In accordance with the requirements of the General Office of the People’s Government of the Autonomous Region’s “Notice on Several Measures to Support the Development of Protected Agriculture and Protected Livestock Farming” (Nei Zheng Ban Fa [2024] No. 4) and the Department of Agriculture and Animal Husbandry of the Autonomous Region’s “Three-Year Action Plan for the Upgrading of Protected Agriculture in the Inner Mongolia Autonomous Region (2023–2025)” (Nei Nong Mu Zhi Zhi Fa [2023] No. 563), and in order to further promote the high-quality development of modern protected agriculture in our league and enhance the comprehensive support capabilities for protected agriculture,and taking into account the actual conditions of our league, this plan is hereby formulated.

I. General Requirements

(1) Work Approach. Focusing closely on the high-quality development of modern facility crop production and enhancing the supply capacity of the “vegetable basket,” we will adhere to the principles of “resource intensification and conservation, innovation-driven development, green and circular production, and diversified market entities.” We will simultaneously advance the “Three Integrations” (giving equal emphasis to layout optimization and structural upgrading, pursuing incremental development alongside the renovation of existing facilities, and combining increased investment with institutional innovation),adhering to the “Three Modernizations” (scaling up, park-based development, and industrialization) development philosophy. We will accelerate the implementation of a series of key projects in modern facility-based crop cultivation, optimize industrial layout, and improve facilities and equipment. Priority support will be given to three types of entities—households, enterprises, and cooperatives—and through the three models of “construction, renovation, and upgrading,” we will advance the construction of “one greenhouse and two facilities” (plastic greenhouses, solar greenhouses,large-scale intelligent multi-span greenhouses), enhance the “Five Modernizations” (intensification, standardization, mechanization, greening, and digitization) of facility agriculture, strengthen risk resilience, increase farmers’ income, and accelerate the establishment of a modern facility crop farming development framework characterized by scientific layout, land conservation, smart efficiency, green safety, and robust safeguards.

(2) Objectives and Targets. From 2024 to 2025, the league will add 1,700 mu of new facility agriculture; renovate and repair 300 mu of outdated facilities; cultivate 4 leading agricultural industrialization enterprises at various levels; introduce 2 national-level leading enterprises; create 4 agricultural product brands; establish 5 facility crop cooperatives; train 4 vegetable industry brokers; and increase the storage capacity of on-site cold storage facilities for agricultural products to 7,000 tons.

(III) Implementation Principles

1. Promote as a unified system; implement on a large scale. Each flag, county, city (district) shall take townships as the basic unit to support the construction of high-standard solar greenhouses and plastic greenhouses in facility farming parks of a certain scale, and to renovate and upgrade old solar greenhouses and plastic greenhouses.

2. Voluntary Participation and Diversified Investment. All flags, counties, cities (and districts) must make every effort to secure national and autonomous region subsidy funds and financial policy support, coordinate funds through multiple channels, and actively guide business entities and farmers to voluntarily invest in construction and renovation. Priority support should be given to facility-based farming parks that utilize saline-alkali land and wasteland for the construction of new solar greenhouses and plastic greenhouses.

3. Resource Conservation and Efficient Utilization. All flags, counties, cities (and districts) must scientifically and reasonably plan the layout of agricultural facility construction and transform and upgrade models based on local water resources and arable land conditions. They should increase production capacity through new construction and tap into actual production potential through renovation and upgrading.

4. Standardized Construction and Green Development. Priority support will be given to the construction of new, machine-friendly greenhouses and plastic tunnels that have been proven effective in production and make efficient use of land. Efforts will be made to accelerate the transition of modern facility-based crop production toward green production methods. Production models that conserve water, land, and inputs will be vigorously promoted. By further enhancing supporting intelligent and information-based equipment, land use efficiency and output efficiency will be improved.

II. Optimizing Layout

Fully leveraging advantages such as “significant diurnal temperature variation, long hours of sunshine, rich cultivation experience, and mature, advanced technology,” we will focus on Taopusi Banner, Duolun County, Zhenglan Banner, and Sunite Right Banner to develop fruit, vegetable, and leafy vegetable production. This will supplement local vegetable supply, ensure food security, and concurrently promote the production of specialty high-value crops such as edible fungi;Focusing on Zhengxiangbai Banner, we will promote standardized cultivation of watermelons and cantaloupes to improve yield and quality, establishing a high-quality, specialized production base for greenhouse fruits and vegetables; In densely populated areas such as Taopusi Banner, Duolun County, and Xilinhot City, we will develop leisure picking and cultural tourism, guiding the development of green fruit tree cultivation to increase farming income.

