Article 1 In order to promote the implementation of the strategy of strengthening the country with talents and the strategy of innovation-driven development, cultivate new kinetic energy for development, accelerate the transformation of scientific and technological achievements, and attract high-tech projects and outstanding talents to invest and start businesses in Hohhot Overseas Educated Personnel Pioneer Park, the State Council has issued a set of regulations based on the Opinions of the State Council on Promoting the High-quality Development of Innovation and Entrepreneurship and Creating an Upgraded Version of "Shuangchuang" (Guofa [ 2018] No. 32), "Ministry of Science and Technology on the Management Measures of Science and Technology Business Incubator" (State Science and Technology Development Zone [2018] No. 300), "Overseas Educated Personnel Pioneer Park Construction and Service Specifications" (LD/T), "Overseas Educated Personnel Pioneer Park Construction and Service Specifications" (LD/T). 01-2021), Administrative Measures for the Construction of National Demonstration Bases for Entrepreneurship and Innovation of Small and Micro Enterprises (Ministry of Industry and Information Technology, Enterprise 〔2016〕 No. 194), and combined with the actual situation of Hohhot Overseas Educated Personnel Pioneer Park (hereinafter referred to as "OEP"), the present administrative measures are formulated.
Second, Hohhot Overseas Educated Personnel Pioneering Service Center (hereinafter referred to as "the Center") is the management and service organization of the Park, which is subordinate to Ruyi Area of Hohhot Economic and Technological Development Zone, including but not limited to the main building of the Pioneering Building, the secondary building and other actual management and effective use of the facilities, in accordance with the national level Hohhot Overseas Educated Personnel Entrepreneurship Park, State-level Science and Technology Business Incubator, and National Small and Microenterprise Entrepreneurship and Innovation Demonstration Base operation and management mode, to provide guidance, management and services to the resident enterprises, and to coordinate with the supervision and management of market, taxation and other departments for the supervision and management of their business activities.
Article 3 Through the business incubation chain, the Park mainly takes science and technology-based entrepreneurial enterprises as its service objects, focuses on the growth needs of enterprises, gathers all kinds of elemental resources, promotes the development of science and technology innovation and creates the atmosphere of entrepreneurship, provides business premises, shared facilities, business counseling, technical consulting, investment and financing, and resource docking services, reduces the cost of the enterprises, improves the survival rate of the enterprises, promotes the growth of the enterprises, and drives the employment by entrepreneurship, and stimulates the vigor of innovation and entrepreneurship in the whole society. Stimulate the vitality of innovation and entrepreneurship in the whole society.
Article 4 The Reunion Park provides the following services for the resident enterprises:
(1) Provide the resident enterprises with business license, bank account opening and other formalities assistance services.
(b) guidance to assist enterprises to declare various types of support funds at all levels of projects, and strive for financial support.
(3) help enterprises to carry out technology appraisal, achievement awards, information dissemination, market promotion and technology contract recognition and registration services.
(d) Provide a financing platform for entrepreneurial enterprises, assisting them in financing, providing information and other services.
(v) Introducing scientific and technological intermediary service organizations to provide enterprises with services such as project consulting, guarantee, legal, accounting and tax services.
(vi) Setting up a team of entrepreneurial mentors to provide enterprises with training services such as strengthening risk awareness, financial and tax management, human resource management, marketing management, SME entrepreneurship management, investment and financing, and intellectual property management.
(7) It organizes training, exchange, negotiation, exhibition, talent recruitment and other activities for the resident enterprises, and promotes business cooperation among them.
(viii) Provide industrial acceleration services for the graduated enterprises, cultivate reserve forces for the industrial development of the Economic Development Zone, and promote the advantageous industries to extend and supplement the chain and strengthen the chain.
(ix) Setting up innovation and entrepreneurship investment funds, providing enterprises with corresponding financial services, and facilitating the rapid development of enterprises.

Article 5 Enterprises are categorized into three types: A, B and C.
Type A enterprises refer to those enterprises whose registered place and main R&D and office place are within the premises of the Reunion Park, and which are directly engaged in the R&D, production, sales and other business activities of high-tech products, or those enterprises founded by overseas students who have returned to their home countries with their patents, scientific research achievements and proprietary technologies. The following conditions shall be met:
(1) Enterprises whose business and tax registration address is outside the scope of the Park shall complete the registration or complete the change of address within three months after being admitted to the Park;
(2) Enterprises have the ability to engage in the development and production of high-tech products or projects with independent intellectual property rights, and the projects or products have high technological level, good prospects for industrialization, high market potential, good economic benefits, and are in line with the national, national, and local standards and regulations, and are in line with the national and international standards. (ii) the enterprise has the ability to engage in the development and production of high-tech products or products with independent intellectual property rights, the project or product has a high level of technology, good prospects for industrialization, market potential, good economic benefits, in line with the state, the autonomous region and the city's industrial development policies and environmental protection requirements;
(iii) with the ability to research and development, the enterprise's technology research and development personnel accounted for more than 20% of total employees. The number of college degree or above accounted for more than 50% of the total number of employees in the year;
(d) Overseas educated persons to establish enterprises in principle by the overseas students as legal representatives of the enterprise and hold no less than 10% of the equity stake, or the natural person of the enterprise's first major shareholder is an overseas student, or the enterprise shareholders in the shareholders of the shareholders of the overseas students hold no less than 30% of the equity stake in total.
