To further leverage the positive role of e-commerce in economic and social development, create new consumer demand, open up new channels for employment and income growth, foster new business models, and cultivate new drivers of economic growth, these Implementation Guidelines are hereby formulated in accordance with the spirit of documents such as the “Overall Plan for the Construction of Digital China” issued by the Central Committee of the Communist Party of China and the State Council, and the “Notice of the General Office of the Inner Mongolia Autonomous Region on Several Measures to Promote the Accelerated Development of E-commerce” (Nei Zheng Ban Fa [2022] No. 39), and in light of the actual conditions of e-commerce development in our city.
I. Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly carry out the important instructions given by General Secretary Xi Jinping during his inspection tour of Inner Mongolia, advance the implementation of Inner Mongolia’s “Five Major Tasks” and the construction of a “Model Autonomous Region,” fully, accurately, and comprehensively implement the new development philosophy, and actively serve and integrate into the new development paradigm.With the promotion of high-quality development of e-commerce as the main focus, and guided by the principles of serving enterprises, driving industrial growth, stimulating consumption, and stabilizing foreign trade, we will expand, strengthen, and optimize the e-commerce industry to contribute the power of e-commerce to the high-quality development of Tongliao’s industries.
II. Basic Principles
(1) Innovation-led, Market-driven. We will adhere to the coordinated innovation of technological means, business models, and institutional mechanisms, and promote the widespread application of new-generation information technologies such as 5G, big data, cloud computing, and artificial intelligence in the e-commerce sector. We will facilitate the market-based allocation and effective flow of key e-commerce elements, including data, technology, human resources, and capital.
(2) Integrated Development and Quality Enhancement. Aligning with the endogenous needs of Tongliao’s industrial transformation and upgrading, we will promote the deep integration of e-commerce with the primary, secondary, and tertiary sectors. By developing e-commerce, we will support the digital transformation of related industries, integrate the digital economy with the real economy, shape Tongliao’s e-commerce brand image, and build a hub for e-commerce development characterized by the aggregation of resources, complementary advantages, and coordinated growth.
(3) Openness, Inclusivity, and Win-Win Cooperation. Establish an international platform for exhibition, exchange, and cooperation; encourage leading enterprises in Tongliao to actively engage in cross-border e-commerce; and leverage cross-border e-commerce to expand product export channels and open up new avenues for foreign trade development. Deepen cooperation with renowned domestic and international e-commerce enterprises, capitalize on the vast e-commerce consumer market, and integrate into the dual circulation of the domestic and international economies.
III. Implementation Objectives
(1) Expand the Scale of E-commerce Market Entities.Expand the coverage of e-commerce transformation in traditional industries. By 2025, add more than 400 new e-commerce live-streaming market entities (104 in Keerqin District, 72 in the Development Zone, 48 in Kezuo Hougou Banner, 44 in Naiman Banner, 40 in Kezuo Zhong Banner, 32 in Zhalute Banner, 24 in Kulun Banner, 24 in Kailu County, and 12 in Hulin Gol);Organize 60 practical e-commerce skills training sessions, training 2,000 participants and cultivating more than 50 local live-streaming hosts; achieve 100% coverage of e-commerce service stations in administrative villages.
(2) Promote the creation of e-commerce product brands. Build brands for local specialty agricultural and livestock products, expand market share, and enhance product visibility and influence. By 2025, the number of branded e-commerce products will exceed 20.
(3) Strengthen the foundation for e-commerce enterprise development. By 2025, achieve an average annual growth rate of over 10% in online retail sales, with total online retail sales exceeding 8.5 billion yuan. Establish the Tongliao City Cross-Border E-Commerce Comprehensive Service Platform.