III. Key Tasks

(1) Renovating and Upgrading Old Greenhouses and Plastic Greenhouses

1. Construction Objectives. Focusing on Duolun County, Zhengxiangbai Banner, and Xilinhot City, we will comprehensively advance the renovation of outdated and inefficient facilities in accordance with the requirements of addressing shortcomings, strengthening weak areas, and raising standards.From 2024 to 2025, the league will prioritize the renovation and repair of 300 mu of outdated facilities, with 150 mu to be renovated in 2024 and 150 mu in 2025.

2. Implementation Details. In accordance with the production needs of modern greenhouses, with the goal of facilitating mechanized operations and guided by the principles of energy conservation and precise environmental control, we will accelerate the “upgrading” of outdated and inefficient greenhouse facilities. This will further enhance winter heat retention and insulation capabilities, enabling safe overwintering production and year-round high-efficiency production, thereby improving output efficiency and increasing crop revenue.Through methods such as rebuilding on-site, partial renovation, land consolidation, and equipment upgrades, we will address the issues of low walls, small spans, low roof frames, short rear slopes, and shallow roof angles in old solar greenhouses—which result in poor light collection, heat retention, and insulation—and carry out comprehensive upgrades;By applying new materials and greenhouse designs, installing additional insulation equipment, replacing with high-efficiency insulation blankets, and retrofitting walls for improved thermal storage, thermal insulation is enhanced, thereby increasing production efficiency; by adding intelligent control equipment such as automatic film-rolling ventilation systems and water-fertilizer integration systems, as well as automated operational equipment like small sprayers and logistics transport vehicles, the mechanization and intelligence levels of the facilities are elevated.

(2) Construction of New High-Standard Solar Greenhouses and Plastic Greenhouses

1. Construction Objectives. Focus on constructing new greenhouses and plastic greenhouses in the urban-rural fringe areas of Taopusi Banner, Duolun County, Zhenglan Banner, and Xilinhot City, as well as in towns, villages, and hamlets with convenient transportation. From 2024 to 2025, 1,700 mu will be newly constructed, including 500 mu in 2024 and 1,200 mu in 2025.

2. Implementation Details. Taking into comprehensive consideration factors such as wind and snow resistance, structural stability, service life, and suitability for mechanization, different types of greenhouse structures will be selected based on local conditions to fully utilize the open space between greenhouses and improve land utilization efficiency. Technical measures such as multi-layer plastic film covering will be adopted to achieve a multi-cropping cultivation model that extends the growing season by starting earlier in spring and continuing later into autumn. This will extend the product supply period, increase output and economic benefits per unit area, and enhance production efficiency.Promote the construction of high-standard, prefabricated solar greenhouses and large-span, multi-source heat-storage plastic greenhouses with excellent heat retention and insulation properties; promote new composite insulated wall systems to improve thermal insulation and heat storage performance; promote prefabricated hot-dip galvanized steel frame structures to enhance facility safety, expand production workspace, and improve light transmission, insulation, and heat storage performance, thereby achieving year-round high-efficiency production.Achieve new breakthroughs in mechanized, standardized, digitized, and intelligent facility-based cultivation (see Appendix 1 for construction and material standards).

IV. Implementation Steps

(1) Preparation Phase (March–April). Complete site selection, planning and design, land transfer, and land use approval and filing. Procure greenhouse construction materials, including steel frames, greenhouse film, insulation blankets, and water-fertilizer integration equipment.

(2) Construction Phase (May–June). Complete the foundation construction of the greenhouses and ensure supporting infrastructure—including ditches, roads, wells, and electricity—is fully in place.

(3) Production Phase (July–November). Organize experts to provide technical services during critical production stages. Guide operators in agricultural production and resolve practical production issues.

(IV) Acceptance Phase (October–December).The agricultural science and technology bureaus of the project’s flag, county, city (district) levels shall organize relevant departments and personnel to conduct on-site inspections and acceptance of the greenhouses and plastic tunnels constructed by the project entities. Upon passing acceptance and following a public notice period with no objections, the results shall be reported to the League Agriculture and Animal Husbandry Bureau (Rural Revitalization Bureau). The League Agriculture and Animal Husbandry Bureau (Rural Revitalization Bureau) shall organize relevant departments and personnel to conduct re-examination and spot checks in accordance with the requirements of the Autonomous Region Department of Agriculture and Animal Husbandry. Concurrently, annual project work summaries and performance evaluations shall be completed.

