To foster and strengthen construction enterprises in our city, enhance the overall competitiveness of the construction industry, better leverage its role in stabilizing economic growth and promoting development, accelerate the transformation and upgrading of the construction industry, improve quality and efficiency, and promote high-quality development in the sector, we hereby formulate the following measures based on the implementation of the “Notice of the General Office of the People’s Government of the Inner Mongolia Autonomous Region on Issuing Several Measures to Promote High-Quality Development in the Construction Industry” (Nei Zheng Ban Fa [2022] No. 58) andthe “Notice of the General Office of the People’s Government of the Inner Mongolia Autonomous Region on Issuing the Autonomous Region’s Construction Industry Doubling Action Plan (2023–2025)” (Nei Zheng Ban Fa [2023] No. 52), and in light of our city’s actual conditions, the following measures are formulated:
I. Continuously Optimize the Business Environment for the Construction Industry
Strengthen the application of the achievements of the “Two Optimizations” initiative. Through the “streamlining + acceptance with missing documents + commitment” system, continue to reduce the number of administrative procedures and processing times. When newly established construction enterprises apply for qualification certificates, they will no longer be required to provide identity documents, social security proof, or qualification certificates; instead, a commitment-based acceptance with missing documents system will be implemented. For approval matters such as changes to enterprise qualifications, filing, and replacement of lost documents, a “same-day processing” policy will be implemented;For construction enterprises applying for specialized contracting qualifications in ready-mixed concrete, the “laboratory” qualification will be subject to a notification and commitment system; construction labor qualifications will be shifted from an approval system to a filing system; adopting the “tolerance for missing documents with subsequent supplementation,” “phased processing,” and “notification and commitment” models, after the general contractor is determined, the project owner may independently choose to apply for construction permits at any of the three stages—“pile foundation works, excavation shoring, and earthwork excavation,” “structural works below ground level,” and “main structure” to apply for construction permits, thereby effectively improving approval efficiency, optimizing processes, and shortening project construction timelines. II. Regulating the Order of Construction Project Bidding and Tendering
Implement the principal responsibility of the tenderer and conduct pilot reforms for the “separation of evaluation and award.” Legally safeguard the tenderer’s autonomy in selecting bidding agencies, preparing bidding documents, appointing representatives to participate in bid evaluation and forming bid evaluation committees, and determining the winning bidder. Fully implement the full-process digitization of bidding for housing and municipal engineering projects and “non-face-to-face bid opening,” routinely conduct remote and off-site bid evaluation, and effectively curb bid-rigging and collusion.Tendering entities shall prepare tender documents based on the specific characteristics and actual needs of the project. The technical, safety, and credit requirements set forth in the tender documents shall be designed to meet the project’s actual needs and shall not exclude or restrict potential bidders through the imposition of unreasonable conditions. Implement online acceptance and completion of tender filing procedures via the Public Resources Electronic Trading System to effectively improve processing efficiency and provide full convenience to tendering entities.Revise the "Tongliao City Bid Evaluation Measures for Construction of Housing and Municipal Infrastructure Projects," encouraging local general contracting enterprises with Grade 1 qualifications to form "consortia" with large state-owned enterprises, central government-owned enterprises, or other entities to submit bids. During the bidding process, the performance records of all parties within the "consortium" shall be recognized, and the performance generated by the "consortium" shall be credited to each party’s future performance records, thereby enhancing the core competitiveness of enterprises.(Lead Agencies: Municipal Development and Reform Commission, Public Resources Trading Center; Responsible Agencies: Municipal Housing and Urban-Rural Development Bureau, Agriculture and Animal Husbandry Bureau, Transportation Bureau, Water Resources Bureau)
III. Effectively Alleviating the Burden on Construction Enterprises
