Notice of the General Office of the Hulunbuir Municipal People’s Government on Issuing the “Division of Responsibilities and Tasks for Promoting Industrial Clusters and Industrial Chains in Hulunbuir City”

On September 8, 2022, the Office of the People’s Government of Hulunbuir City issued the “Notice on the Establishment of the Hulunbuir City Task Force for Promoting Industrial Cluster and Industrial Chain Development” (Hulunbuir Municipal Government Office Document [2022] No. 62), establishing the Industrial Cluster and Industrial Chain Task Force (hereinafter referred to as the “Task Force”) and clarifying its responsibilities.In accordance with the Municipal Party Committee’s requirements for investment promotion regarding the “Eight Major Industrial Clusters” and “Ten Industrial Chains,” and to deepen and solidify the “Five Major Action Plans,” fully leverage the Task Force’s leadership role in investment promotion for industrial clusters and industrial chains, and promote new achievements in investment promotion, the Municipal People’s Government hereby issues the “Division of Responsibilities and Tasks for Promoting Investment in Industrial Clusters and Industrial Chains in Hulunbuir City” to you. The following requirements are also set forth; please ensure their thorough implementation.

I. Fully Leverage Functional Roles to Ensure Tangible Results in Industrial Chain Investment Promotion

(1) Municipal leaders in charge of relevant sectors must strengthen the overall coordination of investment promotion for industrial clusters and industrial chains and enhance leadership over the lead and supporting departments. They must personally take charge of investment promotion for industrial clusters and industrial chains and oversee the entire process. They must identify investment projects, approve investment plans, organize “going out” and “bringing in” activities for industrial chain investment promotion, personally participate in negotiations and signing ceremonies, facilitate the implementation and commencement of production for projects, and fulfill annual investment promotion targets and tasks.At least two special meetings must be convened annually to discuss industrial cluster and industrial chain investment promotion efforts.

(2) The Task Force Office must fulfill its role in service coordination and oversight. Establish and improve a coordinated mechanism for industrial chain investment promotion, coordinate with all regions and departments to resolve practical issues encountered in the work, and actively advance all aspects of investment promotion for industrial clusters and industrial chains. Effectively manage work scheduling, information aggregation, and tasks assigned by leadership. Submit a summary of the situation to the principal leader of the Industrial Cluster and Industrial Chain Task Force at the end of each quarter. Submit a year-end work summary to the Municipal Investment Promotion Leading Group.

(3) The lead department shall assume the role of overall coordination.Adhering to the principle that “managing an industry must include managing investment promotion,” they shall focus on the city’s investment promotion objectives, organizing and guiding the banners, districts, and economic development zones to deepen and solidify investment promotion efforts for industrial clusters and industrial chains centered on the “Eight Major Industrial Clusters” and the “10 Key Industrial Chains.” The principal leaders of the lead departments shall personally study, deploy, and organize the implementation of these efforts, overseeing the entire process of investment promotion for industrial clusters and industrial chains.Establish a working mechanism for industrial cluster and industrial chain investment promotion. Research and formulate work plans for building, supplementing, extending, upgrading, and strengthening industrial chains. Collaborate with flags, districts, and economic development zones to identify key priorities, key industrial parks, key enterprises, and key projects for industrial clusters and chains, as well as lists of resource requirements. Organize the compilation of “two maps, two databases, and two tables,” plan key investment projects, and ensure the construction needs of “chain-leading” enterprises are met.Implement the “dual-leader” responsibility system for industrial chain investment promotion (lead department + banner/district/economic development zones), formulate investment promotion plans, establish specialized teams for industrial cluster and industrial chain investment promotion, organize “going out” and “bringing in” investment promotion activities, advance project signing and implementation, coordinate with relevant departments to provide full-lifecycle services for enterprises and projects, and facilitate the timely commencement of construction, production, and achievement of operational efficiency.Strengthen reporting, coordination, and communication to promptly resolve difficulties and issues encountered in investment promotion work; major matters shall be submitted to the relevant municipal leaders for review and resolution. Timely complete tasks assigned by leadership and ensure thorough summarization and publicity efforts.

(4) Member units (supporting departments) shall actively cooperate with the lead department and various regions to fulfill investment promotion tasks. Principal leaders shall personally arrange and implement these tasks. They shall enhance initiative, strengthen reporting and communication, proactively resolve difficulties and issues encountered in investment promotion work, submit major matters to the relevant municipal leaders for review and resolution, and advance the implementation of annual targets and tasks.

(5) Governments of banners, districts, and cities, as well as the Economic and Technological Development Zone Management Committee, shall ensure the implementation of work in accordance with the principle of territorial jurisdiction. Principal leaders must personally deploy and implement tasks, personally negotiate and sign agreements, and personally advance the implementation and commissioning of projects.Organize and establish dedicated task forces in their respective regions. In accordance with the requirements of the municipal task force, leverage comparative advantages, compile industrial lists, study industrial policies, prepare the “Two Maps, Two Databases, and Two Tables” for industrial chains, plan investment promotion projects, and organize “going out” and “bringing in” investment promotion activities to fully implement the tasks assigned by the Hulunbuir Municipal Task Force. Strengthen communication and coordination with the municipal task force, as well as reporting and consultation, and ensure proper training for investment promotion personnel and publicity for investment promotion efforts.

