To implement the spirit of the “Notice of the General Office of the People’s Government of the Inner Mongolia Autonomous Region on Supporting Selected Leagues and Cities in Conducting Pilot Programs for the Online Freight Industry” (Nei Zheng Ban Zi [2022] No. 24) and the “Notice of the Department of Transportation of the Inner Mongolia Autonomous Region on Issuing the ‘Action Plan for Promoting the Standardized, Healthy, and Sustainable Development of the Online Freight Industry in the Inner Mongolia Autonomous Region (Trial)’” (Nei Jiao Fa [2023] No. 498),to attract more online freight enterprises to establish operations in Chifeng City, lead and drive the reduction of costs, improvement of efficiency, and enhancement of quality in the city’s modern logistics industry, and promote the standardized, healthy, and sustainable development of the online freight industry, the following support measures are formulated in accordance with the actual conditions of our city.
I. Objectives
Through deepening reforms and policy incentives, support local freight enterprises, reduce logistics costs, provide targeted assistance to enterprises in difficulty, accelerate the integrated development of online freight platforms and comprehensive logistics platforms, enhance digital regulatory service capabilities, achieve the return of business operations, data, and tax revenue, and promote the standardized, healthy, and sustainable development of the online freight industry.
II. Support Measures
(1) Transportation
1. Streamline approval procedures and optimize processing workflows to provide convenient services for online freight enterprises regarding license and permit applications, annual vehicle inspections, vehicle scrapping and deregistration, and archive management. (Responsible Units: Municipal Transportation Bureau, Public Security Bureau, Administrative Service Bureau, Chifeng Commerce, Trade, and Logistics Park Management Committee, and People’s Governments of all flags, counties, and districts)
2. Cultivate leading local modern logistics enterprises. Initially, Chifeng Municipal Transportation Investment (Group) Co., Ltd. and Chifeng Cross-Border E-Commerce Comprehensive Service Platform Co., Ltd. will jointly establish an online freight platform. At the same time, other enterprises will be encouraged to participate in platform development, leveraging the online freight industrial park to promote the clustered development of comprehensive logistics. (II) Fiscal Measures
1. Strictly adhere to the regulations of the centralized treasury payment system to ensure timely disbursement of incentive funds, accelerate budget execution, and ensure that funds are used for their designated purposes. 2. Actively seek autonomous region-level special funds to support our city’s online freight industry. (Responsible Units: Municipal Finance Bureau, Municipal Transportation Bureau, Chifeng Municipal Tax Bureau of the State Taxation Administration)
(III) Taxation
1. Launch a pilot program for online freight enterprises to issue VAT invoices on behalf of clients, promote direct connectivity between tax authorities and enterprises, and enhance the level of tax processing automation. (Responsible Unit: Chifeng Municipal Tax Bureau of the State Taxation Administration)
2. When issuing VAT invoices on behalf of individual business operators, sole proprietorships, partnerships, and individuals located within the online freight industry park, no advance withholding of individual income tax shall be required. (Responsible Unit: Chifeng Municipal Tax Bureau of the State Taxation Administration)
3. Individual business owners, investors in sole proprietorships, individual partners in partnerships, and other individuals engaged in freight transportation operations within the online freight industrial park shall independently declare and pay individual income tax on business income in accordance with the law. (Responsible Unit: Chifeng Municipal Tax Bureau of the State Taxation Administration)
(IV) Financial Aspects
1. Coordinate with financial institutions to explore the use of transaction records and operational data to increase credit support for the online freight industry. (Responsible Unit: Municipal Financial Work Office)
2. Support the listing of leading local online freight industrial parks and online freight enterprises. (Responsible Unit: Municipal Financial Work Office)
III. Incentive Measures
(I) Eligibility Criteria for Recipients
Online freight enterprises must be registered and established within the administrative jurisdiction of our city, possess independent legal person status, and pay taxes in our city in accordance with the law; they must hold a "Road Transport Business License" with "online freight" specified in the scope of business, and in principle, must sign an agreement to establish operations within the municipal online freight industrial park;They must upload waybill data in real time as required; such data must be lawful, compliant, authentic, and valid; their total online freight business output must exceed 5 million yuan every two months; and at least one end point of their transport operations must be located within the Inner Mongolia Autonomous Region.
(2) Reward Allocation Standards
1. Operational Contribution Incentive. The portion of local economic contributions from online freight enterprises retained at the municipal and county/district levels will be consolidated into incentive funds. 97% of these funds will be awarded to the online freight enterprises, while 3% will be retained by the local government as a special fund to support the development of the online freight industry. Incentive payments will be processed on a two-month cycle: applications must be submitted in the third month, and the previous period’s funds will be disbursed by the end of that month.
