To promote cost reduction and efficiency gains in the city’s logistics industry, this implementation plan has been formulated in accordance with the spirit of documents such as the Notice of the Inner Mongolia Department of Transportation on Issuing the “Action Plan for Promoting the Standardized, Healthy, and Sustainable Development of the Online Freight Industry in the Inner Mongolia Autonomous Region (Trial)” (Nei Jiao Fa [2023] No. 498), and in light of the actual conditions of our city.
I. Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and General Secretary Xi Jinping’s important instructions regarding Inner Mongolia. We will advance the implementation of Inner Mongolia’s “Five Major Tasks” and the construction of a “Model Autonomous Region.” Adhering to the laws governing the development of the platform economy and modern logistics, and aligning with the industry’s trends toward base-centered and platform-based development, we will promote the integrated development of online freight platforms and comprehensive logistics platforms.
II. Development Objectives
In response to the severe loss of tax revenue from logistics and transportation operations, this initiative aims to accelerate the digital transformation of the traditional logistics sector through the development of online freight platforms. This will provide capacity reserves for the manufacturing sector, extend upstream and downstream supply chain operations, reduce logistics costs and improve efficiency across the city, and ensure that tax contributions are localized. These efforts will effectively enhance the logistics sector’s capacity to serve industrial clusters, achieving the return of business, data, and tax revenue to the local area.
(1) Achieve Logistics Digitization. By the end of 2023, the volume of freight transportation business handled by online freight platforms is projected to reach 300–500 million yuan, accounting for 7% of the city’s total transportation business. Leveraging the platform as a vehicle, all data—including driver information, client information, settlement information, and ticketing information—will be digitized, thereby sequentially establishing a capacity pool, a capital pool, and a data pool.
(2) Achieve Logistics Consolidation. By the end of 2025, the freight volume handled by online freight platforms is projected to reach 1.5–2.0 billion yuan, accounting for 28% of the city’s total freight volume. By optimizing intermediate processes and addressing issues such as excessive personnel, fragmented transport capacity, and inconsistent settlement practices, we will achieve consolidated management and reduce logistics costs.
(3) Achieve Logistics Technological Advancement. By the end of 2026, the freight volume handled by online freight platforms is projected to reach 3–4 billion yuan, accounting for 56% of the city’s total freight volume. By leveraging platform technology upgrades and iterations, we will implement functions such as logistics big data analysis, intelligent scheduling, standardized settlement, and ticketing management. We will develop value-added products to serve customers and ultimately build a technology-driven modern logistics service platform.
III. Policy Measures
(1) Scope of Support
By integrating various special funds and local funds, the government will support the standardized, healthy, and sustainable development of online freight platform enterprises through multiple means, including capital injections and incentives.Support is provided to online freight platform enterprises registered and tax-paying in Tongliao City that have obtained a "Road Transport Permit" with "online freight" included in their business scope and are conducting normal operations, as well as to online freight platform enterprises that have established headquarters or subsidiaries in Tongliao City. For these enterprises, at least one end of the transportation route must be within the Inner Mongolia Autonomous Region.
(2) Fiscal Support
We will fully utilize the autonomous region’s preferential policies for the development of the domestic trade and circulation service industry. In accordance with the “Notice of the Inner Mongolia Department of Transportation on Issuing the ‘Action Plan for Promoting the Standardized, Healthy, and Sustainable Development of the Online Freight Industry in the Inner Mongolia Autonomous Region (Trial)’” (Nei Jiao Fa [2023] No. 498), we will allocate the special funds for the development of the domestic trade and circulation service industry allocated to our city by the autonomous region, as well as establish our own special funds for the development of the domestic trade and circulation service industry in reference to the autonomous region’s standards, to provide rewards to eligible online freight platform enterprises.The specific amount of support and incentive funds shall be calculated by a review panel composed of representatives from the transportation, tax, and finance departments.
(3) Tax Support
Tax authorities will support online freight platforms in consolidating and issuing 1% VAT general invoices on behalf of individual drivers (drivers with monthly income below 100,000 yuan are exempt from the 1% VAT, effectively resulting in a 0% VAT general invoice), thereby resolving issues related to corporate income tax pre-deduction vouchers and enhancing the convenience of the platform’s tax processing procedures for drivers.
(4) Financial Support
Effectively implement the routine coordination mechanism among government, banks, and enterprises; promptly introduce high-quality online freight companies with good credit standing and financing needs to financial institutions; and guide financial institutions to provide convenient financial services and products to online freight platform enterprises.
(5) Policy Implementation Process
1. Eligible online freight platform enterprises shall submit applications for incentive funds to the transportation bureau at their place of registration by the 5th day of the first month of each two-month cycle.
2. The local transportation bureau at the company’s registered location shall review the company’s operational compliance, data authenticity, and whether the origin or destination of transport operations is within the Inner Mongolia Autonomous Region, and shall submit the list of companies eligible for special fund subsidies along with detailed operational information to the Municipal Transportation Bureau.
3. By the 10th of the first month of each cycle, the Municipal Transportation Bureau shall compile and submit the list of eligible online freight enterprises to the Municipal Tax Bureau.
4. The Municipal Tax Bureau shall verify the contribution of online freight platform enterprises to the local economy during the previous incentive cycle and provide feedback to the Municipal Transport Bureau.
5. The Municipal Transportation Bureau shall forward the Tax Bureau’s feedback to the Municipal Finance Bureau. After review, the Municipal Finance Bureau shall disburse the incentive funds, and the Municipal Transportation Bureau shall distribute them to the eligible recipients.
(VI) Other Matters
The support policy measures shall be implemented on a trial basis for three years. During the trial period, if there are adjustments to laws, regulations, or higher-level policies, such laws, regulations, and higher-level policies shall prevail. In addition to enjoying this preferential policy, enterprises may also benefit from relevant support policies at the national, autonomous region, Tongliao City, and local levels where the project is located. For the same project, policies shall be applied according to the principle of selecting the most favorable option without duplication.
1. People’s Governments of all flags, counties, and districts, and Management Committees of Development Zones. Based on local industrial development conditions, they shall systematically organize local freight enterprises and local freight vehicles to join the platform.
2. Municipal Departments. Departments including Transportation, Taxation, Finance, Commerce, Audit, and the State-owned Assets Supervision and Administration Commission shall fulfill their regulatory and service responsibilities in accordance with their respective regulatory duties.
IV. Organizational Guarantees
(1) Strengthen Organizational Leadership. Party committees and governments at all levels shall attach great importance to the work of online freight platforms, promptly coordinate and resolve issues arising during implementation, regularly monitor policy execution and the disbursement of incentives and subsidies, and promote the development of the city’s online freight sector.
(2) Accelerate Implementation. Establish four city-wide working groups to supervise, assist, and promote the online freight platform industry. These groups will visit all flags, counties, and districts to collaborate with local authorities, conduct policy outreach for key enterprises, and guide local companies in joining the platform to conduct business. Relevant departments such as transportation, taxation, and finance shall ensure the seamless integration of national and autonomous region policies, refine work measures, clarify operational procedures, and promote the high-quality operation of online freight platforms.
(3) Intensify Publicity Efforts. Utilize various media channels to widely publicize the systems and tax policies issued by the Ministry of Transport and the State Taxation Administration to promote the development of online freight transport, as well as the best practices and experiences from leading regions. This will help enterprises stay informed about relevant policies, enhance the platforms’ visibility, attract enterprises to join, and resolve practical issues encountered during their development.
