Measures for Revitalizing the Wool Industry in Chifeng City

To implement the spirit of the “Opinions of the People’s Government of the Inner Mongolia Autonomous Region on Revitalizing the Cashmere Industry” (Nei Zheng Fa [2013] No. 74) and advance the implementation of the “Action Plan for High-Quality Development of the Cashmere Processing Industry in Chifeng City (2023–2025),”to boost production, expand herds, and improve the quality of high-quality cashmere goats; to establish breeding and farming bases for high-quality cashmere goats; to build a cashmere industry cluster in Eastern Inner Mongolia; and to promote the high-quality development of the wool and cashmere industry. Based on the actual conditions of our city, the following policy measures are formulated.

I. Accelerating the Cashmere Goat Breed Improvement Project

(1) Strengthen Breed Selection and Breeding. Enhance the construction of high-quality cashmere goat breeding bases and improve breeding innovation capabilities. Provide 400,000 yuan in support to each national-level conservation area, conservation farm, core breeding farm, and autonomous region-level core breeding farm. For entities engaged in cashmere goat breeding that are successfully cultivated and have their breeding lines recognized at the national level, a one-time reward of 200,000 yuan will be granted for each new breeding line.Support the expansion of high-quality Han Shan White Cashmere Goats. Utilizing rural revitalization transition funds, a reward of 2,000 yuan will be provided for each lamb successfully bred through embryo transfer from donor goats with a fiber fineness of 14.5 microns or less, provided the pedigree records are complete. (2) Enhance the supply capacity of high-quality breeds. Intensify efforts to protect and promote the Hanshan White Cashmere Goat. Encourage banners, counties, and districts to establish or expand breeding farms for high-quality Hanshan White Cashmere Goats. A one-time subsidy of 500,000 yuan will be provided to each breeding farm that successfully raises 50 or more high-quality breeding rams annually (with a fiber fineness of 14.5 microns or less and a fleece yield of 0.6 kilograms or more).(Responsible Units: Municipal Agriculture and Animal Husbandry Bureau, Finance Bureau)

(3) Strengthen the promotion of high-quality breeds. Conduct production performance evaluations, promote the development of a high-quality breeding system, and further refine and revitalize high-quality populations.For farms (households) with a breeding stock of 30 or more female goats, provide appropriate subsidies for the purchase of high-quality Han Shan white cashmere buck goats. The cashmere fiber fineness of the bucks must be 14.5 microns or less. The subsidy standard will be determined by the agriculture and animal husbandry and finance departments of the banners, counties, and districts based on market assessments; in principle, the subsidy per buck shall not exceed 3,000 yuan. (IV) Strengthen Animal Disease Prevention and Supervision. Enhance mandatory vaccination and animal health supervision for cashmere goats, and standardize quarantine procedures. Utilize rural revitalization transition funds to provide a one-time grant of 2 million yuan to “National-Level Brucellosis-Free Goat Farms” for the construction of facilities and equipment related to animal disease prevention, control, and eradication, thereby safeguarding the healthy development of breeding farms. II. Vigorously Promote Technological Innovation and Standardized Production

(5) Strengthen research on technologies to improve the quality and efficiency of cashmere goats. Relying on the Autonomous Region’s Major Agricultural Technology Collaborative Promotion Project, conduct research, integration, demonstration, promotion, and innovative application of key technologies to enhance the quality and efficiency of cashmere goats.Establish three core herds—dual-purpose (meat and cashmere), fine-cashmere, and high-reproduction—and utilize techniques such as artificial insemination and embryo transfer to breed high-quality Hanshan White Cashmere Goats, while intensifying the selection and breeding efforts for this specific breed.Establish a chain-based extension service model comprising “experts + agricultural technicians + demonstration bases + demonstration entities + farmers and herders.” Conduct technical extension and training on cashmere goat breeding, artificial insemination, and embryo transfer, and promote technologies for improving the quality and increasing the production of cashmere goats. (6) Encourage technological upgrading and innovation. Encourage enterprises engaged in the deep processing of wool and cash crops to cluster in industrial parks. Support enterprises in upgrading equipment, improving processes, and conducting product R&D, while optimizing the tiered product mix of high-, medium-, and low-end products. Prioritize support for leading processing enterprises to introduce advanced technologies and world-class processing equipment to enhance combing standards and deep processing capabilities.For enterprises that achieve annual main business revenue of 160 million yuan or more starting in 2024 and obtain loans from financial institutions approved by national financial regulatory authorities for the construction or upgrading of agricultural and livestock product deep-processing projects, interest subsidies of up to 3 million yuan per year will be provided at an interest rate of 70% of the one-year Loan Prime Rate (LPR), not exceeding 2%.Innovative small and medium-sized cashmere enterprises, “specialized, refined, distinctive, and new” small and medium-sized cashmere enterprises, and “Little Giant” cashmere enterprises recognized by the autonomous region will be granted one-time rewards of 200,000 yuan, 500,000 yuan, and 1 million yuan, respectively. Support will be provided for the recruitment of high-level talent, including preferential treatment for enterprises in talent recruitment policies and the enhancement of R&D conditions, and reward funds will be provided for high-level scientific research talent recruited and cultivated by enterprises.(Responsible Units: Municipal Bureau of Agriculture and Animal Husbandry, Bureau of Science and Technology, Bureau of Industry and Information Technology, Bureau of Finance, Bureau of Human Resources and Social Security)

