To promote the high-quality development of our city’s biopharmaceutical industry cluster, we will focus on three key sectors—biological fermentation and pharmaceuticals, biological vaccines, and traditional Chinese medicine (including Mongolian medicine)—to advance the integrated development of the entire industrial chain. We aim to cultivate a group of leading enterprises with international influence, significantly enhance our comprehensive innovation capabilities, and establish a green biopharmaceutical hub in Northern China. Based on current realities, the following measures have been formulated.

I. Supporting the Expansion of the Bio-fermentation and Pharmaceutical Industry

(1) Reducing electricity, steam, and environmental protection costs.Support new projects for active pharmaceutical ingredients (APIs) in the biopharmaceutical sector to increase the proportion of renewable energy used. For projects extending the industrial chain downstream to finished dosage forms or covering the entire finished drug production chain, municipal and county (banner, district, and development zone) governments will provide comprehensive electricity price subsidies on a proportional basis, ensuring that enterprises’ actual electricity costs do not exceed 0.39 yuan per kilowatt-hour. Steam supply will be guaranteed, with prices controlled within a 100% increase of the public heating (steam) supply price derived from waste heat in combined heat and power (CHP) plants.Support the construction of hazardous (solid) waste treatment plants within industrial parks. For enterprises implementing “zero discharge” of wastewater, municipal and county (banner, district, and development zone) governments shall provide subsidies at a rate of 5 yuan per ton of treated wastewater. (2) Optimize review and approval procedures. For projects in key sectors such as active pharmaceutical ingredients (APIs), finished dosage forms, blood products, stem cells, and synthetic biology, as well as projects involving new business models, streamline pre-construction procedures by implementing joint review and processing for filing, environmental impact assessments, safety assessments, and land-related formalities. II. Supporting the Innovative Development of the Biological Vaccine Industry

(3) Support R&D Innovation and Commercialization of New Vaccines. For approved national and autonomous regional-level key laboratories, technology innovation centers, and other science and technology innovation platforms in the biopharmaceutical sector, provide 1:1 matching support based on the funding amounts allocated by the state and the autonomous region. Support enterprises in leading major technological breakthroughs through “open challenges” in areas such as multivalent combination vaccines, mRNA vaccines, and African swine fever vaccines.Support the construction of pilot production platforms or demonstration bases for the commercialization of biomedical research outcomes. Vaccine projects that have obtained new veterinary drug registration certificates and are commercialized in our city will receive incentive support of 10 million yuan for Class I, 5 million yuan for Class II, and 2 million yuan for Class III. (4) Enhance supporting service capabilities for the industry. Focusing on the needs of local vaccine manufacturers for raw materials, auxiliary materials, and inner packaging materials, we will cultivate and attract a group of supporting enterprises and projects in areas such as cell culture media, adjuvants, and pharmaceutical glass (plastic) packaging. III. Supporting the Distinctive Development of the Traditional Chinese Medicine (Mongolian Medicine) Industry

(5) Support large-scale medicinal herb cultivation. Establish breeding and ecological cultivation bases for authentic medicinal herbs, and intensify efforts to identify and cultivate geographical indications for authentic Chinese (and Mongolian) medicinal herbs.For bases (enterprises) cultivating authentic medicinal herbs such as Astragalus, Scutellaria, Licorice, and Isatis root on an area of 500 mu (including) or more, subsidies of 200 yuan per mu will be provided by municipal and county (flag, district, and development zone) governments on a proportional basis. (6) Strengthen Product Promotion and Application. Medical institutions within the city shall intensify efforts to promote authentic medicinal herbs, in-house preparations, classic formulas, and folk remedies. The Biomedical Industry Development Fund and the Science and Technology Innovation Fund shall provide equity investment to support TCM (Mongolian Medicine) manufacturers in conducting secondary development of TCM (Mongolian Medicine) products and utilizing idle drug registration numbers, while improving safety information in TCM (Mongolian Medicine) product labels.Establish a big data trading center for biopharmaceutical products, chain sales centers (pharmacies), product distribution centers, and cold-chain logistics centers. Build the brand of the Hohhot Pharmaceutical Trade Fair and hold regular annual exhibitions and sales fairs for biopharmaceutical products. IV. Supporting the Scaled and Clustered Development of the Industry

