These Measures are formulated to further advance and implement the city-wide action plan for upgrading and enhancing the efficiency of the cultural and tourism industry, to innovatively develop winter cultural and tourism products, to expand the winter tourism market, and to stimulate cultural and tourism consumption, taking into account the actual conditions of our city.
I. Basic Principles
(1) Prioritize Quality and Efficiency While Balancing Overall Volume. Centered on the goal of high-quality development through upgrading standards and enhancing efficiency in the cultural and tourism industry, this initiative focuses on the development of the entire winter snow and ice cultural and tourism industry chain. It emphasizes improving high-end quality, stimulating consumption, and achieving tangible results. By using tax contributions as the standard for rewards and subsidies, it promotes the cultivation of tax revenue sources and the scaling up of enterprises, thereby increasing their economic contribution.
(2) Raising Standards and Efficiency, Cultivating Brands. Fully leverage the decisive role of the market in resource allocation. Encourage market entities to develop new products, foster new business models, and explore new markets. Advance the construction of the “Four Destinations,” and support competitive and influential market entities to grow larger, stronger, and better.
(3) Focus Resources and Prioritize Key Areas. Implement the provisions of the Notice issued by the Department of Culture and Tourism of the Inner Mongolia Autonomous Region regarding the issuance of the “Special Incentive Policy for Customized Services for Tourist Trains and Charter Flights in the Inner Mongolia Autonomous Region” and the “Special Incentive Policy for Attracting Tourists from Outside the Region to Inner Mongolia” (Nei Wenlv Ban Zi [2023] No. 128) and other relevant incentive policies. By combining policies at both the regional and municipal levels, we will improve the efficiency of subsidy fund utilization and leverage the synergistic effects of policy coordination.
(4) Fairness, Impartiality, and Transparency. Uphold fair market competition, strengthen the openness and transparency of application reviews, leverage the impact of policy announcements and public disclosure of results, accept media and public oversight, and ensure the standardization and transparency of the entire policy implementation process.
(5) Implementation in Accordance with Regulations and Tiered Responsibility. Clarify the responsibilities of municipal-level and county/city-level cultural and tourism departments; establish a top-down, coordinated workflow for subsidy application, review, and disbursement under government leadership; implement a responsibility system for preliminary review and re-examination; and ensure that subsidy funds are disbursed in full and in a timely manner.
II. Subsidy Recipients and Duration
(1) Eligible Entities
Eligible entities are legally registered market entities with complete licenses and permits, including scenic spot operators, rural (pastoral and forest) tourism hosts, tourist homestays, and travel agencies (including branches or subsidiaries). These entities must not have incurred any work safety liability accidents or major service quality complaints within the past two years, nor have they received any administrative penalties or credit sanctions.Travel agencies that meet the requirements of the Inner Mongolia Autonomous Region Department of Culture and Tourism’s “Special Incentive Policy for Customized Tourist Train and Charter Flight Services in the Inner Mongolia Autonomous Region,” “Special Incentive Policy for Attracting Tourists from Outside the Region to Inner Mongolia,” and other relevant incentive policies may apply for and receive this subsidy multiple times.
(2) Subsidy Period
The subsidy policy is valid for three years (November 2023 to April 2026). Market entities eligible under this policy may apply for subsidies in accordance with regulations between November 1 of each year and April 30 of the following year.
III. Subsidy Categories and Standards
(I) Operational Subsidies for Market Entities
1. Operating Subsidies for A-Level Tourist Attractions. A-level tourist attractions (excluding museum-type attractions) that maintain normal operations during the subsidy period will receive a subsidy equivalent to 50% of their actual tax payments for the period.
2. Subsidies for Innovation in Cultural and Tourism Formats. Guided by the objectives of raising standards and improving efficiency in the cultural and tourism industry, as well as promoting the deep integration of culture and tourism, and using a “challenge-based selection” approach, subsidies will be provided to: tourist attractions that operate regularly during the winter season, develop and offer innovative products and consumer experiences for visitor participation, attract large numbers of visitors, and effectively stimulate consumption;travel agencies, homestays, campsites, and other cultural and tourism market entities that operate regularly during the winter season, develop and provide visitor-participatory experiences, attract large numbers of visitors, and effectively stimulate consumption. Following application, expert review organized by the municipal cultural and tourism department, public announcement of approved projects, operational monitoring, and effectiveness evaluation—with a focus on the ratio of investment to returns—10 market entities will be selected and awarded a one-time subsidy of 100,000 to 200,000 yuan each.
3. Winter Operation Subsidies for Star-Rated Rural (Pastoral and Forest) Tourism Accommodation Providers and Homestays. Five-star tourism accommodation providers operating normally during the subsidy period will receive 20,000 yuan per household, while those rated four stars or below will receive 10,000 yuan per household; nationally rated tourism homestays will receive 20,000 yuan per household, and unrated tourism homestays will receive 10,000 yuan per household.
