Preferential Policies for the "Leading Goose" Project to Cultivate Leaders in Rural Industrial Revitalization in the Inner Mongolia Autonomous Region

1. Eligible participants will be given priority consideration for designation as “Legal Awareness Ambassadors” and “Model Households for Learning and Applying the Law in Rural and Pastoral Areas.”

2. Based on the type, conditions, and needs of the cultivation candidates, priority support will be given to the business entities in which eligible candidates are involved, enabling them to participate in national industrial cluster projects, agricultural industry-strong town initiatives, and autonomous region agricultural and pastoral industrialization projects.

3. If a trainee establishes a farmers’ and herders’ cooperative, they will receive priority consideration for support under equal conditions during the implementation of the Farmers’ and Herders’ Cooperatives Standardization and Upgrading Initiative.

4. Eligible candidates who have obtained a completion certificate from the “Leading Goose” project for training rural industrial revitalization leaders may directly apply for and undergo evaluation for intermediate-level professional titles in agriculture and animal husbandry.

5. Based on the type, qualifications, and needs of the trainees, priority will be given to providing technical guidance and industrial assistance to leaders under the Inner Mongolia Autonomous Region’s “Ten Thousand Experts to the Grassroots” initiative.

6. Eligible participants will be given priority in recommendations and given special consideration in talent selection, commendations for excellence, and other talent evaluation activities.

7. Eligible family farm and pastoral farm owners among the trainees will be given priority consideration under equal conditions when implementing family farm and pastoral farm development plans.

8. Eligible cultivation candidates will receive priority support when applying for the Autonomous Region’s “Agriculture, Animal Husbandry, and Fisheries” Harvest Award.

9. Eligible participants and their respective business entities will receive priority support in livestock projects such as forage procurement and storage, and subsidies for high-quality livestock breeds.

10. Eligible cultivation candidates and their operating entities shall be given equal priority consideration for “Leading Goose” candidates when applying for fisheries green and circular development subsidy projects.

11. Eligible candidates from the cultivation program may be given priority for recommendation as provincial-level “local experts” in agricultural machinery operation on the front lines and as national-level “local experts” in agricultural machinery operation on the front lines.

12. Eligible cultivation candidates with a certain capacity to lead others, along with their respective business entities, will be supported in participating in greenhouse vegetable project construction and given priority consideration within the scope of national policies and autonomous region requirements.

13. Support eligible cultivation candidates and their operating entities that are adept at adopting new technologies, models, and concepts to participate in the implementation of green, high-quality, and high-efficiency crop production projects; they will be given priority consideration within the scope of national policies and autonomous region requirements.

14. Based on the type, conditions, and needs of the cultivation candidates, give them special consideration and prioritize their inclusion in the scope of support when implementing policies for the standardization and upgrading of local specialty dairy processing enterprises (workshops).

15. Eligible cultivation targets shall be given priority to participate in on-site observation activities organized by the autonomous region’s crop evaluation and seed selection platform under the guidance of agricultural and animal husbandry authorities, to assist them in seed selection and use.

16. Support leagues, cities, banners, and counties in prioritizing the appointment of “leading figures” to serve as volunteer supervisors for high-standard farmland. Encourage enterprises constructing high-standard farmland to recruit “leading figures” from project areas to contribute labor to project construction. Support and guide target entities contracting high-standard farmland, along with their respective operating entities, to raise funds and contribute labor at a standard of no less than 100 yuan per mu.

17. Eligible cultivation targets and their respective operating entities may be given priority consideration to participate as key entities in projects such as the collaborative promotion of major agricultural technologies and the promotion of livestock technologies.

18. Eligible cultivation candidates and their respective operating entities shall receive priority support for applying to designate the breeding farms where the candidates operate as national or autonomous region-level core breeding farms or conservation farms.

19. Eligible cultivation targets and their respective operating entities will be supported to serve as lead entities in the implementation of projects such as green, high-quality, and high-efficiency agriculture, the promotion of best agricultural practices, and the renovation and upgrading of facility agriculture.

20. For eligible cultivation targets and their affiliated business entities, priority support will be provided for their participation in major projects such as fertilizer reduction and efficiency enhancement.

21. Eligible participants and their respective business entities may be given priority to undertake or participate in projects such as the trial, demonstration, and promotion of new agricultural mechanization technologies and equipment at all levels, as well as agricultural machinery R&D and innovation and the development of agricultural machinery socialized service systems.

22. Eligible individuals among the cultivation targets may be included in the pool of instructors for the training of high-quality farmers and herders; those willing to undertake training tasks may serve as instructors for teaching and training programs.

23. Eligible individuals among the training participants and their affiliated business entities shall be given priority for recommendation to apply for the National Star-Rated Integrated Pest Management Service Organizations.

24. Eligible participants in the training program and their affiliated business entities will be given priority for recommendation to apply for the National Top 100 Green Pest Control Demonstration Bases.

25. Farmers’ professional cooperatives, family farms, and agricultural socialized service organizations affiliated with the trainees that meet national and autonomous region criteria for promoting green and high-quality development in fisheries shall be included in the scope of policy support and given priority consideration.

26. Eligible individuals among the cultivation targets may be prioritized for recommendation as frontline local experts in feed and forage technology extension.

27. Cultivated individuals and their affiliated business entities that meet the criteria may be given priority to undertake or participate in feed and forage technology trials, demonstrations, and promotion, or to collaborate on relevant scientific research and extension projects.

28. If the participants meet the criteria for dairy industry revitalization, they will be included in the management of key technical assessment projects.

29. Support will be provided for the business entities of the cultivation targets to participate in the construction of regional modern agricultural and livestock industrial parks and agricultural green development pilot zones.

30. Advanced cases and outstanding achievements of trainees who demonstrate exceptional performance and make special contributions during the 2023 Inner Mongolia “Listen to the Party, Be Grateful to the Party, and Follow the Party” publicity and education campaign shall be given priority for publicity.

31. Based on the type, conditions, and needs of the cultivation targets, they shall be given priority for inclusion in the scope of support when implementing pilot projects for the protection and utilization of black soil and the comprehensive utilization of saline-alkali land.

32. Eligible cultivation targets and their operating entities shall be given priority consideration for recommendation in the evaluation of national-level ecological farms.

33. Cultivated entities and their affiliated business entities that meet the criteria for animal disease eradication shall be prioritized for inclusion in the autonomous region’s animal disease eradication program.

34. For leading enterprises in agricultural and livestock industrialization, priority will be given to establishing disease-free zones as part of the region-wide initiative to create disease-free zones.

35. Eligible cultivation targets shall be given priority for inclusion in the “Thousand Advisors Leading Ten Thousand Cooperatives” program during the process of enhancing the quality of farmers’ cooperatives.

36. Eligible cultivation targets and their operating entities shall be granted preferential treatment or priority in “Two Products and One Standard” certification, and shall be given priority for awards and subsidies.

37. Eligible candidates and their affiliated business entities will receive preferential treatment or priority in the district-wide promotion and marketing of agricultural and livestock product brands.
