Implementation Plan for the High-Quality Development of the Beef and Sheep Industry in Baotou City (2023–2027)

This Implementation Plan is formulated to fully implement the important directives issued by General Secretary Xi Jinping during his inspection tour of Inner Mongolia, as well as the autonomous region’s requirements for promoting high-quality industrial development through “steady yet rapid progress and steady yet optimized development.” It also aims to advance the implementation of the *National Plan for Modern Facility Agriculture Construction (2023–2030)* issued by the Ministry of Agriculture and Rural Affairs, the National Development and Reform Commission, the Ministry of Finance, and the Ministry of Natural Resources, while leveraging Baotou City’s comparative advantages and resource endowments in beef and sheep production.

I. General Approach

Guided by the spirit of the 20th National Congress of the Communist Party of China and the important instructions given by General Secretary Xi Jinping during his inspection tour of Inner Mongolia, and with the goal of building a green agricultural and livestock product production base, this plan coordinates beef and sheep production in pastoral areas andagricultural areas, accelerate the transformation of beef and sheep production methods, and focus on key areas such as increasing the breeding capacity of foundation stock, promoting the commercialization of scientific and technological achievements, expanding the supply of forage and feed, developing moderate-scale farming, strengthening the prevention and control of major animal diseases, and reinforcing brand building. We will promote the implementation of the “Ten-Hundred-Thousand” Beef and Sheep Industry Demonstration and Leadership Project, increase policy support, strengthen scientific and technological backing, and continuously enhance the comprehensive production capacity, supply security, and market competitiveness of beef and sheep.

II. Development Objectives

(1) Overall Objective

Fully leverage the exemplary, leading, and driving role of the “Ten-Hundred-Thousand-Ten-Thousand” Beef and Sheep Industry Demonstration and Leadership Project to establish a new pattern of high-quality development characterized by high-efficiency output, product safety, resource conservation, environmental friendliness, and effective regulation.By 2027, the city aims to achieve an annual livestock inventory of 300,000 head of beef cattle and 5 million head of sheep, with annual slaughter volumes reaching 160,000 head and 7 million head, respectively. The rate of facility-based production will exceed 80%, and the rate of manure resource utilization will remain stable at over 95%.beef and mutton production will reach 38,400 metric tons and 154,000 metric tons, respectively, and the total industrial chain value of beef cattle and sheep will reach 3 billion yuan and 10 billion yuan, respectively.

(2) Specific Objectives

Implement the “Ten-Hundred-Thousand” Beef and Sheep Industry Demonstration and Leadership Project, striving to achieve the following specific goals by 2027:

1. In accordance with the “One Town, One Industry” development requirement, build 10 beef and sheep industry strong towns (specialty towns).For beef cattle, the focus will be on towns such as Shuanglong Town in Tu Right Banner, Haye Hutong Town in Jiuyuan District, Xidoupu in Guyang County, and Wukehudong in Dameng Banner; for sheep, the focus will be on towns and sumus such as Jiangjunyao Town and Mingshanao Township in Tu Right Banner, Agaru Tai Sumu in Jiuyuan District, Yinhao Town in Guyang County, and Bayinhua Town and Mandula Town in Dameng Banner.

2. In accordance with the “One Village, One Product” industrial development requirement, establish 100 specialized villages for beef and sheep farming, including 40 specialized beef cattle villages and 60 specialized sheep farming villages. Development will focus on administrative villages within the jurisdiction of the proposed beef and sheep industry strong towns (specialty towns) that possess a tradition of livestock farming and abundant resources.

3. Construct, renovate, or expand 1,000 standardized large-scale demonstration farms for beef and sheep breeding, including 400 beef cattle farms (each with an annual output of at least 100 head) and 600 sheep farms (each with an annual output of at least 500 head).

4. Vigorously promote the “leading enterprises + production bases + farming households” and “household breeding, enterprise rearing” development models, and develop 10,000 linked, moderately-scale, standardized demonstration farming households for beef and sheep (including 4,000 beef cattle farming households, with an average of 30 breeding cows per household; and 6,000 sheep farming households, with an average of 100 breeding ewes per household).

5. Establish 60 demonstration sites for comprehensive village-level forage storage, distribution, and service stations (including artificial insemination and disease prevention), with an average of 6 stations per beef and sheep industry hub town (or specialty town).

6. Cultivate and attract 10 leading industrial enterprises integrating breeding, slaughter, processing, and sales, including 5 leading enterprises at the autonomous region level or above.

7. Import 10,000 head of high-quality beef cattle breeds such as Angus, Simmental, and Charolais, and introduce 20,000 head of domestic high-quality foundation cows.

8. Increase the scale of beef and sheep farming across the city to over 70%, and raise the rate of facility-based farming to over 80%.