Type B enterprises refer to all kinds of R&D organizations and innovation carriers established independently or jointly with scientific research institutes and local governments. The following conditions shall be met:
(1) all kinds of innovation carriers (including incubators at all levels and national filing space for crowds) recognized by the departments of science and technology, industry and information, development and reform, organization and human society;
(2) academicians' expert workstations and post-doctoral workstations recognized by the relevant departments for filing;
(3) all kinds of innovation platforms and scientific research institutes jointly constructed with universities and scientific research institutes inside and outside of the region. Innovation platforms and scientific research institutions.
Type C enterprises refer to those enterprises or organizations that cooperate with the Reunion Park and have relevant qualifications to provide the Park with public services such as science and technology, finance, law, talents, enterprise management and investment attraction, etc. The following conditions shall be met:

(1) Intermediary service institutions: enterprises or institutions that have received business licenses and whose main business content is to provide technical consulting, intellectual property affairs, legal, financial and auditing services, etc.
(2) Innovative and entrepreneurial investment institutions: entrepreneurial (risk) investment enterprises registered in accordance with the provisions of the National Interim Measures for the Administration of Venture Investment Enterprises and enterprises or institutions that mainly provide financial services for the resident enterprises;
(iii) Cultural and Creative Enterprises: service-oriented enterprises or institutions of cultural and creative design, development and other services that are registered by the market supervision and management and other departments and have a certain scale and strength.
(iv) Industry associations related to the leading industries: social groups such as enterprises or entrepreneurs' associations with a certain scale and influence in the related industries.
Article 6: Enterprises and projects conforming to the dominant industries in the Economic Development Zone shall be given priority for settlement under the same conditions, and groups of related enterprises in the upstream and downstream industrial chains shall be given priority for settlement.
Article VII Entry Procedures
(1) Application Procedure:
Class A and B (enterprises, R&D institutions, etc.) need to submit a written application for entry into the zone, which will be accepted by the Industry Promotion Section of Overseas Educated Personnel Entrepreneurship Service Center, and then be submitted to the center meeting for agreement after the preliminary examination of materials, inspection and evaluation by the Industry Promotion Section, and then signing an agreement on the entry into the zone with the projects and enterprises that are qualified to enter into the zone.
Type C enterprises need to submit a written application for admission to the public service platform, which will be accepted by the Project Management Section of Overseas Educated Personnel Entrepreneurship Service Center, and then submitted to the center's meeting for agreement after preliminary examination of the materials, inspection and evaluation by the Project Management Section, and then signing a service agreement with the enterprises or social groups that meet the conditions for admission.
(2) materials to be submitted for admission:
1. business plan or feasibility study report of the enterprise or project, the company's three-year development plan;
2. notice of pre-approval of the enterprise name, the established enterprise to provide a copy of the business license, the social groups need to be provided to the copy of the organization code certificate;
3. proof of study abroad students. Certification of academic degrees of overseas students, passports and visas of overseas students (only for overseas students enterprise requirements);
4. Legal representative ID card, a copy of academic certificates and personal work resume;
5. Entrepreneurial team members list, a copy of academic certificates, the main work experience, and their respective achievements in the entrepreneurial process and the title;
6. Project Sources and amount of funding, funding plan;
7. Certificates related to intellectual property rights, professional recognition, awards, etc.
8. Commitment to the authenticity of the materials;
9. Other relevant supporting materials.
(3) For admission procedures:
1. Class A and B enterprises to enter the incubation and stay in the park signed the "Hohhot Overseas Educated Personnel Entrepreneurship Park Entry Agreement", clear conditions for entry, the content of the service, the rights and obligations of both parties, breach of contract, etc., the incubation period is generally not more than 4 years, the technology field of biomedicine, modern agriculture, integrated circuits of the enterprise incubation period is not more than 5 years, in the incubation of the enterprise to enter the center based on the size of the enterprise, number of personnel, etc. to provide When the incubatees move in, the center will provide them with a site based on the size of the enterprise and the number of staff.
2. Class C enterprises enter the public service platform and stay in the park signed the "Agreement on the Entry of Public Service Institutions", the service period is generally three years, the center based on the size of the service unit, the number of personnel, etc. to provide workstations, there are special site requirements of the unit with reference to the A class of enterprises to handle the entry.