V. Support Measures

(1) Clarify Responsibilities and Division of Labor. The League Agriculture and Animal Husbandry Bureau (Rural Revitalization Bureau) is responsible for overall coordination, implementation, and regular monitoring of progress. The people’s governments (administrative committees) of each flag, county, city (district) shall refine work measures, coordinate relevant departments to provide support in areas such as land approval for facility agriculture and animal husbandry and investment promotion, ensure the effective implementation of all measures, and actively guide various business entities to participate in the development of modern facility crop cultivation.

(2) Implement Support Policies. In accordance with the requirements of the Notice on Several Measures to Support the Development of Facility Agriculture and Facility Animal Husbandry (Nei Zheng Ban Fa [2024] No. 4) issued by the General Office of the People’s Government of the Autonomous Region, construction subsidies shall be provided for new projects involving ordinary solar greenhouses of 500 mu or more, plastic cold frames of 1,000 mu or more, single-unit smart greenhouses of 50 mu or more, and the concentrated renovation of ordinary solar greenhouses covering 1,000 mu or more.Financial mortgage loans shall be provided against agricultural facility property rights certificates and operating rights certificates. Interest subsidies shall be implemented for financial loans used for investments in modern facility agriculture infrastructure and fixed-asset equipment, with the subsidy rate not exceeding 90% of the Loan Prime Rate (LPR) for the same period and tier published by the People’s Bank of China, and not exceeding 3%.All flags, counties, cities (and districts) shall implement these support measures in accordance with local conditions, fully utilize project funds for developing new forms of collective economy in rural and pastoral areas, consolidating and expanding the achievements of poverty alleviation, and Beijing-Inner Mongolia cooperation, and encourage and guide social capital to participate in facility-based cultivation investments through various support mechanisms such as fiscal, financial, and insurance measures.

(3) Strengthen scientific and technological services. In townships with well-developed facility agriculture, select a group of model households to establish demonstration bases for the promotion and training of scientific and technological research suitable for local production models. These bases should showcase high-quality, high-yield varieties and green, high-yield technologies; demonstrate and promote standardized cultivation techniques for green quality improvement and efficiency enhancement; vigorously promote mechanized operations and cultivation models suitable for machinery; popularize green pest and disease control technologies; and improve and perfect product quality traceability systems.Agricultural and animal husbandry departments at the league and banner levels will organize expert technical service teams to conduct mobile supervision and guidance in key areas during critical production seasons.

(4) Cultivating Production and Management Entities. Emphasize the leading role of “households, enterprises, and cooperatives.” Promote a diversified investment mechanism led by these entities to establish a modern, high-efficiency model for facility agriculture that is guided by government policies and funding, supported by key investments from households, enterprises, and cooperatives, and backed by financial and insurance safeguards. While fostering leading enterprises, strengthen support for farmer cooperatives engaged in vegetable production and marketing, improve mechanisms for linking and supporting farmers, and drive the development of small-scale farmers.Promote agricultural social service organizations to provide comprehensive, multi-stage services covering greenhouse design and development, facility equipment operation and maintenance, high-quality seed breeding and promotion, and unified green pest control. Support and guide the formation of agricultural industrialization consortia led by leading enterprises, with family farms and farmer cooperatives following suit and the broad base of farmers participating, to integrate industry resources, enhance standardized production across the entire industrial chain, and drive the upgrading of modern facility-based crop cultivation.

(5) Strengthen brand development.Strengthen the cultivation of brands in facility-based agriculture and enhance quality control. Focusing on specialty agricultural products such as “Xingyao Town Watermelons,” vigorously develop brand-oriented agriculture to solidify the foundation of agricultural brand building. Promote “Three Products and One Standard” certification to create regional public brands with distinctive characteristics and unique features, and cultivate well-known and specialty brands that are of high quality, widely recognized, and hold a significant market share. Make full use of various exhibitions and online e-commerce platforms to promote branded products and expand brand awareness.