(7) Accelerate the construction of standardized breeding farms. Guide farmers and herders to develop cashmere goat breeding at an appropriate scale. Encourage all flags, counties, and districts to integrate funding from various levels and agricultural and pastoral funds to prioritize support for the renovation and upgrading of infrastructure at breeding farms (households), improve feed processing and automation equipment, and promote the creation of standardized demonstration projects.During the 14th Five-Year Plan period, establish 20 high-quality, standardized large-scale cashmere goat farms in core production areas (with a livestock inventory of 500 or more, where goats weighing 25 kg or more and with a cashmere fineness of 14.5 microns or less account for over 60% of the herd). Coordinate rural revitalization transition funds to provide a one-time reward of 50,000 yuan to large-scale farms that meet the standards.Interest subsidies will be provided for loans related to eligible modern facility-based livestock projects. The cumulative subsidy shall not exceed 90% of the Loan Prime Rate (LPR) for the same period and category published by the People’s Bank of China, nor shall it exceed a 3% loan interest rate (if the actual interest rate is lower than the LPR, the actual rate shall apply). Annual interest subsidy funds for a single entity shall not exceed 2 million yuan.Specific subsidy standards shall be implemented in accordance with the "Notice on Issuing the Special Work Plan for Loan Interest Subsidies for Modern Facility Agriculture and Animal Husbandry Construction in the Inner Mongolia Autonomous Region" (Nei Nong Ji Cai Fa [2023] No. 630) issued by the Department of Agriculture and Animal Husbandry and the Department of Finance of the Autonomous Region, and the "Notice of the General Office of the People’s Government of the Inner Mongolia Autonomous Region on Issuing Several Measures to Support the Development of Facility Agriculture and Facility Animal Husbandry" (Nei Zheng Ban Fa [2024] No. 4).For eligible farmers and agricultural production and operation organizations in qualified banners, counties, and districts, additional subsidies from the autonomous region’s fiscal funds will be provided on top of the fixed subsidies from the central government for the purchase of livestock-related machinery such as hay rakes, total mixed ration (TMR) mixers, and manure removal machines. III. Enhancing the Capacity to Ensure Forage Supply

(8) Strengthen the procurement and storage of forage and feed. For entities such as large-scale livestock farms (households), enterprises, farmers’ and herders’ professional cooperatives, and specialized forage procurement and storage service organizations, subsidies will be provided for the procurement and storage of high-quality forage, primarily whole-plant silage corn, supplemented by alfalfa,feed oats, and feed sorghum, as well as local specialty forage varieties that are widely used and well-accepted by farms (households). Utilize the central government’s “Grain-to-Forage” pilot project to provide subsidies for forage procurement and storage, with a subsidy of no less than 50 yuan per ton, distributed on a “store first, subsidize later” basis. The subsidy scale shall be determined based on the procurement and storage targets for the “Grain-to-Forage” pilot project allocated to our city by the Autonomous Region Department of Agriculture and Animal Husbandry for the current year.(Responsible Units: Municipal Bureau of Agriculture and Animal Husbandry, Municipal Finance Bureau)

(9) Encourage large-scale cultivation of forage oats, sheepgrass, and alfalfa. Adhere to the principle of land use based on water availability and proceed in accordance with water resources. Through forage oat, sheepgrass, and alfalfa cultivation projects, provide a subsidy of 70 yuan per mu for standardized forage oat fields of 300 mu or more that are relatively concentrated, contiguous, and meet acceptance standards;For sheepgrass fields with standardized cultivation covering 200 mu or more in relatively concentrated and contiguous areas that pass inspection, a subsidy of 1,000 yuan per mu will be provided over three years: 400 yuan in the first year, 300 yuan in the second year, and 300 yuan in the third year;For alfalfa fields with standardized cultivation covering 500 acres or more in relatively concentrated and contiguous areas that pass inspection, a subsidy of 1,000 yuan per acre will be provided over three years based on one reasonable growth cycle, with 600 yuan in the first year, 200 yuan in the second year, and 200 yuan in the third year. IV. Comprehensively Promote Industrialized Operations