(7) Attract and Cultivate Leading and Key Enterprises. Biopharmaceutical enterprises with new annual output value of 1.5 billion yuan or more will receive a subsidy of 8 million yuan; those with new annual output value of 1 billion yuan or more will receive 5 million yuan; and those with new annual output value of 500 million yuan or more will receive 2 million yuan.Biopharmaceutical enterprises selected for the national or autonomous region-level “Manufacturing Single Champion” demonstration enterprise (product) list will receive a one-time “Champion Product” reward of up to 3 million yuan or 1 million yuan, respectively, based on 1% of the previous year’s sales revenue of the champion product. To support enterprises in expanding into international markets, foreign trade enterprises with an annual foreign trade volume increase of 5 million yuan or more compared to the previous year will receive a reward of up to 4 million yuan, calculated as 2% of the increase.For products of local biopharmaceutical enterprises that have newly obtained Class II or Class III medical device registration certificates and have achieved mass production within the city, a reward of 1 million yuan will be granted for each product, with a maximum of 10 million yuan per enterprise per year. (8) Establish “Park-within-a-Park” Zones.High-standard planning and construction of “parks-within-parks” for the biopharmaceutical industry will be carried out. Support will be provided to industrial clusters and local authorities for the construction of supporting infrastructure such as standardized factory buildings and wastewater treatment plants. V. Supporting Development Driven by Industrial Factors

(9) Strengthen Financial Support. Support major projects and leading enterprises in the biopharmaceutical industry chain through market-oriented approaches. Establish a biopharmaceutical industry development fund with a scale of no less than 5 billion yuan to focus on supporting the implementation of biopharmaceutical enterprise projects, equity investments, and the introduction of new drugs; establish a biopharmaceutical industry science and technology innovation fund with a scale of no less than 1 billion yuan to guide and support front-end original innovation by biopharmaceutical enterprises and enhance their capacity to transform original innovations. (10) Strengthen Talent Support. Establish an innovation and entrepreneurship alliance among government, universities, and enterprises, and adopt a “customized + targeted” approach to design majors (disciplines) to cultivate urgently needed industrial talent for enterprises. Regularly organize talent recruitment events in the biopharmaceutical sector. For biopharmaceutical enterprises that hire recent graduates or college graduates who have been unemployed for up to two years after graduation, as well as registered unemployed youth aged 16–24, a one-time employment expansion subsidy of 1,500 yuan per person will be provided.Increase incentives for R&D personnel: For R&D personnel with annual R&D expenses of no less than 10 million yuan and a year-on-year growth rate of 15% or more, and an annual salary exceeding 500,000 yuan, the portion of their actual personal income tax retained by the relevant banner, county, or district will be fully reimbursed by that local government.(Responsible Units: Municipal Development and Reform Commission, Industry and Information Technology Bureau, Finance Bureau, Human Resources and Social Security Bureau, Tax Bureau, Statistics Bureau; People’s Governments of all flags, counties, and districts; Administrative Committees of the Economic and Technological Development Zone and Helinger New Area; Hohhot Vocational College)

These policy measures apply to all entities registered within the administrative jurisdiction of Hohhot City that possess independent legal person status and are engaged in the biopharmaceutical industry, including units involved in research and development, production, sales, and services related to medicinal herb cultivation, pharmaceuticals (including veterinary drugs), medical devices, gene and cell therapies, blood products, health foods, and special cosmetics.The funds required for these policy measures shall be borne by the municipal-level and flag/county/district-level finances in accordance with the specific items to be fulfilled, and project funds and incentive/subsidy funds shall be disbursed in a timely manner. Should relevant policies and regulations at the national, autonomous region, or Hohhot municipal levels be adjusted during the implementation period, such adjustments shall prevail.

These policy measures shall take effect on the date of issuance and remain valid until December 31, 2026.