Vigorously promote the systems of bank guarantees, project guarantees, and surety insurance. For the four categories of retention deposits in the construction sector, relevant departments and project owners shall accept bank guarantees, project guarantees, or surety insurance where applicable. For housing construction and municipal infrastructure projects, entities may voluntarily opt for project surety insurance, which includes bid bond insurance, quality guarantee insurance, performance bond insurance, and payment guarantee insurance. Continue to promote insurance products such as residential construction quality latent defect insurance and construction safety production liability insurance for housing and municipal projects.Government-invested projects are encouraged to waive or reduce bid bonds. For projects other than government-invested ones that are legally required to undergo bidding, as well as those not required to do so, differentiated bid bond requirements shall apply. Wage bonds shall be managed on a differentiated basis: enterprises with construction contracts valued at less than 3 million yuan, where no wage arrears occurred in projects undertaken within the year prior to signing the contract, and where no wage arrears have occurred in the past three years—provided they have implemented real-name registration management and dedicated wage account management as required—may be exempted from depositing wage bonds.Guarantee institutions are encouraged to reduce guarantee fees and simplify guarantee procedures for enterprises with good credit standing. We will vigorously advance the “One-Time Comprehensive Inspection” reform, fully implement a new service-oriented law enforcement model, and conduct pre-event “diagnostic” guidance, in-process “targeted” enforcement, and post-event “recovery-oriented” follow-ups. IV. Leveraging the Role of the Construction Industry Association as a Bridge
Support the Construction Industry Association in fully leveraging its role in “two-way service” (i.e., serving both enterprises and the government), organizing networking events for construction enterprises on an irregular basis to strengthen communication and cooperation among enterprises.Regularly identify and promote exemplary models to incentivize excellence, launch initiatives to foster leading and backbone enterprises, and actively guide construction enterprises to strive for excellence. Continue to leverage the motivational and guiding role of local industry awards; enterprises that have received honors from league-level or higher authorities may be granted appropriate bonus points in bidding processes. Industry associations shall implement “targeted, list-based” assistance to support construction enterprises in advancing mixed-ownership reforms through forms such as joint ventures, mergers, and reorganizations, and assist in establishing enterprises with comprehensive (special-class) qualifications;Actively carry out the “Central State-Owned Enterprises Assisting Local Enterprises, Large Enterprises Leading Small Enterprises” initiative. Guide and encourage enterprises from outside the city to legally and properly subcontract specialized or labor-intensive work to local enterprises when undertaking general contracting projects in our city. Provide support to local enterprises in project management, quality improvement, technical support, and striving for excellence, thereby effectively stimulating the industry’s development momentum. V. Actively Attracting Outstanding Construction Enterprises
Encourage non-local construction enterprises to localize their operations in Tongliao. For enterprises relocating to our city that possess comprehensive (Special Class) qualifications or Grade 1 General Contracting Qualifications for Construction, the local finance department may grant a one-time reward equivalent to a certain percentage of the total construction output value achieved in our city during the year following their relocation. VI. Supporting the Expansion of Construction Enterprises into Other Regions
Local enterprises are encouraged to expand into markets outside the city, and efforts to promote enterprises’ “going global” initiatives will be intensified. Local enterprises that secure projects outside the city with an annual output value reaching a certain scale may be granted bonus points in bidding processes in accordance with relevant autonomous region regulations. The finance department of the enterprise’s registered location may provide a one-time reward based on a certain percentage of the total construction output value completed by the enterprise outside the city.Strengthen targeted recruitment and cultivation efforts. By establishing cooperation platforms, support and encourage local construction enterprises to form strategic partnerships with central government-owned enterprises and large enterprises outside the city, jointly participate in high-tech and high-difficulty project construction, and foster new growth drivers and competitive advantages. VII. Actively Support Enterprise Qualification Upgrades
Establish a cultivation pool for “construction enterprises with qualified ratings.” For local enterprises that upgrade to Comprehensive (Special Grade) qualifications or Grade 1 General Contracting qualifications for construction, as well as those achieving “small-to-medium enterprise” status for the first time, the finance department at the place of registration may provide a one-time financial reward based on a certain percentage of the enterprise’s total construction output value for that year.Support both online and offline performance verification. Projects marked as “Grade A” in the basic information section of the National Construction Market Supervision Public Service Platform may be directly used for qualification upgrades. Projects or technical indicators that cannot be queried on the platform will be subject to offline verification. Where completion filing materials cannot be provided temporarily due to reasons beyond the control of the construction enterprise, such projects may be recognized as valid performance upon verification by the relevant departments of the local people’s government where the project is located. VIII. Promoting the Transformation of Construction Methods
