Chifeng City is the autonomous region’s largest production base for corn and coarse grain seeds, as well as a key research and promotion base for high-quality livestock and poultry breeds. It plays a vital role in ensuring food security and seed security across the region and in promoting the development of modern agriculture and animal husbandry.To fully implement the national strategy of “winning the battle to revitalize the seed industry,” consolidate the foundation of Chifeng’s seed industry, align with the city’s industrial development positioning, further optimize production bases, strengthen leading enterprises, and expand the industry, thereby accelerating the high-quality development of the modern seed industry and establishing Chifeng as a leading seed industry city in the East-North China region, the following policy measures are formulated.
I. Encouraging Enterprise Development
(1) Encouraging Seed Industry Enterprises to Establish Operations in Our City: Seed companies ranked among the top ten globally or nationally that register a company in our city and complete the agreed-upon investment will receive a one-time reward of 1 million yuan the following year. A comprehensive review of the registration status of seed production enterprises across the city will be conducted in accordance with the law, and support will be provided for enterprises to conduct full-scale settlement within the city.Enterprises integrating breeding, propagation, and marketing that establish their headquarters in Chifeng will receive a one-time reward of 500,000 yuan the following year; those establishing regional headquarters or settlement centers (implementing full-process settlement from base cultivation to small-package processing and sales, with all settlements conducted within the jurisdiction of Chifeng City) will receive a one-time reward of 300,000 yuan the following year (these rewards are not cumulative).
(2) Strengthen the cultivation and support of local seed enterprises. For enterprises with main business revenue of 50 million yuan or more, a reward of 50,000 yuan will be granted for every 20 million yuan increase in main business revenue compared to the previous year, with the total annual reward for a single enterprise not exceeding 500,000 yuan; for enterprises recognized as integrated breeding, production, and marketing enterprises (including those establishing regional headquarters or settlement centers) with main business revenue of 100 million yuan or more, a one-time reward of 500,000 yuan will be granted;Enterprises in our city that are selected as national seed industry model enterprises, hold a Class A crop seed production and operation license (integrated breeding, production, and promotion seed production and operation license), or are rated 3A in the China Seed Industry Association’s credit evaluation will receive a one-time reward of 2 million yuan.
II. Support for Investment and Operations
(3) For newly established seed enterprises (projects) that complete annual fixed-asset investments as stipulated in the agreement, a one-time reward of 2% of the fixed-asset investment completed in that year (excluding land acquisition costs), up to a maximum of 1 million yuan, will be granted. Support will be provided for enterprises to apply for national and autonomous regional-level investment projects.
(4) Support seed industry enterprises in constructing fruit cluster drying lines and grain drying lines to address the issue of rapid seed dehydration in the fall. Based on base planning and layout, enterprises are encouraged to build their own fruit cluster drying lines; flag, county, and district governments may provide support using local fiscal funds equivalent to 20% of the total construction investment, depending on the scale of the project;Alternatively, local flag, county, and district governments may collaborate with enterprises to jointly construct fruit cluster and grain drying lines through a co-investment model based on an agreed-upon ratio. Upon completion, the facilities will be operated by the enterprises, with assets formed from government investments leased to the enterprises. Revenue will be collected in accordance with the autonomous region’s asset management requirements for rural revitalization. In the future, enterprises may acquire these government-funded assets in accordance with relevant regulations based on their production and operational needs.
III. Support for Technological Innovation
(5) For entities engaged in corn breeding in Chifeng City that successfully develop new varieties and obtain approval at the national or autonomous region level, a one-time reward of 200,000 yuan and 50,000 yuan, respectively, will be granted for each new variety; breeding entities that obtain national new variety protection rights or patent rights and receive certificates will be granted a one-time reward of 50,000 yuan per variety (not eligible for duplicate benefits).
(6) For entities engaged in the breeding of miscellaneous grains and legumes in Chifeng City that develop and successfully register new varieties at the national level, a one-time reward of 50,000 yuan will be granted for each new variety; breeding entities that obtain national new variety protection rights or patent rights and receive certificates will be granted a one-time reward of 20,000 yuan per variety (not eligible for duplicate benefits). For minor crops for which the state has not yet established registration procedures, once relevant certification methods are issued, those that pass certification will be granted a one-time reward of 20,000 yuan per new variety.
(7) For livestock and poultry breeding entities in Chifeng City that develop and obtain national-level new variety certification, a one-time reward of 1 million yuan shall be granted for each new variety; for those that develop and obtain national-level breeding line certification, a one-time reward of 200,000 yuan shall be granted for each new breeding line.
(8) Seed industry enterprises established in Chifeng City that set up and obtain recognition from relevant government departments for national-level new R&D institutions, academician (expert) workstations, postdoctoral workstations (mobile stations), or postdoctoral innovation practice bases within the city will be eligible for financial support of 1 million, 500,000, and 100,000 yuan, respectively, upon completion, subject to securing funding from higher-level authorities.