(10) Cultivating and Strengthening New Types of Business Entities.For eligible model agricultural and pastoral cooperatives and federations at the county level or above engaged in cashmere goat breeding, as well as model family farms, to improve production conditions, apply advanced technologies, carry out large-scale, green, standardized, and intensive production, or purchase equipment for primary processing, sorting, storage, and marketing, and construct facilities for cleaning, packaging, and warehousing, funds from agricultural and pastoral cooperatives and rural revitalization linkage funds will be integrated to provide financial incentives through a “build first, then receive subsidy” approach.The incentive funds for farmers’ and herders’ professional cooperatives shall not exceed 50% of the total project investment, and the incentive funds for a single cooperative shall, in principle, not exceed 300,000 yuan; for family farms utilizing project funds, the subsidy for a single family farm shall not exceed 100,000 yuan. Cooperatives and family farms that have received project subsidies in the past three years shall, in principle, no longer be eligible for incentives under similar projects. (11) Vigorously develop socialized services. Relying on the city-wide initiative to build and upgrade the modern livestock industry socialized service system, we will foster and strengthen socialized service organizations, enhance industry guidance, and establish service standards and norms tailored to local conditions.Support the expansion of socialized services, extending the scope from in-process services such as contract breeding and management to pre-production and post-production stages. Provide farmers with socialized services including animal disease prevention, livestock and poultry breeding improvement, and cashmere shearing to help small-scale farmers reduce costs, increase production, and improve quality and efficiency. (12) Support cashmere processing enterprises in conducting cashmere procurement and stockpiling. Implement an interest subsidy policy for cashmere procurement and stockpiling. Provide support to enterprises for the procurement and stockpiling of high-quality cashmere produced within the Inner Mongolia Autonomous Region with a fiber fineness of 16 microns or less, at a subsidy rate of 330,000 yuan per 100 tons of raw cashmere procured. The scale of the subsidy shall be implemented in accordance with the Autonomous Region’s annual cashmere procurement and stockpiling interest subsidy project implementation plan.Encourage farms (households) to grade and process cashmere, promote direct collaboration between herders and processing enterprises to reduce intermediary steps, and encourage cashmere processing enterprises to purchase high-quality products at premium prices. (13) Strengthen brand development. Encourage certification and registration for green foods, organic products, and renowned, distinctive, high-quality, and innovative agricultural products. Certified and registered products will be eligible for subsidies in accordance with the “Notice of the General Office of the Chifeng Municipal People’s Government on Issuing the ‘Measures for Subsidies for the Certification (Registration) of High-Quality Agricultural and Livestock Products in Chifeng City’” (Chifeng Government Office Document [2023] No. 43).Support brand development by establishing comprehensive strategies and promotional campaigns for regional, corporate, and product brands. Leverage platforms such as international agricultural trade fairs and green agricultural and livestock product expositions to widely promote these brands and expand their influence. Support the promotion of cashmere products as “Chifeng Good Gifts” to foster the integrated development of the cashmere industry with culture and tourism. (14) Innovate mechanisms for linking farmers’ interests. Encourage leading enterprises in cashmere processing and slaughtering to purchase cashmere and cashmere goats through guaranteed-price contracts, thereby stabilizing sales channels for both “cashmere and meat.” Promote the “enterprise + cooperative + family farm + farming household” breeding model and innovate mechanisms for linking the interests of farmers, herders, and enterprises. Enterprises should enable farmers to share in the value-added benefits of the industrial chain through measures such as profit sharing.(Responsible Units: Municipal Agriculture and Animal Husbandry Bureau, Municipal Commerce Bureau)

(15) Strengthen Financial Support. Encourage and guide financial institutions to innovate financial products and service models, increase credit support for the cashmere industry, and address the difficulties in obtaining loans faced by seed companies, large-scale breeding farms (households), and specialized cooperatives.Explore the establishment of insurance services for cashmere goats to enhance insurance coverage. Encourage government-backed financing guarantee institutions to provide loan guarantee services to farms (households) and leading processing enterprises that meet relevant policy requirements to support their expansion and reproduction. Explore the use of rural revitalization transition funds to subsidize guarantee fees and reduce guarantee rates. V. Supplementary Provisions

(16) After the implementation of this policy, if the state or the autonomous region issues separate regulations, those regulations shall prevail.

(17) The Chifeng Municipal Bureau of Agriculture and Animal Husbandry and the Municipal Finance Bureau shall be responsible for interpreting the content of these policy measures.