(II) Subsidies for Enterprises Attracting Tourists
1. Subsidies for Travel Agencies Organizing Tour Groups. Travel agencies organizing tour groups from outside the city (including “Inner Mongolians Touring Inner Mongolia” inter-prefecture/city trips within the region) to tour in Hulunbuir City will receive subsidies per person based on the tour contract: 100 yuan for 2-day/1-night tours, 200 yuan for 3-day/2-night tours, 300 yuan for 4-day/3-night tours, and 400 yuan for 5-day/4-night tours (and above).Tour groups of 3 days and 2 nights (inclusive) or longer must stay at least one night in a star-rated hotel in Hulunbuir City and visit at least one A-level paid scenic area. To encourage “Hulunbuir residents touring Hulunbuir,” travel agencies organizing local residents to tour across banners, cities, and districts within the city will receive subsidies at half the rates specified above.
2. Subsidies for Inbound Tour Groups. To encourage the development of inbound tourism, travel agencies organizing inbound tour groups (including groups from Hong Kong, Macao, and Taiwan) to visit Hulunbuir City will receive an additional subsidy of 100 yuan per person, based on the tour contract and in addition to the subsidies for organizing domestic tour groups mentioned above.Inbound tour groups with a duration of 3 days and 2 nights (inclusive) or longer must visit at least one A-level paid scenic spot within the city and stay for at least one night in the central urban area of Hulunbuir City (Hailar District and Bayantohai Town, Ewenki Autonomous Banner).
3. Subsidy for Travel Agencies Operating Tourist Special Trains. Travel agencies that operate tourist special trains to bring tour groups from outside the city into Hulunbuir, where the groups stay at least one night in a three-star (or higher) tourist hotel within the city and visit one A-level paid scenic spot, shall receive a subsidy of 400 yuan per person. For the same tour group, the tourist special train subsidy and the travel agency group reception subsidy shall not be provided concurrently.
IV. Procedures
(I) Application
Eligible entities must submit applications and supporting materials (see Attachment) to the local cultural and tourism department of their respective banner, city, or district within 15 working days starting from May 5 of each year within the subsidy period.
(2) Preliminary Review
Within 15 working days of receiving the subsidy application, the cultural tourism departments of each flag, city, and district shall conduct a preliminary review of the applicant in accordance with the application criteria and specific requirements for the materials. Upon passing the preliminary review, the review opinion shall be submitted to the Municipal Bureau of Culture, Tourism, and Radio and Television.
(3) Review
The Municipal Bureau of Culture, Tourism, and Radio and Television shall conduct a re-examination, verification, and selection within 15 working days of receiving the preliminary review opinions from the cultural and tourism departments of the flags, cities, and districts.
(IV) Public Notice
For applicant entities that have passed the re-examination and selection process and are proposed to receive subsidies, the Municipal Bureau of Culture, Tourism, and Radio and Television shall publish a public notice on its official website for a period of 7 days.
(5) Disbursement
Upon the expiration of the public notice period without any objections, the Municipal Bureau of Culture, Tourism, and Radio and Television shall provide the relevant subsidy standards and total funding amount. The Municipal Finance Bureau shall then disburse the corresponding subsidy funds to the finance departments of the flags, districts, and cities, which shall distribute the funds to the market entities and relevant units.
V. Work Requirements
(1) Applicant entities must strictly comply with relevant laws, regulations, financial policies, and accounting systems. They must ensure the authenticity of all application materials and supporting documents and assume corresponding legal responsibility. If it is discovered that an applicant entity has obtained subsidies through illegal activities, violations of regulations, or fraudulent means, the subsidy funds will be recovered, the case will be referred to relevant authorities for investigation and handling in accordance with the law, and the entity’s eligibility to apply for subsidies in the future will be revoked.
(2) Cultural and tourism departments at all levels must adhere to work principles and discipline, and conduct rigorous reviews of relevant application materials and supporting documents in accordance with the application criteria and subsidy standards. During the review and disbursement of subsidies, any disciplinary or legal violations—such as lax review or favoritism—shall be handled by the relevant authorities in accordance with the law.
(3) Following the implementation of the subsidy program for the development and efficiency enhancement of the winter sports and cultural tourism industry, the Municipal Finance Bureau shall actively raise the corresponding subsidy funds and include them in the fiscal budget. Financial departments at all levels, in conjunction with cultural and tourism departments, shall disburse the full amount of subsidy funds to market entities in a timely manner. The diversion or misappropriation of these funds is strictly prohibited to ensure that the subsidy funds are fully utilized.
These Measures shall take effect on November 1, 2023. Should adjustments or optimizations be required during implementation, separate revisions will be made. The Municipal Bureau of Culture, Tourism, and Radio and Television shall be responsible for interpreting these Measures.