IV. Strengthening Base Construction
(9) Guide major seed-producing counties at the national and autonomous region levels to scientifically plan their layouts, clarify the objectives, tasks, approaches, and measures for base construction, and establish a policy support system with broader coverage and greater intensity. By implementing preferential policies regarding land use, finance, and taxation, attract well-known seed enterprises from both within and outside the region to settle in Chifeng through favorable production conditions and a conducive development environment. Build a National Corn Seed Production Base and a National Base for the Breeding of High-Quality Varieties of Miscellaneous Grains and Legumes. Designate the seed-producing farmland in the planned areas of Wengniute Banner,Aohan Banner, and Songshan District as seed production zones. By securing funding for national and autonomous region seed production bases and high-standard farmland construction, supplemented by matching funds from municipal and county (banner, district) levels, we will increase investment intensity. Following a standard of cumulative investment exceeding 3,000 yuan per mu, we will concentrate efforts on building a 300,000-mu “Five Modernizations” core demonstration zone for corn seed production—characterized by intensive land use, full mechanization, intelligent monitoring and control, integrated water and fertilizer management, and socialized services.For suitable seed production farmland in other flags, counties, and districts such as Ningcheng County and Yuanbaoshan District, we will progressively carry out comprehensive renovations and construction of high-standard farmland and water-fertilizer integration systems, expanding the city’s total seed production base to 800,000 mu. We encourage local governments at the flag, county, and district levels to undertake comprehensive development and management of seed production bases through partnerships between state-owned capital and investment enterprises.
V. Strengthening Talent Services
(10) Intensify efforts to attract high-end talent in the seed industry, support the recruitment of high-end talent through appointment-based and dual-appointment systems, and encourage the introduction of leading scientific and technological talents and innovation teams in the seed sector. A one-time reward of 100,000 yuan will be granted to Chifeng seed enterprises for each newly recruited national-level industry leader.
(11) Deepen reforms regarding research talent in the seed industry. Support enterprises in attracting innovative talent through incentive-sharing mechanisms and streamline the professional title evaluation process for research personnel in seed enterprises. Dispatch technical cadres from agricultural research and production management units, such as the Chifeng Agricultural and Animal Husbandry Research Institute, to serve in temporary posts to provide assistance. Collaborate with enterprises on joint breeding research and the development of integrated technologies for high-yield, low-cost corn seed production. Help enterprises improve their financial and operational management systems to promote standardized operations.
VI. Optimizing Resource Allocation
(12) Each flag, county, and district shall delineate advantageous seed production zones based on resource endowments. Village boundaries shall be transcended, shifting from the current practice of organizing by gacha villages to a system where land is concentrated and transferred to seed production bases at the sumu (township) level. This will facilitate the concentration of advantageous bases within leading enterprises, with land transfer terms of 10 years or more to ensure relative stability;Priority in base allocation shall be given to enterprises integrating breeding, propagation, and promotion, as well as qualified enterprises with annual main business revenue exceeding 20 million yuan; non-compliant enterprises lacking independent intellectual property rights or stable sales markets shall be phased out gradually; projects such as high-standard farmland development, water-fertilizer integration, and seed production county incentives shall be prioritized for leading enterprises.
(13) Each flag, county, and district shall demarcate livestock development zones based on regional resource endowments to promote the concentration of high-quality industrial development bases within leading enterprises. These bases shall prioritize meeting the needs of national core breeding farms, stud stations, and qualified enterprises with annual operating revenue exceeding 50 million yuan; non-compliant enterprises lacking independent intellectual property rights or stable sales markets shall be phased out gradually; various projects shall be prioritized for leading enterprises.
(14) Incorporate small-scale packaging and processing, revenue, statistical reporting, and tax payment compliance into the enterprise credit rating assessment system. Strengthen the application of credit rating assessment results, linking them to the allocation of production bases, policies, and projects.
VII. Innovation and Development Platforms
(15) Support industrial functional zones in establishing industry alliances; leverage agricultural investment companies to form seed industry groups; establish seed industry investment funds to attract various forms of state-owned, social, and private capital into the seed industry sector, thereby actively promoting the development of the modern seed industry. Implement incentive policies for seed enterprises going public; enforce Chifeng City’s policies on rewards and subsidies for enterprise listings; and provide corresponding rewards to enterprises with both headquarters and core business operations located in our city that conduct initial public offerings (IPOs) on the Shanghai, Shenzhen, or Beijing stock exchanges.
(16) Led by industry associations, establish a guideline price or maximum price per mu for seed production areas and determine the standard for main business revenue per mu to prevent cutthroat competition and regulate the marketing market.Establish a credit-based early warning mechanism, implementing systems for public disclosure, a "blacklist" for dishonest entities, "yellow warnings," and accountability. Publish lists of seed production enterprises and details on credit limits to facilitate public and social oversight; include enterprises that fail to pay for seeds as stipulated in contracts, engage in infringing production, produce counterfeit or substandard seeds, illegally produce genetically modified seeds, fail to pay taxes in accordance with the law, or lease production licenses to third parties on the "blacklist"; such enterprises shall be prohibited from engaging in seed production and business operations in Chifeng the following year;Issue yellow warnings to enterprises that report inaccurate base area figures, have operating revenues inconsistent with allocated base area, or exhibit a mismatch between tax payments and profit levels; investigate and hold accountable, in accordance with discipline and law, acts of illegally collecting enterprise service fees or disrupting base order.
(17) For livestock and poultry seed enterprises with main business revenue of 50 million yuan or more, regulatory authorities shall assist in improving foundational data, establish a credit-based early warning mechanism, and implement systems for public disclosure, credit-based early warnings, and accountability, subject to public and social oversight.
The municipal government shall allocate 5 million yuan annually as seed industry revitalization guidance funds to implement the above measures. The use of these funds shall be determined by the Municipal Bureau of Agriculture and Animal Husbandry following a comprehensive evaluation, and implemented in consultation with the Municipal Finance Bureau.