(6) Strengthen Publicity and Guidance.Make full use of media channels such as the internet, television, newspapers, and new media to publicize and report on exemplary cases that lead the way in improving the quality and efficiency of facility-based agriculture and increasing farmers’ incomes. Identify and promote best practices in facility-based agriculture, and showcase a group of distinctive model demonstration zones. At key junctures, organize on-site observation and training sessions for large-scale growers, new types of agricultural operators, and enterprises to stimulate the enthusiasm of new operators for developing facility-based agriculture and foster a favorable environment for the high-quality development of the sector.

Xilingol League Special Project for the Development of Modern Protected Livestock Farming

Implementation Plan (2024–2025)


To fully promote the scaled, standardized, and industrialized development of the livestock industry and accelerate the pace of transformation and upgrading of the league’s livestock sector, this plan is formulated in accordance with the requirements of the “Implementation Plan for the Modern Facility Livestock Construction Special Project of the Inner Mongolia Autonomous Region (2024–2025)” and in light of the actual conditions of our league.

I. General Requirements

(1) Guiding Principles.Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of General Secretary Xi Jinping’s important instructions on Inner Mongolia’s work. Taking the consolidation of the Chinese national community consciousness as the main thread, we will adhere to the principle of prioritizing ecology and organically integrating production with ecological conservation. We will focus on fundamentally resolving the issue of overgrazing on the grasslands, with the fundamental objective of improving livestock production conditions and increasing the income of farmers and herders. We will vigorously develop large-scale, intensive, mechanized, and intelligent livestock farming, apply advanced livestock facilities, equipment, and management technologies, and promote the functional integration and process convergence of livestock facilities and equipment,accelerate the establishment of a high-quality, high-efficiency livestock and poultry facility farming system, and form a new development pattern for facility-based animal husbandry characterized by high output efficiency, product safety, resource conservation, environmental friendliness, and effective regulation, thereby continuously enhancing the capacity to ensure a safe and stable supply of livestock products.

(2) Development Goals. Taking the resolution of the "overgrazing" issue on grasslands as the entry point, and relying on policy support and project funding, we will establish the "Ten-Hundred-Thousand" Beef and Sheep Industry Demonstration and Leadership Project, focusing on the construction of 10 industrial parks, 100 beef and sheep breeding zones, and 1,000 standardized family farms.By 2025, we aim to establish 3 model farms for high-efficiency, intensive beef cattle farming, 3 model farms for high-efficiency, intensive sheep farming, and 6 dairy farms with herds of 1,000 head or more; the area under artificial grass cultivation will reach 1.4 million mu; the utilization rate of crop straw for feed will be stabilized at over 60%; the mechanization rate of livestock farming will reach over 50%; and the proportion of facility-based livestock farming will reach over 78%.The levels of scale, mechanization, and smart technology in the livestock sector will be significantly enhanced; supporting facilities, equipment, and technologies will be further improved; and the comprehensive production capacity and supply security of the livestock industry will be further strengthened.

II. Optimizing Industrial Layout

(1) Beef Cattle. The beef cattle industry will focus on establishing high-quality, purebred beef cattle production belts in the southern regions, desert areas, and major river basins, primarily featuring Simmental cattle supplemented by Angus and Charolais breeds. Efforts will be made to achieve the goals of large-scale farming, deep processing, market expansion, and industrial chain extension, while continuously expanding the breeding population of Huaxi cattle and accelerating the construction of Huaxi cattle breeding bases.

(2) Meat Sheep. The meat sheep industry will focus on establishing the “Xilingol Sheep Chinese Characteristic Agricultural and Livestock Products Advantage Zone” in the central-northern and western regions, forming a Ujumqin sheep industry base centered on Dong Ujumqin Banner, Xi Ujumqin Banner, Wulagai Administrative District, Xilinhot City, and Abaga Banner;a Sunite sheep industry base centered on Sunite Left Banner and Sunite Right Banner; a Chahar sheep industry base centered on Xianghuang Banner, Zhengxiangbai Banner, and Zhenglan Banner; and a meat sheep economic crossbreeding and fattening industry base centered on state-owned agricultural and pastoral farms in Xilinhot City and the Ulagai Administrative District.

(3) Dairy Cattle. Focusing on Zhenglan Banner, Zhengxiangbai Banner, Xianghuang Banner, Xilinhot City, Abaga Banner, and other counties and cities, accelerate the development of dual-purpose Simmental cattle and establish green and organic milk production bases;Focusing on large and medium-sized dairy farming enterprises, develop Holstein and Jersey cattle in accordance with local conditions to form high-standard, high-quality milk source bases primarily in Xilinhot City, Zhenglan Banner, Xianghuang Banner, and Duolun County.

