based agricultural credit guarantee system, enhance financing guarantee capacity, and support government-backed financing guarantee institutions in prioritizing entities within the dairy industry chain with individual loan amounts of 5 million yuan or less. No fees other than guarantee fees shall be charged, and the guarantee fee rate shall, in principle, not exceed 1%. (Lead Department: Municipal Finance Bureau)
XI. Actively promote the policy of “full exemption for brucellosis in dairy cattle where applicable and universal testing for tuberculosis,” and implement the “vaccinate first, reimburse later” policy. Encourage and support large-scale dairy farms across the city to apply for designation as national- or autonomous region-level disease-free farms. The above policies shall take effect from the date of issuance and remain valid until December 31, 2025. The funding for these policies shall be jointly borne by the municipal government and the banners, cities, and districts in accordance with the proportion of fiscal responsibilities. The “Notice of the General Office of the Hulunbuir Municipal People’s Government on Issuing the <Several Policy Measures for Promoting the Revitalization of the Dairy Industry in Hulunbuir City>” (Hulunbuir Government Office Document [2022] No. 40) shall be simultaneously repealed upon the implementation of this policy.