II. Work Requirements

(1) Enhance Awareness and Actively Take the Initiative. All flags, districts, and economic development zones, as well as lead and supporting departments, must unify their thinking, recognize the importance of industrial chain investment promotion, firmly establish a holistic approach, clarify objectives, and proactively carry out work. They must pool their efforts to advance investment promotion for industrial clusters and industrial chains, and successfully complete the annual targets and tasks.Top leaders must personally take charge, formulate plans, identify projects, organize investment promotion activities, participate in negotiations, facilitate project signing and implementation, and provide full-process oversight and follow-up for investment promotion efforts. Leadership over industrial cluster and industrial chain investment promotion must be further strengthened by establishing robust organizational structures and working mechanisms, and by mobilizing the best personnel to carry out these tasks.

(2) Implement Targeted Measures to Achieve Tangible Results. Strictly implement the “dual-leader” accountability system. Following the overall framework of “lead municipal leader + lead department + industrial chain + banner/district/city (economic development zone),” closely align efforts with the comparative advantages, industrial positioning, and planning layouts of banners, districts, cities, and development zones (parks). Prioritize sectors such as green agricultural, livestock, and forestry product processing, modern equipment manufacturing, bio-manufacturing,digital economy, aviation-related industries, modern services, border-related economy, and cultural tourism. We will focus on the development of industrial chains and clusters by building, supplementing, extending, upgrading, and strengthening them. Adhering to the principles of “concentrated layout, intensive land use, and industrial agglomeration,” we will attract enterprises of the same origin, similar types, or with strong interconnections to the same region or economic and technological development zone (industrial park) to avoid homogeneous competition.The lead department (responsible department) shall organize counties, districts, and economic development zones to jointly formulate investment promotion plans, pool resources, and jointly organize investment promotion activities to deepen and solidify the “Five Major Action Plans” and fully accomplish investment promotion targets and tasks.

The lead department for each industrial chain shall report on the progress of investment promotion activities for industrial clusters and industrial chains to the Municipal Investment Promotion Center by the 28th of each month. Division of Responsibilities and Tasks for Promoting Investment in Industrial Clusters and Industrial Chains in Hulunbuir City


With the goal of building modern industrial clusters covering the entire industrial chain, we will focus on industrial agglomeration, carefully analyze the carrying capacity of resource factors and development prospects, and conduct in-depth research on industrial policies, enterprise distribution, and development directions. We will identify the key links in “building, supplementing, extending, upgrading, and strengthening” industrial chains. The lead departments for each industrial chain will organize the compilation of industrial chain maps (“two maps, two databases, and two tables”) to advance the development of industrial clusters.Focusing primarily on the “Eight Major Industrial Clusters” and “10 Key Industrial Chains,” we will identify issues, clarify strategies, and devise solutions, analyzing and studying each one to promote the expansion and strengthening of industrial clusters and industrial chains.

I. Responsibilities of the Industrial Cluster and Industrial Chain Leadership Body for Investment Promotion

(1) Responsibilities of the Industrial Cluster and Industrial Chain Task Force for Investment Promotion: Convey and implement national and autonomous region policies, guidelines, and major deployments regarding investment promotion; formulate implementation measures based on the task force’s actual circumstances; and organize their implementation. Research and formulate decision-making arrangements, development directions, and objectives for the task force’s industrial chain investment promotion work; develop annual work plans and arrange for their implementation.Listen to work reports from member units, analyze the current situation of investment promotion for industrial clusters and industrial chains, and study solutions to difficulties and problems encountered during investment promotion and project construction. Guide all flags, districts, and cities, economic and technological development zones, and municipal departments in carrying out investment promotion work for industrial clusters and industrial chains.

(2) Responsibilities of the Municipal Lead Official (Deputy Mayor in Charge) for Industrial Cluster and Industrial Chain Investment Promotion: Responsible for the overall leadership of industrial cluster and industrial chain investment promotion efforts. Timely convey and implement the guidelines, policies, and major initiatives regarding investment promotion issued by the central government, the autonomous region, and Hulunbuir City. Strengthen leadership over member units, organize the formulation of investment promotion targets and tasks for industrial clusters and industrial chains, and lead investment promotion activities. Regularly hear work reports from member units and conduct on-site research as appropriate.Identify and designate anchor enterprises; formulate support policies for industrial clusters and industrial chains, manage the use of special funds, and allocate resources for project construction; coordinate and facilitate the implementation of major investment projects; and provide guidance to ensure the completion of all investment promotion tasks.

(3) Industrial Cluster and Industrial Chain Investment Promotion Office (located at the Municipal Investment Promotion Center) Investment Promotion Responsibilities: Responsible for the daily operations of the task force and for coordinating all aspects of investment promotion for industrial clusters and industrial chains. Regularly monitor the progress of industrial cluster and industrial chain development, coordinate with the lead departments (responsible departments) of each industrial cluster and industrial chain to resolve existing issues and difficulties, and submit major issues to the task force for research and resolution.

