To fully, accurately, and comprehensively implement the new development philosophy, accelerate the advancement of new industrialization, thoroughly implement the “Strengthening the Capital” initiative, continuously promote the optimization and upgrading of the industrial structure, and foster the high-end, intelligent, and green development of our city’s manufacturing sector, the following policy measures have been formulated.
I. Promoting the High-End Development of Industries
(1) Supporting the Development of Advanced Manufacturing Industrial Clusters. We will foster the “Six Major Industrial Clusters” to develop into national and autonomous region-level advanced manufacturing industrial clusters. For major projects within these clusters aimed at extending, supplementing, and strengthening industrial chains, interest subsidies equivalent to 30% of the actual loan interest will be provided, with a maximum of 1 million yuan per project per year, for a consecutive period of three years. A one-time award of up to 3 million yuan will be granted to projects newly designated as national-level (Ministry of Industry and Information Technology) pilot or demonstration projects.
(2) Supporting the Upgrading of Industrial Enterprises. Enterprises included in the statistics for large-scale industrial enterprises for the first time will receive a “scale-up” reward of 600,000 yuan, disbursed over three years in installments of 100,000, 200,000, and 300,000 yuan, respectively. No reward will be granted if the enterprise is removed from the statistics during this period or re-enters the statistics.Industrial enterprises that achieve new annual output values of 5 billion yuan or more, 3 billion yuan or more, 1 billion yuan or more, and 500 million yuan or more will be granted one-time rewards of 3 million yuan, 2 million yuan, 1 million yuan, and 500,000 yuan, respectively.
(3) Supporting Enterprises in Enhancing Core Competitiveness. Newly recognized national-level and autonomous region-level manufacturing innovation centers will receive one-time rewards of 8 million yuan and 3 million yuan, respectively. Newly recognized autonomous region-level technological innovation demonstration enterprises will receive a one-time reward of 500,000 yuan. For ongoing projects involving the industrialization of scientific and technological achievements, a one-time subsidy equivalent to 20% of the investment amount will be provided, with a maximum of 5 million yuan per project.National-level “Specialized, Refined, Unique, and Innovative” (“Little Giant”) enterprises and manufacturing single-champion enterprises relocating to the city will receive one-time rewards of 500,000 yuan and 1 million yuan, respectively. High-quality small and medium-sized enterprises (SMEs) participating in the Ministry of Industry and Information Technology’s (MIIT) “Integration and Development of Large, Medium, and Small Enterprises” initiative and selected for the “Challenge List” will receive a one-time reward of 100,000 yuan.
(4) Support the clustering and intensive development of industrial parks. Annual assessments will be conducted to evaluate the high-quality development of industrial parks across the city. Based on the results of these assessments, the top three development zones in the city will receive special funding support for investment promotion and service capacity enhancement in the amounts of 5 million yuan, 3 million yuan, and 2 million yuan, respectively.
II. Promoting the Intelligent Development of Industries
(1) Support for Digital Infrastructure Construction. For projects undertaken by basic telecommunications operators to build external networks for industrial internet enterprises or high-quality network infrastructure in key industrial parks in accordance with the city’s 5G construction plan, a one-time subsidy of 30% of the actual completed investment will be provided, with a maximum of 5 million yuan per project.
(2) Supporting Industrial Digital Transformation. For enterprise projects involving the construction and renovation of industrial internet infrastructure or the innovative integration of new technologies with the real economy, a one-time grant equivalent to 20% of the actual completed investment will be provided, with a maximum of 3 million yuan per project.
(3) Support for Enterprise Digital and Intelligent Transformation. For projects implemented by enterprises involving automation and digital transformation, a one-time grant of 20% of the actual completed investment will be provided, with a maximum of 3 million yuan per project. Enterprises listed on the Hohhot Municipal Digital Transformation System Solution Provider List will receive a one-time reward of 300,000 yuan.Enterprises listed in the National Catalog of First-of-a-Kind Major Technical Equipment and First Batch of New Materials Products, or those recognized as the Autonomous Region’s First-of-a-Kind Technical Equipment and First Batch of New Materials Products, shall receive one-time rewards of 1 million yuan and 300,000 yuan per product, respectively.
III. Promoting Green Industrial Development
(1) Support for Green and Low-Carbon Infrastructure Projects. Enterprises that conduct voluntary clean production audits and pass the acceptance inspection will receive a one-time subsidy of up to 100,000 yuan based on actual audit costs. Industrial parks that establish national or autonomous region-level demonstration projects—such as green parks, water-saving parks, low-carbon parks, zero-carbon parks, or circular economy transformation projects—will receive one-time rewards of 1 million yuan and 500,000 yuan, respectively.
(2) Supporting Energy Conservation and Comprehensive Resource Utilization. Projects that undergo technological upgrades by adopting advanced and applicable energy-saving, carbon-reduction, water-saving processes, technologies, equipment, or digital solutions shall receive a one-time subsidy of up to 3 million yuan, calculated at a rate of 300 yuan per ton of standard coal for energy savings and 10 yuan per ton for water savings.For new or expanded projects involving the comprehensive utilization of general industrial solid waste or the circular utilization of recycled resources, a one-time subsidy of 5% of the actual investment amount will be provided, with a maximum of 3 million yuan per project. For existing industrial solid waste comprehensive utilization enterprises with exemplary and leading roles, a subsidy of 10 yuan per ton will be provided based on the effective utilization volume stated in the solid waste comprehensive utilization evaluation report, with a maximum of 3 million yuan per enterprise.
(3) Support the construction of supporting infrastructure for new energy commercial vehicles. For comprehensive service stations in our city providing hydrogen refueling, methanol-hydrogen refueling, and battery charging and swapping services for new energy commercial vehicles, a one-time subsidy of up to 20% of the equipment investment will be provided, with a maximum of 3 million yuan per project. If the central government or the autonomous region introduces subsidy policies for such facilities, priority will be given to securing funding from higher-level policies, and duplicate benefits will not be allowed.
This notice shall take effect from the date of issuance. The “Ten Policy Measures of Hohhot City to Accelerate the Transformation and Upgrading of the Industrial Economy and Promote High-Quality Industrial Development” (Hohhot Government Office Document [2021] No. 19) is hereby repealed.