Actively develop prefabricated construction, cultivate and attract enterprises across the entire prefabricated construction industry chain, and provide land support in accordance with industrial land policies for prefabricated construction industrial bases and component production bases.In land supply and development, requirements for the development of prefabricated construction may be incorporated into the planning conditions for proposed land parcels, included in land supply plans, and specified in land use contracts. These requirements shall serve as key components of construction planning permits, construction permits, pre-sale permits for commercial housing, and construction completion acceptance. For real estate development projects utilizing prefabricated exterior wall technologies, the floor area of prefabricated exterior walls not exceeding 3% of the total planned floor area may be excluded from the calculation of floor area ratio.The additional costs associated with prefabricated buildings and prefabricated interior finishes shall be included in the project’s cost accounting. Promote the large-scale development of green buildings by integrating green development concepts into the entire process of project planning, design, construction, and operation, and strictly enforce green building standards during the review of construction drawings, engineering planning permits, and construction permits.Vigorously introduce high-end green building materials industries, develop new building materials that are safe, healthy, environmentally friendly, and of high performance, and guide enterprises in the thermal insulation materials, ready-mixed concrete, and new building materials sectors to pursue green building materials certification, while actively promoting their application. IX. Promoting Information-Based and Digital Management
Strengthen interdepartmental coordination and collaboration. Utilize information technology to promptly issue early warnings for construction sites, preventing safety accidents at their source. Enhance real-time monitoring of construction sites, explore the implementation of remote video surveillance, ensure real-time monitoring of critical construction phases and the retention of video records, and gradually establish a comprehensive digital supervision model to effectively improve the efficiency of engineering quality and safety supervision as well as fire protection design review and acceptance.(Lead Agency: Municipal Housing and Urban-Rural Development Bureau; Responsible Agencies: Municipal Emergency Management Bureau, Finance Bureau, Big Data Center, Meteorological Bureau)
X. Fostering Full-Process Engineering Consulting Services
Explore the architect-led responsibility system, whereby architects commission supervision units to conduct on-site quality and technical oversight, thereby leveraging the architect’s role in controlling construction quality. Encourage the use of consortium bidding for architectural design in key urban projects to continuously enhance the capabilities and standards of the city’s architectural design firms. Encourage the integrated development of specialized consulting firms in survey and design, cost consulting, engineering supervision, and quality and safety, to provide full-process, integrated services.Cultivate a pool of comprehensive professionals capable of meeting the demands of full-process consulting services, and foster a cohort of full-process engineering consulting firms. Government-invested projects and projects where state-owned capital holds a controlling or dominant stake may prioritize the use of the engineering general contracting model for construction. Encourage projects with clearly defined preliminary conditions—such as scope, standards, and requirements—and mature technical solutions to adopt the engineering general contracting model. Guide enterprises to achieve deep integration in engineering design, construction, and cost management, and actively promote full-process engineering consulting services.Encourage social investment construction entities to commission full-process engineering consulting firms to provide services. XI. Improve the Industry Credit Evaluation Mechanism
Publish various integrity-related information in the construction sector to the public through platforms such as “Credit China (Tongliao, Inner Mongolia)”, the “National Enterprise Credit Information Publicity System”, and the “Inner Mongolia Autonomous Region Smart Construction Management Service Information System”. Implement joint disciplinary measures to establish a mechanism of “incentives for integrity and penalties for dishonesty,” thereby further standardizing the construction market order.Conduct comprehensive evaluations of enterprises based on their business operations in Tongliao City and various credit information. Fully leverage the application of credit evaluations in areas such as engineering bidding, qualification management, excellence awards, and financing and loans to foster a positive image of integrity in local construction enterprises.