(4) Investment Promotion Responsibilities of Lead Departments (Responsible Departments) for Industrial Clusters and Industrial Chains: Responsible for the organization and implementation of investment promotion work for industrial clusters and industrial chains. Timely convey and implement the guidelines, policies, and major deployments regarding investment promotion issued by the central government, the autonomous region, Hulunbuir City, and the task force.Organize and advance investment promotion efforts for industrial clusters and industrial chains. Take the lead in formulating action plans and tasks for investment promotion, and develop specific investment promotion strategies. In collaboration with county, city, and district governments, as well as economic and technological development zones, identify key priorities, key industrial parks, key enterprises, and key projects for industrial clusters and industrial chains, along with lists of resource requirements, and implement tracking, advancement, and dynamic adjustments. Coordinate with member units to advance investment promotion efforts for industrial clusters and industrial chains. Regularly report on the progress of investment promotion and development to the municipal-level lead officials.

(5) Responsibilities of Member Units (Supporting Departments) of Industrial Clusters and Industrial Chains: Cooperate with the lead department to complete investment promotion work for industrial clusters and industrial chains. Promptly study and implement the guidelines, policies, and arrangements regarding investment promotion issued by the central government, the autonomous region, Hulunbuir City, and the task force. Strengthen communication and coordination to effectively carry out tasks such as industrial chain mapping, project pipeline development, negotiation and signing, and full-lifecycle services, thereby facilitating the implementation, construction, and operational success of investment projects.

(6) Responsibilities of Banner, City, and District Governments, and Economic Development Zone Management Committees: Responsible for organizing and implementing investment promotion work for industrial clusters and industrial chains.Implement the guidelines, policies, and work arrangements regarding investment promotion issued by the central government, the autonomous region, Hulunbuir City, and the municipal task force. Consolidate the foundation for investment promotion work; under the guidance of the municipal task force, systematically carry out investment promotion for industrial clusters and industrial chains; implement the “dual-leader” accountability system; formulate investment promotion plans; establish dedicated working groups; and coordinate with the lead department to jointly advance the implementation of the lists of key parks, key enterprises, and key projects within industrial clusters and industrial chains.Research and formulate work plans for strengthening, extending, supplementing, and upgrading the local industrial chain; coordinate specific matters such as investment promotion, project construction, talent recruitment, and technological innovation. In the event of major issues, communicate and coordinate with the lead department, and promptly report to the relevant municipal-level leaders for coordinated resolution.

II. Division of Responsibilities for Investment Promotion in Industrial Clusters and Industrial Chains

(1) Focus on the green agricultural and livestock product processing industrial cluster. Centered on the development of modern agriculture and animal husbandry, formulate seven key industrial chains.

1. Dairy Industry Chain. Focus on revitalizing the dairy sector by developing traditional ethnic dairy products and other dairy goods. The Municipal Agriculture and Animal Husbandry Bureau shall lead the development of the green agricultural and livestock product processing industrial cluster, be responsible for organizing the compilation of the “Two Maps, Two Databases, and Two Tables” for the dairy industry chain, and advance investment promotion efforts for the dairy industry chain.

2. Meat Sheep Industry Chain. It will be responsible for organizing the compilation of the “Two Maps, Two Databases, and Two Tables” for the meat sheep industry chain and advancing investment promotion efforts for the meat sheep industry chain.

It will be responsible for organizing the compilation of the “Two Maps, Two Databases, and Two Tables” for the soybean industry chain and advancing investment promotion efforts for the soybean industry chain.

It will be responsible for organizing the compilation of the “Two Maps, Two Databases, and Two Tables” for the understory product industry chain and advancing investment promotion efforts for this sector.

Focusing on the development of modern agricultural and livestock machinery manufacturing, the Municipal Agriculture and Animal Husbandry Bureau will lead the development of the modern equipment manufacturing industrial cluster. It will be responsible for organizing the compilation of the “two maps, two databases, and two tables” for the agricultural and livestock machinery industry chain and for promoting investment attraction efforts for this sector.

9. Biopharmaceutical Industry Chain. Refine and strengthen competitive industries such as corn amino acids, antibiotic active ingredients, and green agricultural and veterinary drugs. The Municipal Bureau of Industry and Information Technology will lead the development of the biopharmaceutical industry cluster, organize the compilation of the “Two Maps, Two Databases, and Two Tables” for the biopharmaceutical industry chain, and promote investment attraction efforts for the biopharmaceutical industry chain.

Deeply tap into advantageous resources such as grasslands, forests, snow and ice, and border ports; thoroughly implement the “Tourism+” and “+Tourism” strategies; the Municipal Bureau of Culture, Tourism, and Radio, Film, and Television will lead the advancement of the cultural tourism industrial cluster, be responsible for organizing the compilation of the “two maps, two databases, and two tables” for the cultural tourism industrial chain, and promote investment attraction efforts for the cultural tourism industrial chain.
