To earnestly implement the requirements set forth in the “Opinions of the Central Committee of the Communist Party of China and the State Council on Learning from and Applying the Experience of the ‘Thousand Village Demonstration, Ten Thousand Village Improvement’ Project to Vigorously and Effectively Advance Comprehensive Rural Revitalization” (Zhongfa [2024] No. 1) regarding the “implementation of a new round of initiatives to integrate rural-to-urban migrants into urban society,” the following work plan is formulated in light of our city’s actual conditions.
I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee, and thoroughly carry out General Secretary Xi Jinping’s important expositions on “agriculture, rural areas, and farmers” as well as his important instructions regarding Inner Mongolia.loyally implement General Secretary Xi Jinping’s important instructions to Baotou regarding “one innovation and three realizations,” firmly grasp the main thread of work to forge a strong sense of the Chinese national community, implement a new round of the urbanization initiative for rural migrant populations, focus on enhancing the quality of urbanization for agricultural and pastoral migrants, promote the equalization of basic public services, and continuously improve the sense of belonging and fulfillment among rural and pastoral residents who have moved to the city.
II. Key Tasks
(1) Improve the policy framework for housing security, basic education, and basic living assistance to enhance the appeal of urbanization for rural migrants
1. Actively expand housing security channels for rural migrants
(1) Adjust the scope of beneficiaries for public rental housing as stipulated in the current “Notice of the General Office of the Baotou Municipal People’s Government on Issuing the Implementation Rules for the Management Measures of Public Rental Housing in Baotou (Revised)” (Baofu Ban Fa [2016] No. 222), to include eligible groups of rural and pastoral migrants with housing difficulties—such as migrant workers holding local household registration—within the scope of public rental housing beneficiaries.
(2) Adjust the scope of beneficiaries for public rental housing subsidies as stipulated in the current “Notice of the General Office of the Baotou Municipal People’s Government on Issuing the Implementation Plan for Accelerating Public Rental Housing Subsidies in Baotou” (Baofu Ban Fa [2023] No. 36), to include eligible rural migrant families with local household registration who face housing difficulties, such as those working in the city, within the scope of public rental housing subsidy coverage.
(3) Explore and optimize housing security policies for rural-to-urban migrant populations. Rural-to-urban migrants who secure employment at units participating in the housing provident fund system shall contribute to and utilize the fund according to the standards for regular employees of such units; those who have not established an employment relationship with a unit may voluntarily participate in the pilot policy for the housing provident fund system as flexible workers.Agricultural and pastoral migrants participating in the housing provident fund system shall enjoy the same rights to use housing provident funds as regular employees of the unit when purchasing or renting housing, thereby promoting the improvement of their living conditions.

2. Optimize the Mechanism for Ensuring Equal Educational Opportunities for Children of Migrant Farmers and Herders
(1) In accordance with the requirements of the “2024 Baotou City Guidelines for Compulsory Education Enrollment,” ensure the enrollment of children of migrant workers. For children of migrant workers without local household registration, enrollment shall be arranged in a coordinated manner primarily based on the “Residence Permit.”Comprehensively review and eliminate non-compliant requirements regarding proof of enrollment and time limits for the children of rural migrants moving to urban areas; proof of the absence of guardianship at the place of household registration shall not be required. Ensure that rural left-behind children, orphans, children effectively without parental care, and school-age children from families that have been lifted out of poverty enroll in school on time.
(2) Strengthen efforts to prevent school dropouts and ensure school attendance by implementing Baotou’s “Ten Systems” for dropout prevention. Effectively enhance migrant workers’ legal awareness and sense of responsibility regarding ensuring their children complete compulsory education. Utilize the student registration management system to establish a database for dropout prevention and attendance monitoring, create records for students suspected of dropping out, and implement a dynamic monitoring mechanism based on a “one student, one case” approach to achieve the goals of dropout prevention and attendance assurance.