2. Incentives from Higher-Level Authorities. Active efforts will be made to secure incentive funds from the Autonomous Region to support online freight enterprises, with the incentive standards implemented in accordance with relevant documents issued by the Autonomous Region.
(III) Review and Disbursement of Incentives
1. Application and Review. The local people’s government shall accept reward applications, review relevant materials, and calculate the reward funds. Reward applications submitted by enterprises after the deadline shall be carried over to the next reward cycle.
2. Disbursement of Funds. The local finance department shall disburse the incentive funds to the enterprises. The local finance department shall establish a cooperative mechanism with financial institutions to ensure the timely disbursement of incentive funds during the implementation of these policy measures.
IV. Regulatory Measures
(1) Relying on the autonomous region’s regulatory platform, the Chifeng Commerce, Trade, and Logistics Park Management Committee shall establish an online freight information regulatory platform. Departments including transportation, taxation, market regulation, and public security shall carry out supervision of the online freight industry to achieve “five-stream integration”—integrating business flows, information flows, capital flows, invoice flows, and cargo tracking data—and implement comprehensive supervision.(Responsible Units: Municipal Transportation Bureau, Public Security Bureau, Market Regulation Bureau, Chifeng Commerce, Service, and Logistics Park Management Committee, Chifeng Municipal Tax Bureau of the State Taxation Administration, and the People’s Governments of all flags, counties, and districts)
(2) Strengthen interdepartmental collaborative supervision and, in accordance with the law, investigate and punish illegal and non-compliant acts such as misappropriating special funds, issuing fraudulent invoices, excluding or restricting competition, publishing false cargo information, arbitrarily suppressing prices, defaulting on freight charges, and endangering network information security. This will effectively maintain fair market competition and ensure network and data security. (Responsible Units: Municipal Transportation Bureau, Public Security Bureau, Market Regulation Bureau, Chifeng Municipal Tax Bureau of the State Taxation Administration, and People’s Governments of all flags, counties, and districts)
(3) Encourage state-owned enterprises to participate in the development of online freight platforms, promote the integrated development of online freight platforms, information matching platforms, and other relevant logistics platforms, connect data chains across the supply chain, effectively integrate logistics information resources, and promote cost reduction and efficiency gains in freight logistics. (Responsible Units: Municipal Transportation Bureau, Development and Reform Commission, Industry and Information Technology Bureau, Commerce Bureau, State-owned Assets Supervision and Administration Commission, Chifeng Commerce, Trade, and Logistics Park Management Committee)
V. Support Measures
(1) Strengthen Organizational Leadership. Establish a Municipal Online Freight Transport Industry Development Leading Group headed by the principal official of the Municipal Government as Group Leader and the official in charge of the relevant sector as Deputy Group Leader, with members including the heads of the Municipal Transportation Bureau, Development and Reform Commission, Industry and Information Technology Bureau, Public Security Bureau, Finance Bureau, Commerce Bureau, State-owned Assets Supervision and Administration Commission, Market Regulation Bureau, Financial Work Office, Government Services Bureau, and the Management Committee of the Chifeng Commerce, Trade, and Logistics Park,the Chifeng Municipal Tax Bureau of the State Taxation Administration, and responsible officials from various districts and counties as members. This group will clarify responsibilities, strengthen coordination and collaboration, and form a cohesive working force to carry out all tasks efficiently and in an orderly manner (the list of Leading Group members is attached below).
(2) Strengthen Implementation. Establish a municipal online freight industry park, with the Chifeng Commerce, Service, and Logistics Park Management Committee responsible for its construction, operation, and management. If other counties, districts, or regions plan to build such parks locally, they must submit their plans to the Municipal Leading Group for the Development of the Online Freight Industry for review and filing. All regions and relevant departments must firmly assume their responsibilities, improve working mechanisms, fully support the development of the online freight industry, and complete all tasks to a high standard.
(3) Strengthen Coordination and Supervision. Improve the work coordination mechanism, convene regular coordination meetings to report on the progress of target tasks, and coordinate the resolution of difficulties and issues encountered during implementation. Regularly supervise the work progress of all regions and relevant departments to ensure that policies and measures are fully implemented and that incentives are disbursed in a timely manner.
VI. Other Provisions
(1) The Office of the Municipal Leading Group for the Development of the Online Freight Industry is responsible for interpreting these policy measures. Should relevant laws, regulations, or higher-level policies be adjusted during the implementation period, the content of these policy measures shall be adjusted accordingly.
(2) Counties, districts, and sub-districts may implement these policy measures by reference.
(3) These policy measures shall be implemented on a trial basis effective from the date of issuance.