IV. Work Tasks
(I) Intensify the Cultivation of E-commerce Product Brands. Actively explore new pathways for brand development, promote the transition of traditional products toward e-commerce and branding, lead the growth and expansion of the industry, and establish a distinctive new model where e-commerce drives the real economy. Promote the creation of e-commerce brands for specialty agricultural and livestock products suitable for online sales, such as beef jerky, buckwheat, and yellow corn, expand the scale of online sales for Tongliao’s specialty agricultural and livestock products, and better integrate Tongliao’s agricultural and livestock products into domestic and international markets.Add 10 new brands in 2023; by 2025, add more than 20 new e-commerce brands, with the city’s online retail sales of agricultural and livestock products exceeding 2.5 billion yuan. (2) Increase the supply of distinctive e-commerce products. Relying on universities and research institutions, establish cooperative mechanisms for the research and development of agricultural and livestock products as well as cultural and creative products. Strengthen technical support for e-commerce product R&D, expand the variety of agricultural and livestock products and specialty items such as beef, mixed grains and legumes, dried red chili peppers, dairy products, and maifanshi, bring more products online, and support the diversified development of agricultural and livestock processing enterprises.Guide processing enterprises to enhance the refinement, distinctiveness, and high-end quality of their products, thereby strengthening their core market competitiveness. This will provide new momentum for e-commerce development and promote the high-quality development of e-commerce across the city. (3) Strengthen the cultivation of e-commerce live-streaming enterprises. Expand training and education on e-commerce and the digital economy within traditional industries, and encourage and support traditional industries and processing enterprises to transition toward new e-commerce business models and formats. Vigorously promote the successful “factory + online-offline” sales model and leverage the leading role of key enterprises; guide processing enterprises in adapting their products for e-commerce, while helping sales enterprises enhance their capacity to aggregate e-commerce products and cultivate and develop live-streaming influencers, thereby promoting the organic integration of industry and products, as well as online and offline channels;Support the development of the Tongliao and Horqin E-commerce Industrial Parks as well as the e-commerce service centers in the various flags, counties, and districts to attract and cluster high-quality e-commerce livestreaming service enterprises, thereby increasing both the quantity and quality of e-commerce livestreaming entities. In 2023, cultivate 40 e-commerce livestreaming enterprises; by 2025, add more than 400 new e-commerce livestreaming market entities. (IV) Enhance Express Delivery and Logistics Services. Intensify policy promotion for shared cloud warehouse projects and guide e-commerce enterprises in applying for and constructing such projects; build the Tongliao Comprehensive Express Delivery and Logistics Park to gradually establish a warehousing and logistics, express delivery, cold-chain transportation, and distribution service system that aligns with the development of the e-commerce industry. This will comprehensively elevate the level of integrated development between e-commerce and express logistics, reduce enterprises’ overall operational costs, promote higher-quality and more efficient consumption, and continuously expand sales channels for Tongliao’s agricultural and livestock products.By 2025, construct one e-commerce shared cloud warehouse with a floor area exceeding 5,000 square meters and covering 100 product categories, as well as one express logistics park. (5) Launch a series of public welfare livestreaming activities. Focusing on key industries, enterprises, and products, organize influential livestreamers to regularly conduct public welfare livestreaming activities to enhance corporate visibility, expand industrial influence, broaden product sales channels, and boost the confidence and determination of traditional enterprises to develop new business models, thereby promoting the transformation, upgrading, and innovative development of traditional industries.In 2023, conduct 6 public welfare livestreaming events; by 2025, municipal departments and all flags, counties, and districts will have cumulatively conducted over 30 such events, with agricultural and livestock product processing enterprises across the city having largely achieved online sales expansion. (6) Foster the Development of the Cross-Border E-Commerce Industry. Actively advance the construction of customs special supervision zones, establish a comprehensive cross-border e-commerce service platform, and attract leading cross-border e-commerce enterprises to drive Tongliao’s cross-border development; cultivate and support local enterprises in conducting cross-border e-commerce operations; support the establishment of cross-border O2O experience stores and local export product display areas in commercial complexes or self-operated stores within the city; and through information-based management, enable consumers to quickly and conveniently pick up cross-border goods.(Responsible Units: Municipal Bureau of Commerce, Tongliao Customs, Municipal Finance Bureau)