3. Strengthen Basic Living Assistance for Rural Migrants
(1) Strengthen the minimum living security for rural and pastoral residents moving to the city. Any rural or pastoral resident with Baotou household registration who has resided in a non-registered area of the city for more than one year and has a fixed residence may apply for minimum living security at their place of residence.
(2) Strengthen temporary assistance for rural and pastoral residents in urban areas. Remove restrictions on applying based on place of household registration or residence, fully implement the provision of temporary assistance directly at the location where the emergency occurs, and increase support for rural and pastoral residents in urban areas who face temporary hardships.
(3) Gradually narrow the gap between urban and rural minimum living security standards and assistance standards for individuals in extreme poverty.

(II) Strengthen existing support policies for rural-to-urban migrants and improve service and security levels
1. Meet the household registration needs of rural and pastoral migrants
(1) Fully lift restrictions on urban household registration to achieve zero-threshold registration. Adhering to the principle of registering permanent residence at the actual place of residence, individuals working, residing, and living in our city may apply for urban household registration according to their own wishes, without being subject to restrictions such as age, marital status, participation in urban social insurance, or housing size.
(2) Encourage rural-to-urban migrants to register for urban residency and increase the urbanization rate of the registered population. For individuals with rural or pastoral household registration who reside and live in urban areas, applications for urban residency submitted by the applicant, their spouse, children, grandchildren (including step-grandchildren), and parents of both spouses shall be processed directly by the local police station at the place of relocation, without restrictions based on land contracts or other conditions.
(3) Diverse options for household registration addresses will be provided. Individuals registering in our city may select their household registration address based on the type of documentation provided. Those with a legal and stable residence may register at that address; those without a specific address—such as those renting private housing—may register under a community collective household.

2. Accelerate the Implementation of the Residence Permit System
(1) Simplify the conditions and procedures for obtaining a residence permit. Citizens who leave their place of permanent residence and reside in another city for more than six months may apply for a residence permit at the local police station in their place of residence if they meet one of the following conditions: having a legal and stable residence, legal and stable employment, or continuous enrollment in an educational institution. Applicants must provide proof of address, proof of employment, proof of enrollment, and their resident ID card.
(2) Clarify that holders of residence permits are entitled to the following conveniences in accordance with relevant national regulations: applying for entry-exit documents, renewing or replacing resident ID cards, registering motor vehicles, applying for driver’s licenses, registering for various examinations, and other related services.
(3) Establish WeChat groups for service management of non-local residents, open expedited processing channels, and implement appointment systems. Utilize non-working hours to conduct centralized, on-site processing for mobile populations, thereby genuinely achieving benefits, convenience, and public service. Leverage the district-wide “Internet+Residence Permit” platform to enable “online processing and one-stop service” for five residence permit-related services.

3. Safeguarding the Legitimate Rights and Interests of Rural Migrants Who Have Settled in Urban Areas
(1) The rural land contract management rights, rights to the distribution of collective income, rights to use homestead land and ownership of structures thereon, as well as the derived rights to land expropriation compensation and eligibility for agricultural subsidies currently enjoyed by rural-to-urban migrants shall remain unchanged after their household registration is transferred to urban areas, in accordance with laws and regulations.
(2) Deepen the reform of the collective property rights system in rural and pastoral areas, steadily develop new forms of rural and pastoral collective economy, strengthen the supervision and management of collective assets, improve methods for the distribution of income, explore specific measures for farmers who have settled in urban areas to voluntarily and with compensation relinquish their rights to the distribution of collective income in accordance with the law, and effectively safeguard the rights of such farmers to the distribution of collective income.
(3) Implement the provisions of the "Implementing Regulations of the Land Management Law of the People’s Republic of China," including the stipulation that "withdrawing residential land use rights shall not be a condition for rural villagers to settle in urban areas." Focus on ensuring housing, curbing unauthorized construction, and revitalizing idle land; promote the clarification of residential land rights; and encourage rural collective economic organizations and their members to revitalize and utilize their idle residential land and vacant housing.
(4) Advance pilot programs for the entry of rural collective commercial construction land into the market, and complete the pilot tasks in Jiuyuan District and Dameng Banner by 2024. Revitalize existing rural construction land, explore institutional mechanisms for the entry of rural collective commercial construction land into the market that ensure “equal rights for the same land, smooth circulation, and shared benefits,” build a unified urban-rural construction land market, and safeguard the legitimate rights and interests of farmers.

