Administrative Offices of All Leagues, Municipal People’s Governments, Relevant Commissions, Offices, Departments, and Bureaus of the Autonomous Region, and Relevant Enterprises:
To implement the spirit of the “Opinions of the State Council on Promoting High-Quality Development in Inner Mongolia and Striving to Write a New Chapter in Chinese-Style Modernization” (State Council Document [2023] No. 16), and to support the development of the green computing power industry at the Inner Mongolia hub node of the National Integrated Computing Power Network and the Helin格尔 Data Center Cluster (Helin格尔 New Area and Jining Big Data Industrial Park), the following opinions are hereby put forward with the approval of the People’s Government of the Autonomous Region.
I. Optimizing Industrial Layout
(1) New large- and ultra-large-scale data centers (equivalent to 3,000 standard racks or more) shall, in principle, be located within the Helin格尔 Data Center Cluster. The Autonomous Region will provide guidance through designated channels; projects that do not meet the layout requirements will not be eligible for relevant support policies.
(2) With the Helin格尔 Data Center Cluster as the driving force, accelerate the formation of an industrial ecosystem featuring the clustered development of technology R&D, equipment manufacturing, software development, data development and application, and computing power services, thereby promoting the clustered development of upstream and downstream industrial chains.
II. Strengthening Power Supply Guarantees
(3) Strengthen the coordinated integration of computing power industry development plans with power grid development plans and renewable energy plans. Based on the needs of the computing power industry, ensure the appropriate and forward-looking reservation of sites for renewable energy projects and the planning and construction of power grids.
(4) Support data center electricity users in accessing relevant policies in accordance with the "Inner Mongolia Autonomous Region Strategic Emerging Industries Catalog," ensuring the stable maintenance of low-cost electricity rates, with a green electricity proportion of no less than 80%.
(5) Encourage renewable energy power generation enterprises to independently enter into multi-year power purchase agreements with intelligent computing centers, leveraging the cost advantage of renewable energy to reduce corporate electricity expenses.
(6) Building upon existing policies, support data centers in increasing the proportion of green electricity supply and reducing the cost of green electricity delivered to end-users through direct green electricity supply and grid-forming energy storage.
(7) For intelligent computing center projects with a one-time fixed-asset investment of 10 billion yuan or more and a computing capacity exceeding 10,000 P, appropriate guaranteed renewable energy quotas will be allocated upon the project’s completion and commissioning.
III. Promoting Dispatch and Trading
(8) Enhance network interconnection capabilities and data transmission efficiency. Accelerate the improvement of high-speed direct-connection networks between the Helin格尔 data center cluster and various leagues and cities, as well as the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and the three northeastern provinces, ensuring unimpeded high-speed direct access channels.
(9) Encourage enterprises to connect their computing resources to the Helin格尔 Data Center Cluster’s “multi-cloud” computing power monitoring and dispatch platform. Provide an annual reward of up to 2 million yuan, equivalent to 10% of their settlement amount on the platform.
(10) Support enterprises, research institutions, and universities in purchasing and settling for computing resources within the Helin格尔 Data Center Cluster through the cluster’s “multi-cloud” computing power monitoring and scheduling platform. For entities that purchase computing services totaling 1 million yuan or more annually, a reward of up to 2 million yuan will be granted, equivalent to 30% of the actual settlement amount for computing services.
IV. Promoting Green Development
(11) Strengthen the green retrofitting of existing data centers, phase out outdated data centers with an average annual PUE exceeding 1.5 in an orderly manner, and strictly limit the PUE of newly constructed data centers to below 1.2.
(12) Support enterprises in obtaining low-carbon certification for green computing power services, actively explore integrated development models combining green computing power with carbon trading and carbon sinks, and build green computing power brands. Support relevant institutions or enterprises in actively participating in the development of green computing power standards.
V. Strengthening Scientific and Technological Innovation and Talent Development
(13) Guide leading computing power enterprises to establish new R&D institutions. Support enterprises in collaborating with universities and research institutes both within and outside the region to pool innovation resources and tackle key technological challenges in the green computing power industry. Provide a one-time research funding grant of 5 million yuan to newly designated Autonomous Region Technology Innovation Centers in the green computing power sector.
(14) Support enterprises in recruiting leading talents and specialized technical personnel in the big data and software industries. High-level talents recruited shall be entitled to relevant benefits in accordance with the autonomous region’s talent policies. Support enterprises in collaborating with universities and vocational colleges to jointly establish big data or artificial intelligence industry colleges to cultivate high-quality, application-oriented talents.
VI. Expanding Application Scenarios
(15) Vigorously expand application scenarios for green computing power to empower the digital transformation of industries such as manufacturing, transportation, healthcare, education, energy, emergency response, culture and tourism, digital rural development, and social governance. Projects selected as typical cases in the National Data Administration’s “Data Element ×” initiative will receive a one-time reward of up to 2 million yuan.
(16) Promote the establishment of pilot demonstration zones, model enterprises, and model projects for green computing power applications across leagues, cities, industrial parks, and enterprises; select exemplary cases; and publish a catalog of innovative products and solutions in a timely manner. Actively align with computing power demands in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and the three northeastern provinces to implement application scenarios such as “East Data, West Storage,” “East Data, West Computing,” and “East Data, West Training.”
These guidelines shall take effect upon issuance and remain valid for three years.
