One of the conditions for lease and sale

(2) The rental and sale of production, research and living rooms are prioritized to meet the needs of enterprises that have signed cooperation agreements with the management committee of the new zone.

(3) The enterprises must be independent legal entities registered in the new zone, carry out independent accounting and pay taxes locally in accordance with the law.

(4) Lease-purchase enterprises must be renovated and put into operation within 6 months from the date of signing the lease-purchase contract for the factory building. If the production is postponed due to special reasons such as installation of equipment, it should be reported in writing to the industrial company for consent.

5. Enterprises booking the second and third phases of Intelligent Manufacturing Industrial Park can enjoy the preferential price of at least RMB 6,000/㎡ if the payment reaches 50% and above before the start of the construction of the plant.

(3) Property benchmark price

1. Area A (excluding dormitory A14), Area B, Area C, Area D, and Food and Beverage Center, RMB 2/㎡-month.

2. Zone E, A14 (Dormitory), 4 Yuan/㎡-month.

(4) Garbage removal fee. Implement the new district fee standard.

(v) Other assets. The rental and sale prices of other rentable operating state-owned assets within the scope of management of the industrial company shall be determined by the company itself with reference to the market price.

(F) Price standard implementation period and adjustment. The management committee of the new area may adjust the benchmark price of rental, sale and property according to the regional economic development condition and the surrounding market price. Three, the payment method and period

(a) Lease payment

Rent is to be paid by the lessee on a yearly basis, and the first year's rent is to be paid in five years after the signing of the lease contract. The first year's rent shall be paid within 5 working days after the signing of the lease contract, and the lease contract shall be automatically terminated if not paid after the due date; the rest of the annual rent shall be paid within 30 days before the expiration of the previous year's lease term.

(ii) Payment for sale

The first installment paid by the purchaser shall not be less than 50% of the total price of the house, which shall be paid within 15 working days after the signing of the contract of sale of the house; and the remaining amount shall be paid by the purchaser according to the date agreed in the contract of sale of the house. Fourth, the term of the lease

(a) the principle of the lease agreement is signed once every three years, if the lessee signed an investment agreement with the management committee of the new area, the investment agreement shall prevail.

(2) Upon the expiration of the lease, if the lessee needs to renew the lease, it should submit an application within 3 months before the expiration of the agreement period, and the industrial company will decide whether or not to agree to the renewal of the lease based on the performance of the enterprise in the previous lease period.

V. Lease Deposit

(1) All leased production, scientific research, and living space and other operational assets are required to collect a deposit as a security deposit for the relevant facilities. The deposit for production, scientific research and living rooms (A14 stores) is 1-3 months of standard rent; the deposit for living rooms (A14 dormitories) is 2,000 yuan per room; and the deposit for the catering center is not less than 200,000 yuan.

(ii) The lease deposit will be refunded without interest by the industrial company upon acceptance of the relevant facilities upon the expiration of the contract without renewal of the lease and the surrender of the premises.

VI. Preferential Policies

(a) For investment entities that have signed a cooperation agreement with the management committee of the new area and have a clear purchase price, the price of the purchased housing will be in accordance with the cooperation agreement.

(2) For major industrial projects or other licensed enterprises introduced by the Administrative Committee of the new district to purchase properties, the new district administrative committee will determine the purchase price in accordance with the principle of "one case, one discussion".

(3) For enterprises residing in the Industrial Park, the starting time is the date of signing the lease contract, and the industrial company may reduce or waive the rent for the renovation period within 3 months depending on the specific situation of the enterprise.

VII. Lease and Sale Process

(1) For the resident enterprises that have signed the investment agreement with the Administrative Committee of the New District, according to the content of the agreement, they will sign the lease or sale contract with the industrial company, and then go through the procedures of inspecting and handing over, and then enter into the decoration.

(2) For enterprises introduced by the industrial company's independent investment:

1. Enterprises fill in the application form for lease and purchase of the Intelligent Manufacturing Industrial Park in Inner Mongolia and Helinger New District.

2. The Investment Promotion and Operation Department of the industrial company will conduct the preliminary examination of the materials submitted by the enterprises.

3. Enterprises that pass the preliminary examination will be submitted to the industrial company for study.

4. Enterprises that pass the approval process sign a lease or sales contract with the industrial company.

5. Submit the renovation plan to the Engineering and Safety Department of the industrial company and fill in the renovation approval registration form.

6. Handover procedures for house inspection.

VIII. Exit Mechanism

The lease-purchase enterprises shall exit from the Intelligent Manufacturing Industrial Park if they have the following circumstances:

(a) ceased production and business for a period of more than half a year;

(ii) the leasing enterprise fails to pay the rent and property management fees in full and on time, and still fails to pay them in full within one month after written notice;

(iii) the enterprise violates the operation, sublets or sublets privately

(d) unauthorized changes in the function and use of the plant;

(e) due to the adjustment of the national industrial policy, does not comply with the current national industrial policy and refuses to adjust the industry and improve the process;

(f) not comply with the overall planning of the park or cause serious environmental pollution, harming the interests of the long-term development of the park;

(g) there are major safety hazards and refused to rectify;

(h) engaged in the park's overall planning;

(H) engaged in illegal business activities were investigated and dealt with, the consequences are particularly serious.

IX. Other Provisions

(a) Enterprises purchasing factory buildings in the Industrial Park are prohibited from privately selling the purchased properties within five years.

(2) Enterprises that have moved in before the implementation of these measures will be executed according to the contract price, and after the expiration of the contract, they will be executed in accordance with the price standards stipulated in these measures.

(3) Enterprises shall submit relevant reports and financial data in a timely and accurate manner, and complete the relevant statistical work in the park in a timely manner.

(4) The Industrial Park will provide the power point of the switchgear, and the lease-purchase enterprises (Area A, Area B, Area C, Area D) will declare their own power consumption to the power supply unit, and the transformers, distribution cabinets, metering devices and other ancillary facilities will be purchased by the lease-purchase enterprises themselves.

(e) The square meters indicated in this method, if the whole building is used, it is calculated according to the floor area; if it is used in separate floors or households, the area of the public portion will be counted as the area of the rental and sale.

(6) These measures shall be implemented from the date of issuance and revised in due course.