9. Establish 2 regional public brands for beef and mutton, 3 product brands for beef and mutton, and 3 enterprise brands using beef and mutton as primary raw materials.

III. Work Tasks

(1) Strengthen infrastructure development. Actively establish 10 beef and sheep industry-focused towns (specialty towns) and 100 specialized demonstration villages; increase support for infrastructure construction; and focus on improving the rate of facility-based production in the beef and sheep industry.Prioritize the development of 1,000 standardized, large-scale beef and sheep breeding (fattening) demonstration farms and 60 demonstration sites for comprehensive village-level forage storage, distribution, artificial insemination, and disease prevention stations. Provide equity investment support across the entire industrial chain, including breeding, slaughter, deep processing, cold-chain storage and sales, and supporting services for industrial chain extension.Once newly constructed or renovated standardized large-scale beef and sheep breeding demonstration farms meet the standards, a “grant-in-lieu-of-subsidy” policy will be implemented to fully promote the development of the beef and sheep industry. (2) Accelerate the Expansion of the Breeding Cow Herd. Actively guide beef cattle breeding demonstration farms and farmers to expand their herds by increasing the import of high-quality breeding cows from both domestic and international sources, with the goal of importing more than 30,000 high-quality breeding cows from domestic and international markets. (3) Support the development of a high-quality breeding system. Continue to implement the National Livestock and Poultry Genetic Improvement Plan and the Modern Seed Industry Enhancement Project; improve and refine the industry-academia-research collaborative breeding mechanism; accelerate the breeding process for the double-muscled Mongolian cattle breed and expedite the development of core breeding herds;Expand and promote high-quality beef and sheep breeds such as Angus, Simmental, Australian White, Dorper, Suffolk, and Gobi Short-tailed Sheep; accelerate the breeding rate of high-quality breeding cows to promote the expansion of beef and sheep herds; and provide subsidies to farms and artificial insemination stations for the purchase of breeding rams and the use of high-quality beef cattle frozen semen by actively seeking funding from national and autonomous region livestock breeding subsidy programs.(Lead Agency: Municipal Agriculture and Animal Husbandry Bureau; Responsible Units: Governments of Dameng Banner, Guyang County, Tu Right Banner, and Jiuyuan District)

(4) Strengthen the development of the forage supply system. Implement the “grain-to-forage” conversion policy in accordance with local conditions to promote the circular development of crop and livestock production, and increase the cultivation of high-quality forage crops such as whole-plant silage corn, alfalfa, and oats. Annually cultivate more than 10,000 mu of high-quality alfalfa, more than 100,000 mu of oats, and more than 250,000 mu of silage corn.Intensify efforts to develop and utilize forage resources such as corn stover and Caragana. Encourage village-level collective forage collection and storage stations to use stem-and-ear harvesting technology to produce yellow silage from corn. Comprehensively promote precision feed formulation, accelerate the development and application of bio-feed, and research, develop, and promote new types of safe and efficient feed additives. (5) Accelerate the development of a socialized service system for the livestock industry. Actively guide and support the development of socialized service organizations, and encourage large-scale livestock farms, veterinary drug and feed production and operation enterprises, research institutes, relevant veterinary testing institutions, and industry associations to establish socialized veterinary service organizations.Relying on socialized veterinary services and adhering to a demand-oriented approach, expand the scope of livestock services, create service models that are abundant in supply and flexible in variety, and establish a new framework for livestock services characterized by diverse providers, comprehensive coverage, professional expertise, and efficient operations. Provide full-chain service support—including animal disease prevention and control, standardized production, feeding management, forage harvesting, storage, and distribution, artificial insemination, and sales—to beef and sheep farms and households, thereby ensuring the high-quality development of the livestock industry.(Lead Agency: Municipal Bureau of Agriculture and Animal Husbandry; Responsible Agencies: Municipal Science and Technology Bureau; Governments of Dameng Banner, Guyang County, Tu Right Banner, and Jiuyuan District)

(6) Strengthen the Prevention and Control of Major Animal Diseases. Intensify efforts to prevent and control animal diseases and zoonoses that threaten the health of cattle and sheep, including foot-and-mouth disease, small ruminant peste, brucellosis, tuberculosis, and nodular dermatitis.Strengthen origin quarantine and transportation supervision, conduct disease monitoring and epidemiological investigations, and improve mechanisms for the safe disposal of dead animals. Support farms with strong disease prevention foundations and high biosecurity standards in establishing disease-free zones and disease-free farms. (7) Gradually improve the slaughter, processing, and distribution system. Strengthen the management of beef and sheep slaughter. Based on livestock production conditions, reasonably determine the number and scale of cattle and sheep slaughterhouses to enhance beef and sheep slaughter and processing capacity and standards. Encourage slaughter and processing enterprises to build cold storage and processing facilities, and promote logistics and distribution companies to improve their cold chain delivery systems. Increase efforts to attract and cultivate enterprises producing pre-packaged dishes made from beef and sheep by-products, extend the industrial chain, and enhance the local conversion of added value.(Lead Agency: Municipal Bureau of Agriculture and Animal Husbandry; Responsible Agencies: Municipal Development and Reform Commission, Municipal Commerce Bureau, and the governments of Dameng Banner, Guyang County, Tu Right Banner, and Jiuyuan District)