(7) Implement the E-commerce Talent Development Program. In collaboration with universities and e-commerce associations, organize experts and well-known live-streamers to conduct e-commerce skills training for various sectors, including rural areas, communities, and enterprises. The municipal government will allocate special funds to support these initiatives and actively seek additional funding from higher-level authorities. Organize e-commerce practitioners to participate in vocational skills training programs such as Internet Marketing Specialist, E-commerce Specialist, and Cross-border E-commerce Specialist to enhance the professional standards of the e-commerce workforce.Prioritize practical e-commerce training for groups such as returning graduates, rural youth leaders in wealth creation, and veterans. Implement a cross-border e-commerce talent development program by collaborating with vocational colleges to focus on training cross-border e-commerce practitioners, thereby enhancing their capabilities and proficiency in conducting cross-border e-commerce operations. In 2023, organize 24 sessions of practical e-commerce skills training, reaching 800 participants, and cultivate more than 15 locally renowned live-streaming hosts.By 2025, we aim to organize 60 practical e-commerce training sessions, training a cumulative total of 2,000 participants and cultivating more than 50 well-known local live-streaming hosts. (8) Optimize the policy environment for e-commerce development. E-commerce service enterprises with annual live-streaming sales exceeding 30 million yuan, provided that such sales are recorded locally, will receive a one-time subsidy of 300,000 yuan, with the municipal and banner/county levels sharing the cost in a 4:6 ratio;For projects such as specialty product supply chain exhibition centers and product selection centers with a usable floor area of 500 square meters or more (including 500 square meters)—whether constructed or leased—a subsidy of 5% of the actual investment amount will be provided, up to a maximum of 200,000 yuan, with the municipal and flag/county levels sharing the cost in a 4:6 ratio;Support e-commerce operators in selling Tongliao’s renowned, high-quality, distinctive, and innovative green agricultural and livestock products online. For enterprises with annual sales reaching 5 million yuan, a subsidy equivalent to 30% of their annual total express delivery and logistics costs will be provided. Upon approval by the commerce department, the annual subsidy for each e-commerce operator is capped at 50,000 yuan, with funding provided by the municipal finance department. V. Support Measures
(1) Strengthen Organizational Leadership. Establish a municipal e-commerce joint conference mechanism to coordinate and advance the development of the city’s e-commerce industry; establish an e-commerce statistical monitoring system to analyze and understand the current status and challenges of the city’s e-commerce development, thereby providing a basis for scientific government decision-making; all flags, counties, and districts shall improve their respective working mechanisms, formulate specific implementation plans, clarify objectives, tasks, and measures, and jointly promote the high-quality development of the e-commerce industry. (2) Establish a supervision mechanism. Relevant departments at all levels shall optimize supporting infrastructure and streamline services, strengthen supervision of e-commerce market order, and establish a robust supervision system for the quality and safety of products sold on e-commerce platforms. They shall strictly crack down on illegal activities such as the production and sale of counterfeit and substandard goods, false advertising, and intellectual property infringement in accordance with the law. (3) Intensify Publicity Efforts. Commerce departments shall coordinate e-commerce resources and upstream and downstream industries to develop replicable and scalable best practices and successful models. Publicity departments shall fully utilize various media channels to intensify promotional campaigns, interpret policies and measures supporting the cultivation and development of e-commerce, foster a favorable public opinion environment for nurturing e-commerce products, enterprises, and influencers in our city, and promote the high-quality development of Tongliao’s e-commerce sector. (4) Disbursement of Incentive Funds. The incentive funds required under this plan shall be applied for by enterprises. After review and approval by the local people’s government where the project is located and the development zone management committee, and following a five-working-day public notice in the region, the municipal and county-level Commerce Bureaus shall submit applications to their respective finance bureaus based on the final list of approved enterprises. Funds shall be disbursed by April 30 of each year.Should national policies be adjusted or should this preferential policy conflict with laws and regulations during its implementation, the new policies and laws shall prevail. In addition to this preferential policy, enterprises may also enjoy relevant support policies at the national, autonomous region, Tongliao municipal, and local levels where the project is located. For any given project, benefits shall be granted according to the principle of selecting the most favorable option without duplication. The Municipal Bureau of Commerce is responsible for interpreting this preferential policy, which shall take effect from the date of issuance and remain valid for three years.