(4) Horses. Focus on Abaga Banner, Xilinhot City, Dongwu Zhumuqin Banner, Xiwu Zhumuqin Banner, and Sunite Left Banner to establish mare’s milk production bases. Support the construction and renovation of stables and facilities, establish small and medium-sized mare’s milk production enterprises and small workshops, and promote the development of the tsog (mare’s milk) industry.

(5) Camels. Focusing on Sunite Left Banner and Sunite Right Banner, support the construction of camel breeding bases, upgrade breeding sheds, forage processing, and milking facilities and equipment, accelerate the development of large-scale breeding operations, and enhance the intensification, scale, and standardization of dairy camel breeding. Explore the development of a camel industry centered on the processing of milk, meat, and wool.

(6) Forage. Focusing on Dongwu Zhumuqin Banner, Xiwu Zhumuqin Banner, Wulagai Administrative District, Xilinhot City, and Abaga Banner, we will develop contiguous, large-scale natural forage pastures;Focusing on Taipu Si Banner, Zhengxiangbai Banner, and Zhenglan Banner, develop shrub forage resources, increase efforts in silage and straw harvesting and storage, and attract large and medium-sized enterprises to achieve deep processing of total mixed rations (TMR).Focusing on Sunite Left Banner and Sunite Right Banner, the initiative will emphasize the collection, blending, processing, distribution, and sales of complete mixed rations (CMR) to meet the needs of enterprises, cooperatives, and herders for the scientific utilization of forage.

III. Construction Content

(1) Strengthen the construction of livestock farming infrastructure and equipment. In pastoral areas, adopt a “grazing plus supplementary feeding plus moderate-scale” farming model; in semi-agricultural and semi-pastoral areas, adopt a “stall feeding plus semi-stall feeding” model; and in agricultural areas, adopt a “year-round stall feeding” combined farming model. Support livestock farmers (and farms) in improving infrastructure, equipping standardized production facilities, and upgrading outdated facilities and equipment.We will intensify the integration of project funds and increase investment through multiple channels to support livestock farmers (and farms) in constructing and improving standardized barns and pens commensurate with their scale of operations. We will implement policies for subsidies on the purchase and application of agricultural machinery, focusing on key aspects of livestock farming to accelerate the mechanization of feeding, watering, restraint systems, barn cleaning, manure treatment, and resource utilization.From 2024 to 2025, the league will construct more than 200,000 square meters of new standardized heated sheds annually.

(2) Enhance forage supply capacity. First, regarding natural pasture expansion, implement restoration projects for natural grazing lands to boost their yield, ensuring the area remains stable at 30 million mu and the yield stays above 2 billion kilograms. Second, regarding forage cultivation, focus on increasing forage production.Adhering to the principle of “integrating crop cultivation with animal husbandry, planting for livestock, and promoting livestock through planting,” we will optimize the forage crop structure and encourage the use of general farmland, degraded pastures, sandy land, and saline-alkali land to grow high-quality forage crops such as Caragana and sheepgrass, thereby precisely improving the quality and yield of cultivated forage.Third, regarding forage development, we will encourage leading enterprises to innovate processing technologies—such as Caragana grass powder, grass pellets, fermented feed, and shredded forage—to comprehensively improve the quality and yield of Caragana feed. Fourth, regarding processed forage, we will promote cost reduction and efficiency gains to ensure herders truly benefit. We will gradually guide farmers and herders to use total mixed rations (TMR) to lower forage costs, and make every effort to ensure that large and medium-sized centralized collection, blending, and distribution centers for TMR achieve near-complete coverage across all banners and counties.Fifth, regarding forage trading, we will coordinate the intensive utilization of forage resources.We will strengthen the construction of three-tier forage reserve warehouses at the banner/county, sumu/township, and gacha/village levels, fully leverage the advantages of the three-tier distribution service network, and enhance socialized service functions. We will achieve the comprehensive promotion of scientific feeding practices and fully establish an effective supply system for nutritionally balanced forage and feed. By 2025, we aim to construct six banner/county-level forage reserve warehouses and 85 small-to-medium-sized TMR processing plants and distribution centers, processing 40,000 tons of Caragana feed.

