To promote the high-quality development of the service sector in our city and to thoroughly implement the decisions and arrangements of the Central Committee of the Communist Party of China, the State Council, and the Autonomous Region regarding the promotion of high-quality development in the service sector, and in accordance with the “Notice of the General Office of the People’s Government of the Inner Mongolia Autonomous Region on Issuing the Implementation Plan for Promoting High-Quality Development of the Service Sector in the Autonomous Region (2022 Edition) and Other Policy Documents” (Nei Zheng Ban Fa [2022] No. 1) andthe spirit of the “Implementation Opinions on the Three-Year Campaign to Promote High-Quality Development of the Service Industry in Tongliao City” (Tongdangfa [2024] No. 3), the following specific policy measures are hereby formulated.
I. Scope of Application
These policy measures apply to service enterprises above a certain scale and commercial and trade market entities above a certain threshold in Tongliao City, including: wholesale and retail, accommodation and catering market entities,transportation, warehousing, and postal services; culture, sports, and entertainment; property management, real estate brokerage services, real estate leasing operations, and other real estate sectors; household services, repair, and other services; health and social work; education; information transmission, software, and information technology services; scientific research and technical services; and leasing and business services.
II. Support Policies
In addition to national and autonomous region support policies, eligible service sector market entities in Tongliao City may also benefit from the following support policies:
(1) Supporting Service Sector Market Entities to Grow Stronger and Larger
1. A one-time reward of 50,000 to 100,000 yuan will be granted to newly included service enterprises above a certain scale and commercial and trade market entities above a certain threshold. Each market entity is eligible for this reward only once. (See Attachment)
2. Newly established or merged/restructured service enterprises and commerce and trade market entities that achieve monthly inclusion in the statistical system will receive a one-time reward of 100,000–150,000 yuan. (See Attachment)
3. For service enterprises and commerce and trade market entities already included in the statistical system, based on the year-on-year growth rate of their operating revenue (retail sales) (as determined by tax platform data), they will be categorized into the following tiers: 10%–30% (inclusive), 30%–50% (inclusive), 50%–100% (inclusive), and over 100%. Rewards will be granted at rates of 2‰, 4‰, 8‰, and1% of the year’s revenue (retail sales) growth, respectively, with a maximum reward of 500,000 yuan. The reward amount is calculated using a tiered method: 2‰ for the portion of revenue growth within the 10%–30% (inclusive) bracket, 4‰ for the 30%–50% (inclusive) bracket, 8‰ for the 50%–100% (inclusive) bracket, and 1% for growth exceeding 100%.
(2) Support for "Separation of Manufacturing and Trade" in Industrial Enterprises
Manufacturing and industrial enterprises are encouraged to establish commercial enterprises through measures such as separating production from sales or separating manufacturing from trade. Those included in the statistics for commercial enterprises above the designated size will receive a one-time reward of 100,000 yuan.Enterprises included in the statistics for large-scale commerce and trade in 2024 with annual retail sales exceeding 10 million yuan (inclusive) for the first time will receive an additional 100,000 yuan in reward funds. For every additional 10 million yuan in retail sales beyond this threshold, an extra 100,000 yuan in reward funds will be granted, up to a maximum of 1 million yuan.Enterprises that have separated manufacturing from trade are encouraged to undertake e-commerce and digital transformation initiatives and are eligible to benefit from the relevant policies outlined in the "Implementation Opinions on the High-Quality Development of the E-commerce Industry in Tongliao City" (Tong Zheng Ban Fa [2023] No. 39).
(3) Supporting the Transformation of Individual Businesses into Enterprises
Individual business operators in sectors such as farmers’ markets, freight transport, domestic services, property management, chain supermarkets, pharmacies, lodging, catering, tobacco and alcohol, karaoke venues, and other service industries are encouraged to integrate their operations and achieve inclusion in the statistical reporting system. Those who do so will receive a one-time reward of 100,000 yuan. For every additional 5 million yuan in retail sales achieved after inclusion in the statistical reporting system, an additional 100,000 yuan will be awarded, up to a maximum of 1 million yuan.
(4) Supporting Enterprises in Expanding Service Formats
1. Service enterprises registered in our city’s statistical system that expand across regions through direct-operated chain operations will receive a one-time reward of 100,000 yuan if their main business revenue outside the city reaches the statistical inclusion standard and is incorporated into Tongliao City’s statistics.
2. For newly included agricultural socialized service enterprises in our city, if annual operating revenue reaches 10 million yuan and the service area reaches 30,000 mu, an additional 20,000 yuan will be awarded for every 5,000 mu increase in service area, with the maximum award not exceeding 1 million yuan.
3. For the first store in the Inner Mongolia Autonomous Region of a national chain brand opening in Tongliao City for the first time, registered on or after January 1, 2023, with the brand having operated for more than three years and the enterprise having been in continuous operation for at least six months, and included in the statistics for large-scale service industries or large-scale commerce and trade, a one-time reward of 200,000 yuan will be granted.
III. Relevant Requirements
(1) Application for Incentive Funds
Market entities confirmed by statistical authorities as having been included in the statistical database during the policy period shall apply for the incentive funds on their own initiative. They must submit the application materials for the incentive funds within the policy validity period to the development and reform department of their respective banner, county, or city by June 1, 2025. The development and reform departments of each banner, county, or city shall conduct a preliminary review in conjunction with relevant departments,and subsequently submit them to the flag, county, or municipal people’s government for final approval. The final approval results shall be reported by the respective flag, county, or municipal development and reform departments to the Municipal Development and Reform Commission. The Municipal Development and Reform Commission shall organize a joint departmental meeting to review the results, which shall then be submitted to the Municipal Task Force for Promoting High-Quality Development of the Service Industry for final approval. The approval results shall be publicly announced on the government website for a period of no less than five working days.The finance department shall disburse the corresponding incentive funds based on the final approval results. Enterprises that fail to submit materials within the specified timeframe, or whose resubmitted materials still do not meet the requirements, shall be deemed to have forfeited the incentive funds.
(2) Source of Incentive Funds
The municipal and county-level finance departments shall allocate a certain amount of incentive funds. These funds shall be shared by the municipal and county-level governments in a 1:1 ratio, and the implementation of this policy shall be fully guaranteed based on actual needs.
(3) Management of Incentive Funds
If a market entity simultaneously meets the eligibility criteria for both this policy measure and other municipal government support policies, it may choose the applicable provision and receive the higher amount without duplicate benefits. For market entities that have received support funds from higher-level departments, if such funds include a portion borne by the municipal level, duplicate benefits shall not be granted. Enterprises found to have falsified statistical data or with adverse credit records shall not be eligible for rewards.If, after receiving the incentive, a market entity intentionally dissolves its legal entity due to subjective human factors in order to fraudulently obtain the incentive funds, the relevant review departments of the respective flags, counties, and districts shall be responsible for determining such cases and recovering the incentive funds received by the enterprise.
(IV) Effective Period and Interpretation
These policy measures shall be effective from the date of issuance until December 31, 2024; the Municipal Development and Reform Commission, in conjunction with relevant departments, shall be responsible for interpreting these policy measures.