(8) Accelerate the industrialization of the beef and sheep sectors. Actively support key banners, counties, and districts in establishing national, autonomous region, and Baotou-level modern agricultural industrial parks with beef and sheep as their leading industries. Support the cultivation and expansion of beef and sheep industrial clusters, create 10 strong towns or characteristic towns with beef and sheep as their leading industries, and support the development of the entire chain from breeding and farming to processing and sales to enhance endogenous development capabilities.(Lead Agency: Municipal Agriculture and Animal Husbandry Bureau; Responsible Units: Governments of Dameng Banner, Guyang County, Tu Right Banner, and Jiuyuan District)

(9) Strengthen the development of “Baotou-branded” products. Actively promote the development of regional public brands for beef and mutton, such as “Damao Grassland Sheep,” “Tumurt Mutton,” and “41°N Guyang Speciality,” establish and improve brand management and evaluation standards, strengthen authorization management, and lead the coordinated development of corporate and product brands.Intensify brand marketing and promotion efforts. By organizing and participating in various exhibitions and production-sales matching events, and by strengthening cooperation with e-commerce platforms and supermarkets, we will integrate online and offline sales of beef and mutton products to further expand sales channels. IV. Support Measures

(1) Strengthen Organizational Leadership. Establish a working mechanism led by the Vice Mayor in charge, with the Municipal Bureau of Agriculture and Animal Husbandry responsible for daily coordination and supervision, and relevant departments working in close cooperation. This mechanism will promptly address major issues arising during implementation and coordinate the advancement of tasks. The Municipal Bureau of Agriculture and Animal Husbandry shall coordinate all aspects of the city’s beef and mutton industry development. All relevant regions and departments must strengthen coordination and cooperation in accordance with their respective responsibilities, implement assigned tasks, and jointly promote the high-quality development of the beef and mutton industry.

(2) Strengthen Scientific and Technological Services. Through mechanisms such as “open challenges,” enhance cooperation with universities, research institutions, and relevant enterprises both within and outside the region. Focus on the entire beef and sheep industry chain and high-quality development to prioritize scientific and technological demonstrations and the commercialization of research outcomes. Actively leverage the role of the scientific and technological service system, including science and technology special envoys, to promote and apply advanced and practical technologies such as synchronized estrus, cold insemination, artificial insemination, total mixed rations, and disease prevention and control.Support breeding enterprises in collaborating with universities and research institutions to develop and commercialize technologies for high-quality breed propagation, cultivation and processing of premium forage, efficient livestock farming, and the resource utilization of manure and wastewater. Cultivate a pool of scientific and technological talent by actively recruiting high-level professionals and teams, strengthening the training of practical technical and management personnel, and expanding the local talent pool serving various business entities.

(3) Improve the Investment Mechanism. Strengthen project planning and reserves; increase fiscal and financial support for the high-quality development of the beef and sheep industries; enhance awareness of integrating and consolidating higher-level projects and funds; and establish an investment mechanism guided by government funds, with enterprise investment as the mainstay and broad participation from social capital.Actively seek agricultural and livestock-related funds from the central and autonomous regional governments. Effectively implement subsidy policies for high-quality livestock breeds, grain-to-forage conversion, alfalfa and oat cultivation, as well as incentive policies for counties with significant outbound shipments of pigs, cattle, and sheep. Fully leverage the guiding role of special fiscal funds, and prioritize the use of surplus funds from the second round of grassland compensation and incentive programs, rural revitalization transition funds, and industrial support funds to bolster the beef and sheep industry.Fully leverage the role of financial support by actively formulating and implementing loan interest subsidy policies, strengthening coordination with banks and other financial institutions, and lowering loan thresholds. Make effective use of special agricultural and pastoral funds, intensify efforts to attract investment, and encourage private capital to invest in the beef and sheep industries.

(4) Formulate Specific Policies. Develop and implement a list of support policies for the high-quality development of the city’s beef and sheep industry to fully support its expansion and strengthening; incorporate land for beef and sheep industry development into the overall land use plan and urban-rural planning, prioritize land allocation quotas, and fully guarantee land supply for major projects supporting the high-quality development of the beef and sheep industry; provide key support for the beef and sheep industry in areas such as project approval and scientific research and development;Strengthen support for beef and mutton slaughtering and deep processing operations; actively develop projects for the deep processing of beef and mutton products; and support the high-quality development of the city’s beef and mutton industry.