(3) Promote moderate-scale livestock farming in pastoral areas. Cultivate herding households with per capita pasture areas of 2,000 mu or more to develop modern family-run ranches; guide herding households with per capita pasture areas between 1,000 and 2,000 mu to integrate pasture resources and production materials to establish joint-household ranches;encourage herding households with less than 1,000 mu of pasture per capita to contribute production factors such as pasture, livestock, and capital as equity to establish shareholding cooperatives, thereby gradually achieving large-scale, standardized livestock farming. Support the transformation of family-run ranches into smart ranches, and promote the integration and coordination of artificial intelligence, the Internet of Things, and big data systems. By 2025, 1,000 modern family-run ranches will be established, with smart ranches accounting for more than 20% of the total.

(IV) Promote the construction of high-efficiency, intensive beef and sheep farms. Consolidate our league’s status as a national production base for major high-quality livestock products; establish a group of model farms for improving the quality and efficiency of beef and sheep production; attract social capital to participate in the beef and sheep industry; enhance farming efficiency; promote the scaling up and standardization of the industry as well as product competitiveness; and strengthen beef and sheep production and supply security.Priority support will be given to the construction of high-efficiency, intensive breeding farms with a capacity of 300 or more beef cattle and 10,000 or more sheep. This support will focus on upgrading the level of facility infrastructure in areas such as livestock housing, forage harvesting, storage, and processing, precision feeding, environmental control, and manure treatment. We will explore and promote integrated technical models for intensive breeding and promote complete sets of technical equipment compatible with these farming models.By 2025, three high-efficiency, intensive beef and sheep farms and 85 beef and sheep contract farming bases will be established, achieving full coverage of all sumus and towns (townships) within the league.

(5) Establish smart dairy farms. Guided by the principles of cost reduction, quality improvement, and intelligent efficiency, accelerate the digitization and intelligent management of dairy farming. Promote modern, intensive dairy farming models tailored to local climate, resource conditions, and farming characteristics, thereby demonstrating and driving high-quality development in the dairy industry.Priority support will be provided for the digital, intelligent, and eco-friendly upgrading of newly constructed or renovated dairy farms, equipping them with digital facilities and equipment such as automatic barn sprinklers, environmental control systems, disease prevention and control measures, precision feeding systems, and automatic milking systems.construction of facilities and procurement of equipment for the cultivation, harvesting, processing, and storage of high-quality forage and feed; the promotion and application of high-standard facilities and equipment for the resource utilization of manure and wastewater; the informatization and intelligent upgrading of milking facilities and equipment; and the provision of facilities and equipment for raw milk quality inspection and testing, as well as cold-chain storage and transportation. By 2025, four new standardized smart dairy farms with a capacity of 1,000 head or more will be established.

(6) Refining Specialty Industries. Adhering to the principle of adapting to local conditions, we will develop appropriately scaled breeding farms for horses, camels, and alpacas. Regarding the horse industry, we will gradually shift away from “disparate, extensive, and inefficient” breeding methods. Relying on policy support and project funding, we will prioritize support for the large-scale, intensive, and mechanized development of dairy horse operations to extend production cycles, reduce labor costs, and improve breeding efficiency, thereby increasing mare’s milk production and promoting the development of the mare’s milk industry;For the camel industry, we will prioritize the construction of supporting facilities such as breeding sheds and feed storage sheds, expand the scale of high-quality breeding herds, establish large-scale dairy camel breeding bases, and foster the development of a camel industry centered on milk, meat, and wool;Regarding the alpaca industry, we will continue to expand the construction of the Sunite Left Banner alpaca industry base. Using a “base plus herders” development model, we will foster “Grassland Alpaca” breeding cooperatives, gradually expand breeding scale, enable more herders to participate in the alpaca industry, enhance the industry’s capacity to drive economic growth, develop high-end alpaca bio-industries, effectively increase industrial value, and open up new ecological income channels for the Sunite Grasslands.By 2025, 70 new large-scale dairy horse farms and 15 camel breeding bases with over 300 camels each will be established, and 1–2 alpaca cooperatives will be fostered.