Article VIII Preferential Policies
(1) Overseas students and various types of high-level talent stationed in the Hohhot Overseas Educated Personnel Pioneering Park leading entrepreneurship, to enjoy the country, autonomous region and Hohhot Municipal Government on the innovation and entrepreneurship-related preferential policies, but also to enjoy the same time, the Hohhot Economic and Technological Development Zone, the Hohhot Economic and Technological Development Zone, the preferential policies for investment and high-quality development, the national-level Hohhot Overseas Educated Personnel Pioneering Park, Science and technology business incubator, small and microenterprise entrepreneurship and innovation demonstration base preferential policies.
(2) Preferential policies on rent: Qualified incubatees shall enjoy preferential policies on housing rent, which shall be reduced by RMB 1 yuan/square meter/day (excluding other expenses such as property), and their housing rental costs shall be calculated according to the floor area. Incubated enterprises (Class A) can enjoy the above policies, in addition to the annual assessment of the "excellent" enterprises, but also enjoy the assessment of the period of office space rent all the way back to the incentive policy.
(3) enterprises that have set up and obtained the recognition of key laboratories, engineering (technology) research centers and enterprise technology centers at or above the autonomous region level in the Reunion Park will be given a one-time reward of RMB 200,000 yuan.
(4) Enterprises registered in the Reunification Park with annual research and development expenditures higher than 5 million yuan of the "four" enterprises will be given an annual incentive of 50,000 yuan.
(v) For the first time recognized national record of the crowd creation space, a one-time award of 100,000 yuan will be given.
(vi) Enterprises registered in the Reunion Park will be awarded 5,000 yuan per piece of invention patent authorized by the State Intellectual Property Department during the period of residence.
(7) Enterprises registered in the Re-creation Park will be given a one-time reward of 100,000 yuan if they are recognized as national high-tech enterprises during the period of residence, and a one-time reward of 30,000 yuan if they are filed as national science and technology-based small and medium-sized enterprises for two consecutive years.
(viii) Enterprises residing in the Park shall be entitled to free use of meeting rooms, business premises and other supporting facilities in the Park, and enjoy free consulting services provided by the science and technology intermediary service organizations residing in the Park.
Article 9: The resident enterprises shall provide statistical data to the center and accept the assessment and evaluation of the center, and the specific assessment and evaluation methods shall be separately stipulated.
Article X: The Center for International Students' Entrepreneurship Service Center implements the access and exit mechanism for enterprises:
(1) For Class A enterprises, annual assessment and evaluation shall be conducted, and enterprises failing to pass the assessment for two consecutive years shall be withdrawn from the Center, and the graduation conditions of the incubated enterprises shall be implemented with reference to the management methods of the state-level scientific and technological business incubators.
(2) The dynamic monitoring and management of Class B and C enterprises will be carried out, and innovation platforms and public service organizations that have low service level and do not carry out substantial business will be withdrawn from the program.
(3) Enterprises residing in the Staying Innovation Park that violate the admission agreement and related regulations causing adverse effects, hinder the progress of national unity or hinder the casting of a firm sense of community of the Chinese nation, the rent during the period of admission will be calculated according to the market price and refunded within the time limit, and the enterprises maliciously defaulting on the related expenses will be pursued for the relevant legal responsibilities, and the executors will be included in the blacklist of the science and technology credit system.
Article 11: If the incubation period of Class A enterprises fails to meet the graduation conditions, they will be handled as follows:
(1) Enterprises that have good market prospects during the incubation period and have been awarded the grade of "excellent" can, upon application by the enterprises, enjoy the acceleration service that extends the period of residence by two years to help transform the scientific and technological achievements.
(2) If the incubation project or enterprise fails to achieve the expected goals, the R&D capability is insufficient, the industrialization effect is not obvious, and there are difficulties in further incubation, the project or enterprise will be regarded as an incubation failure, and the incubation will be terminated and the withdrawal process will be carried out.
Article XII Supplementary Provisions
(1) Hohhot Economic and Technological Development Zone shall provide special support policies for the major projects residing in the Park on a case-by-case basis.
(2) The Overseas Educated Personnel Preneurship Service Center may, according to the document "Preferential Policies of Hohhot Economic and Technological Development Zone for Promoting High-quality Development of Investment Promotion" and in accordance with the relevant procedures, honor the preferential policies for the qualified enterprises in the Park.
(C) the same type of enterprises in the economic and technological development zone can refer to the implementation of the relevant preferential policies.
Article 13 These Measures shall be interpreted by Hohhot Overseas Educated Personnel Preneurship Service Center.
Article XIV These Measures shall be implemented from the date of publication for a trial period of two years.