4. Strictly Implement the Pension Insurance System for Migrant Farmers and Herders
(1) Any urban or rural resident with local household registration who is at least 16 years of age (excluding students), is not an employee of a state organ or public institution, and is not covered by the basic pension insurance system for employees may voluntarily enroll in the program at the labor and social security office in their place of household registration. In addition to individual contributions, various organizations will be encouraged and supported to provide contribution subsidies to enrollees.
(2) The retirement age for receiving benefits under the urban and rural residents’ pension insurance scheme is uniformly set at 60 years old.

5. Improving the Quality of Medical and Health Services for Rural Migrants
(1) The household registration requirement for basic medical insurance enrollment will be abolished. Rural and pastoral residents moving to urban areas may enroll in the city’s Urban and Rural Residents’ Basic Medical Insurance or Urban Employees’ Basic Medical Insurance in accordance with regulations, thereby enjoying the protection of the “three-tier system” comprising basic medical insurance, critical illness insurance, and medical assistance, which progressively reduces the medical cost burden on insured individuals.
(2) Rural and pastoral residents who have enrolled in our city’s basic medical insurance may seek medical treatment at nearby community health service centers, sumu (township) health clinics, community health service stations, or gacha village health clinics that have signed medical insurance contracts in their residential areas, and enjoy the corresponding medical insurance benefits.
(3) All migrant residents who have resided in our city for more than six months are eligible to receive equitable basic public health services at primary healthcare institutions.

(3) Strengthen support for employment and entrepreneurship to promote steady income growth among rural and pastoral migrants
1. Provide subsidized vocational skills training to rural and pastoral workers who are willing and able to work, to improve the skill levels of the rural and pastoral labor force seeking employment and to promote the transfer of rural and pastoral labor to urban areas.
2. Encourage employers to hire workers; provide social insurance subsidies to those who prioritize the employment of individuals facing employment difficulties.
3. Provide startup guarantee loans and interest subsidies to eligible farmers starting their own businesses and returning migrant workers engaged in entrepreneurship.

III. Support Measures
(1) Strengthen Organizational Leadership.We will earnestly implement the Central Committee’s strategic deployment on advancing new-type urbanization and carrying out a new round of actions to integrate rural-to-urban migrants into urban society. We will resolutely incorporate General Secretary Xi Jinping’s important directives regarding Inner Mongolia and his specific instructions for Baotou—namely, “one innovation and three realizations”—throughout the entire process of promoting the integration of agricultural and pastoral migrants into urban society. We will strengthen the organizational leadership of the governments of all flags, counties, and districts, as well as the Management Committee of the Rare Earth High-Tech Zone, in advancing this initiative, and will study and resolve difficulties and issues encountered in the work.
(2) Strengthen Coordination and Cooperation. Improve the work promotion mechanism whereby all departments work in concert and flags, counties, and districts carry out specific implementation. Conduct regular progress reviews, plan and deploy key tasks, and resolve specific issues. All flags, counties, districts, the Rare Earth High-Tech Zone, and relevant departments must refine work measures in accordance with their assigned tasks, implement ledger-based management, and ensure the full implementation of all tasks.
(3) Strengthen Resource Allocation. All flags, counties, districts, the Rare Earth High-Tech Zone, and relevant departments must increase investment and resource allocation for the urbanization of agricultural and pastoral migrants. They must strengthen the allocation of policies, funds, and personnel to ensure that all policies are fully implemented, funding is adequately secured, and personnel are effectively deployed.
(4) Strengthen Oversight and Implementation. The effectiveness of the urbanization of agricultural and pastoral migrants will be incorporated into the key supervision and inspection items for the Rural Revitalization Strategy. The Municipal Government Office will regularly inspect and report on the progress and outcomes of work in the flags, counties, districts, and departments to ensure tangible results are achieved.