(7) Promote the Construction of Livestock Breeding Parks. In semi-agricultural and semi-pastoral areas and grazing-restricted zones (such as the Hunsandak shifting sand dunes), implement stall-feeding and pen-rearing methods. Promote the development of large-scale facility-based livestock farming through the centralized breeding park model. Concentrate on the construction of supporting facilities such as sheds, pens, and hay storage warehouses. Adopt a management approach featuring unified administration, centralized disease prevention, and individual household rearing to facilitate the transition from extensive production and management to high-efficiency, intensive operations.In accordance with the principles of “economy, practicality, and adapting to local conditions,” and with full respect for the wishes of farmers and herders, establish livestock-human separation breeding zones based on natural villages for centralized rearing. Improve operational mechanisms and management systems to enhance the level of intensification. By 2025, 60 beef cattle breeding zones and 40 sheep breeding zones will be established.

(8) Accelerate the construction of modern livestock industrial parks. Plan agriculture and animal husbandry with an industrial mindset, leveraging the driving force of industrial integration projects such as industrial clusters, industry-strong towns, and industrial parks to rationally layout the construction of modern livestock industrial parks and promote the clustering of industrial development.Develop deep processing of livestock products, with a focus on central kitchens and pre-packaged meals, and promote the comprehensive processing and utilization of by-products such as hides, fur, bones, and offal. Banners, counties, sumus, and townships should establish specialized industrial parks centered on meat and dairy processing based on local conditions, while gachas and villages should build workshops for processing traditional beef, mutton, and dairy products. By 2025, five modern industrial parks each for dairy cattle, beef cattle, and sheep will be established.

IV. Support Measures

(1) Strengthen Organizational Leadership. Establish a special task force for the development of facility-based livestock farming in Xilingol League to coordinate planning, decision-making, and the orderly advancement of the sector. All flags, counties, cities (and districts) shall adopt a problem-oriented, goal-oriented, and results-oriented approach, placing the promotion of high-quality livestock development on their key agendas. They shall conduct thorough research and planning, strengthen coordination, refine objectives and tasks, concretize implementation measures, ensure the effective organization and execution of plans, and drive the completion of all assigned tasks.

(2) Strengthen Policy Support. Actively seek financial support from government funds, guide social capital to participate in the development of modern facility-based livestock farming, and encourage farmers and herders to undertake infrastructure construction through “workfare” programs. Implement support policies such as subsidies for the purchase and use of agricultural machinery, livestock industry development, and animal disease prevention and control, and ensure effective integration between the development of modern facility-based livestock farming and existing support policies.

(3) Strengthen land use guarantees. Strictly enforce regulations on the expropriation and occupation of grassland and agricultural facility land; ensure land for livestock and poultry farming facilities in accordance with laws and regulations; strengthen coordination with national spatial planning; allocate land for livestock and poultry farming based on planning; and provide support regarding the scope, site selection, and land use standards for such facilities to reasonably ensure land availability. Land designated for livestock and poultry farming shall be managed as agricultural land.

(4) Strengthen scientific and technological support.Strengthen cooperation with universities, research institutions, and relevant enterprises both within and outside the region. Focus on the entire industrial chain and high-quality development to prioritize scientific and technological demonstrations and the commercialization of research outcomes. Support livestock enterprises in collaborating with universities and research institutions to develop and commercialize technologies such as high-quality breed propagation, cultivation and processing of premium forage, efficient livestock farming, and the resource utilization of manure and wastewater. Cultivate a scientific and technological talent pool by actively recruiting high-level talent and teams, strengthening the training of practical technical personnel and management professionals, and expanding the local talent pool serving various business entities.

(5) Strengthen Financial Support. Implement national financial policies for rural revitalization and agricultural support, fully leverage the credit-guiding role of monetary policy tools such as the People’s Bank of China’s agricultural re-lending program, and continuously provide low-interest credit funds for the economic development of rural and pastoral areas. Effectively implement the “Work Plan for Financial Support of High-Quality Development in the Livestock Industry” issued by the General Office of the Ministry of Agriculture and Rural Affairs and the Office of the Agricultural Bank of China, as well as relevant policy measures at the autonomous region and league levels to support high-quality development in agriculture and animal husbandry.

(6) Strengthen Publicity and Guidance. Identify, summarize, and promote a selection of advanced, efficient, and practical model cases in facility-based livestock farming. Utilize various channels, including traditional and new media, and organize on-site observation sessions and exchange seminars to widely publicize new technologies, new models, and effective practices. Use these exemplary cases to drive the overall improvement of facility-based livestock farming across the league.
